Kanika Kapoor has been charged under IPC Section 269 (negligent act likely to spread infection of disease dangerous to life) and Section 270 (malignant act likely to spread infection of disease dangerous to life) of the IPC. Deepak Kumar Singh, ACP, Krishna Nagar said that the singer will have to come to the police station and give her a written statement. Further action will be taken after this. On Sunday, Kanika took to Instagram to express her gratitude to the health workers who treated her. She also wrote that several stories were doing the rounds and she was fully aware and knew that some information has been misrepresented. According to Kanika, she arrived in Mumbai on March 10 from the UK. During this time, she was scanned at the international airport. Until that time no advisory had been issued that required her to quarantine herself. She had come to Lucknow to meet her family on March 11, when there was no scanning system for domestic flights. On March 14 and 15, Kanika went to lunch and dinner with her friends. She pointed out that all the people she had interacted with in the UK, Mumbai, and Lucknow are healthy and their reports have also come up negative. state Game Review: State of Decay 2 focuses on the importance of community By www.mid-day.com Published On :: 20 May 2018 01:48:50 GMT When the first State of Decay came out, it was unique in the way that it focused on the survival aspect of a zombie apocalypse rather than the all-out destruction and gore of killing countless zombies. With the new game, the developers have focused their attention on the community aspect of survival. Right from the start, you get to choose two characters instead of one and each group and character has their own strengths, skills and background. Like the previous game, you can make your posse and build a base of operations complete with a farm and fortification. There are three open world maps — each the size of the map in the original game. This huge world is littered with empty cabins, new places to build outposts and gather resources. Risky as it may be, the game forces you to explore resources simply because weapons break and you can run out of fuel, food and medical supplies. Venturing out also helps you meet new people to add to the community. State of Decay 2 really hits you home with all the death — losing a built-up human resource can be painful. You can die by getting killed in combat or by way of infection. Dying in combat is also rare as the AI-controlled characters do a good job of handling themselves, while you take care of business. The only real time you are in danger is when you encounter morbidly obese super zombies that can tear you apart. These guys are tough, but they are the most fun combat you will face in the game, second only to running over zombies with a car, which could have been better if the cars handled better. Plus, it pays to remember that fuel is a limited resource that you might want to save. Scavenging for resources is fairly simple — if you need fuel, you can raid a gas station; if you need food, find a convenience store or abandoned encampment. Gathered resources can be used to build up, upgrade and fortify your own camp. While there is a ton of stuff to do in the camp and in the surrounding areas, State of Decay 2 does have a main story. The story mode is a great way to learn about the game and experience various situations as you search for plague hearts to destroy. Plague hearts are throbbing masses of flesh, and it is what produces the infectious plague zombies, identifiable with their glowing eyes. To reduce their numbers, you need to find and destroy the hearts. While the story mode is fulfilling, the camp building and exploring is where the game's strength lies. We played an advanced copy of the game and the final game will be released on Tuesday. State of Decay 2 still has a lot of bugs, which hopefully will be ironed out soon. Some bugs we encountered on the PC version of the game were floating zombies, breaks in rendering and freezing. This is not a big issue and the developers are sure to patch this over time. And, while the game is very competitively priced, we would recommend waiting for a future bug-free version before jumping in. Sources said the government has roped in the Maharashtra State Road Transport Corporation (MSRTC) for help. An internal plan of just one district — Yavatmal by MSRTC (a copy of which is with mid-day) has revealed that it has lined up 115 buses to 15 state capitals. In an unprecedented gesture, these buses will travel around 1,000 to 1,800 km to drop off over 2,000 migrants and return back to base. Mentioning about the cost element, the letter has sought a sum of R1.35 crore from the district collector to release the buses as per the plan. Labourers wait in a queue to collect Ifatri food packets at Kidvai Nagar in Wadala on Monday Sources also said that the state government is negotiating with other states to accept the proposal and two states - Odisha and Uttar Pradesh have displayed readiness. However, a few states have claimed that they do not have enough money to arrange transportation for the migrants and also conduct the COVID-19 testing at the same time. Therefore, they want either Maharashtra or the Union government to spend on transportation which can be a contentious point in the entire deal.However, MSRTC officials said the plan was still under consideration and nothing has been finalised yet. Moreover, MSRTC and transport department officials said that meetings have been held at Mantralaya about these issues and discussions have been going on with various stakeholders. But as of now, no final decision has been taken yet. The delay is because it involves stakeholders from other states and there are issues like streamlining the