driver Why the underlying drivers of change in the Middle East haven’t changed By webfeeds.brookings.edu Published On :: Mon, 29 Feb 2016 14:50:00 -0500 Editors’ Note: In a recent interview with Foreign Policy Interrupted, Tamara Wittes was asked about how the situation in the Middle East has changed since she published her 2008 book Freedom’s Unsteady March. Five years after the Arab uprisings and the start of the Syrian civil war, and a year and a half after the Islamic State captured Mosul (along with the world’s attention), Tamara says that many of the same fundamental dynamics in the Middle East are still at work. The situation in the region has changed so dramatically since then, but I think that the fundamental insights that informed that book remain true. The underlying drivers of change in the Middle East are still there in terms of the demographic drivers, the economic drivers, the technological drivers that I described in the book; they are all still present. Although there’s a lot of disorder and a lot of violence, and that leads people on the ground to prioritize security and to search for security in different ways, that doesn’t mean that they’re going to be satisfied. It doesn’t mean that the, “well, at least it’s not ISIS” line is going to suffice for governments in the Middle East for very long. The underlying drivers of change are still present, the pressure for change is still present, and a lot of those pressures are about the simple fact of individual empowerment. Expectations shifted, and people, individuals, have the ability to act in ways that they didn’t before. States and governments have to accommodate that. It’s affecting politics all over the world, and the Middle East is not immune. So the question becomes: how are governments going to learn to accommodate that and turn it into a strength? I think that the United States does have a really important role to play there. There were mistakes that the Bush administration made—setting aside his vision of Iraq, which has of course been very thoroughly discussed and assessed. But even in terms of non-military intervention to try to advance reform, the critique I made in the book is that the Bush administration was overly focused on political process and elections in particular. I think that one of the other lessons that has come of recent years is that the United States and other Western countries get very focused on political institutions and think, well, if we set up a judicial system, and we set up a parliament, and a constitution, then the gears in the machine sort of start to turn, the states start to function. Look at the rebuilding efforts in Afghanistan, for example. But what we see in the Middle East today is that formal institutions aren’t enough. People have to have trust in the institutions, and people and communities have to have sufficient agreement on the basic rules of the game to make those institutions legitimate and authoritative. And that’s what’s missing in a lot of places around the region right now, that there isn’t enough dialogue and debate and ultimately negotiated agreement on the basic rules of the game. So I think that the challenge for the United States and others who care about stability in the Middle East going forward is how to help cultivate platforms for that kind of dialogue, and how to help cultivate the skills and the mechanisms for resolving very fundamental questions about how government should be organized and what should be the role of religion and politics, and what’s the balance between individual rights and collective identity. These are big, big, questions, and right now, in too many places, they are being fought over violently. Five people were injured in the first incident that took place on the Mumbai-Pune Expressway, while the second one on the Solapur Tujlapur road claimed five lives and left seven people injured. Speaking about the first incident, Expressway control officer said, “The group was returning from Aurangabad in an Ertiga car when the incident took place around 4 pm. The driver dozed off and the car dashed into the divider. However, all the passengers were rescued in time and rushed to MGM Hospital.” According to the police, the injured have been identified as Afzhal Khan, 35, from Kharghar, Yayut Labeq, 45, from Kamote, Ansar Ali Shaikh, 41, from Chembur, Sajjan Shaikh, 45, and Safiq Shaikh, 18, from Nerul. The Lonavla police have registered a case in the matter. In the second incident that took place on the Solapur Tuljapur road, the car in which the group was traveling collided head on with an SUV, leaving five passengers dead. Sunil Sangle, an auto driver, on Wednesday night strangled his wife Archana Sangle (35), to death at their home in Sri Nagar locality and later hanged himself on Thursday afternoon, said police inspector Sulabha Patil. The couple often had fights over domestic issues and apparently the man also suspected his wife’s character, and this may have triggered the murder, police said. According to Hindustan Times, Sunil Sangle was an auto-rickshaw driver and his wife worked as a security guard at an IT park in the city. A probe is underway, the police added. In a similar case, a 38-year-old man was arrested for allegedly killing a man suspecting him of having an extra-marital affair with his wife in outer Delhi, police said Saturday. The accused identified as Anil Chaudhary, a resident of Nangloi, used to work in a shoe factory. Other two men, Bakil (38) and Kamrul Huda (27) who allegedly robbed the victim after he was killed by the accused Chaudhary, were also arrested, police said. On Thursday, Nihal Vihar Police station was informed by Satya Bhama Hospital that a person has been brought dead in the hospital, Rajendra Singh Sagar, Additional Deputy Commissioner of Police (Outer) said. The victim was identified as Vikas Yadav by his relatives. He used to work as a labourer in a chemical factory. On interrogation, the accused Chaudhary revealed he suspected Yadav of having an illicit relationship with his wife since a year. So, he decided to eliminate Yadav and on Wednesday night, he fired at Yadav, the officer said. While speaking to mid-day, Chitre said that the female was plying from Wadala to BKC and she later returned to Dharavi. Though the fare was then Rs 118 the taxi driver was forcing her to pay Rs. 200 saying she had to also pay for the 'luggage' she was carrying. A man who was the other passengers in the taxi stepped out and paid Rs 118 to the driver. However, shockingly the driver drove the cab without allowing the female passenger to get off. A crowd gathered around the taxi but the driver was still adamant on getting Rs 200. The male co-passenger called up Chitre who reached the location and thrashed the driver. Chitre said, "The male passenger located my number via Facebook and called me. Luckily, I was in BKC at the time and reached the spot within a minute. I then caught hold of the taxi driver and taught him a lesson." In another video that went viral recently, an auto driver was seen hitting a passenger after an argument over auto fare. After watching the footage, the Maharashtra Navnirman Sena (MNS) swung into action and thrashed the auto driver for his behaviour. According to the police, the arrested accused has been identified as Subedar Bind, 34. An officer said that on March 23, 72-year-old Kalawati Pednekar was looted by Bind and a friend. Pednekar told the police that on that day she had visited Chembur Gymkhana to attend a wedding. However, owing to her advanced age, she had become tired and left the reception around 9pm. Outside, she found Bind's auto and got in. On the way to Pednekar's residence in Kalina, the driver stopped his auto near Kurla, where his friend, whose name is not known, got into the auto. Bind told Pednekar that the friend wanted to be dropped off at Kalina. On the way, he stopped the auto and told Pednekar that because he had some work, the friend would drop her home. Bind's friend drove the auto for a few kilometers when he stopped the auto and told her that the fuel was over and hence he could not drive any further. Pednekar paid him and took another auto home. Once she reached home, she found all her valuables missing from her bag. She approached the Chembur police and lodged an FIR against the auto driver. An officer said, "We scanned CCTV footage and spotted the accused. On April 26, we arrested him from Uttar Pradesh. We are looking for the other accused." During investigation, the police came to know that Bind had arrived in Mumbai one month ago and had been driving the auto of one of his friends. One of them infected 24 people while organising a game of cards at his house and inviting his neighbours and friends to join in. According to officials, he had gone to Kolkata in West Bengal to ferry some goods and returned to the city on April 4 via Odisha. Feeling bored, the driver invited neighbours and friends for a game of cards while his wife invited womenfolk from nearby houses. When the truck driver tested positive, officials questioned him and came to know about his activities since his return hoe. Those who came in contact with him were screened and most found infected. Another driver spread the virus to 14 people. Investigations revealed that he had gone to Dubai and returned via Sri Lanka and Chennai last month. Without observing home quarantine, he attended parties and thus spread of virus. Vijayawada is a hotspot in the state and it accounts for more than 100 of the 177 positive cases reported so far in Krishna district. District collector Imtiyaz Ahmed said unless people cooperate in checking the spread of coronavirus, government efforts alone can't yield the desired results. The decision has made face masks a prized commodity for people. Traffic in California came to brief halt after drivers had stopped to pick up face masks that were littered on the road. Although it is not clear how the masks ended up spilled on the highway, CBS reported that a man was spotted throwing boxes of masks on the road from a white truck. The California Highway Patrol-Hayward posted pictures of the incident on their Facebook page where scores of masks were found lying on the southbound lanes of Interstate 880. “Multiple individuals stopped in lanes and stepped out of their vehicles to pick up masks,” read the post, adding that debris has been cleared and the lanes were opened. The post also appealed drivers not to step out of their vehicle on an active freeway. Many users commenting on the post criticized the driver who reportedly threw the mask on the road, instead of donating it. One user said, “Just terrible! That person has no respect.” Another user said, “The highway does not have a need for medical masks. Therefore, I would have donated to an entity that did!