process and to develop a standard operating procedure to allow Maharashtra state buses into their state borders. A comprehensive plan involving all stakeholders needs to be arrived at so that the transport becomes smooth from end to end. This is besides the decision of who will bear the expenses of the journey. Buses for students in Raj?The MSRTC has also proposed to run another 91 buses from six bus depots to get about 1,764 medical students stranded in Rajasthan back home. Sources said since it is a long road journey, the buses will have two drivers. Of the 1,764 students, about 23 are from Mumbai, Thane and Palghar districts. The state had, accordingly, banned the distribution of newspapers, while allowing its printing. The court, in an order dated April 20, directed the state to justify its claims with evidence and expert opinions instead of meagre statements. A suo moto public interest litigation (PIL) in this regard was filed at the Nagpur bench of HC after the distribution ban was announced on April 18. Government pleader DR Kale told the court that the order was amended on April 21 to allow "door-to-door distribution except in MMR, Pune, and other containment zones." While Kale said that the virus stayed on surfaces for a while, and hence newspapers could be potential carriers when passed from hand-to-hand, the court said that there was no evidence to prove this. It, however, added that door-to-door delivery could be restricted in some areas while asking the government to respond to its queries along with a report by amicus curiae advocate Satyajeet Bora. He said the pandemic was far from over and hence the country needed a balance between the lockdown and the efforts of keeping normalcy in daily life. Modi told chief ministers on Monday that the lockdown had yielded positive results and the country had managed to save thousands of lives in the past 45 days. "Our aim must be rapid response, and 'do gaz doori' (physical distancing)," he said, adding that the states where positive cases were higher should not be treated as criminals. Maharashtra CM Uddhav Thackeray is reported to have supported the lockdown where it is needed most. He also said on Sunday that the lockdown could be lifted after May 3 only if the situation allowed. Union Home Minister Amit Shah reaffirmed the need to enforce lockdown so that maximum lives were saved. Amid rising concerns about a weakening economy, Modi said that efforts of states should be directed towards converting red zones into orange and thereafter to green zones. "We have to be brave and bring in reforms that touch the lives of common citizens. We have to give importance to the economy as well as continue the fight against COVID-19. The impact of Coronavirus will remain visible in the coming months, masks and face covers will be part of our life," he said. "India's population is comparable to that of the combined population of several countries. The situation in many countries, including India, was almost similar at the beginning of March. However, due to timely measures, India has been able to protect many people," the PM said, emphasising that the danger of the virus was far from over and constant vigilance was of paramount importance. Cabinet meet tomorrowHe said, "This is the time we used technology as much as possible and utilised time to embrace reform measures," the PM said. Sources said the Union cabinet would discuss the matter on Wednesday. In all likelihood, the decision on lifting or easing lockdown is expected to be announced at least four days before the deadline of May 3. state Maharashtra seals borders with other states to curb liquor smuggling By www.mid-day.com Published On :: 8 May 2020 07:24:10 GMT In an attempt to prevent smuggling of liquor from neighbouring states during the lockdown, Maharashtra has sealed its borders with them and deployed adequate manpower at a dozen checkposts, an official said on Friday. The move by the excise department has come in the wake of lifting of certain coronavirus-induced curbs, which included allowing reopening of liquor shops. As the demand for alcohol has increased in Maharashtra, there is a possibility of liquor smuggling by inter-state organised syndicates, the official said. Considering the threat from such syndicates, the excise department has deployed its flying squads and vigilance teams in districts located along the borders with neighbouring states, he said. To avoid any smuggling activity during this period, we have increased our vigil on 12 checkposts and sealed borders with adjoining states," he said. This will help in curbing illegal transportation of liquor or spirit, the official said. With the help of local police, the excise department has initiated action against persons involved in smuggling and transportation of liquor, he said. Since the lockdown came into force in late March, at least 4,829 offences have been registered for illegal liquor transportation and 438 vehicles seized, he said. Besides, at least 2,104 persons have been arrested so far in such cases, the official said, adding liquor and other material worth Rs 12.63 crore have been seized since the shutdown. The excise department has started a control room, where people can provide information related to illegal manufacturing or sale of liquor, he said. The ministry asserted that the government has enough stocks to conduct tests for up to six weeks and over two lakh samples have been tested so far. Speaking to PTI from Jodhpur in Rajasthan, Sheelamma Vasan said the health condition of her son, Arun Kumar (29), who was suffering from myositis, (inflammation of muscles), was improving. "Due to God's grace we have reached here without any problems anywhere", she said. The family was informed by a Malayali doctor at AIIMS in Jodhpur about Arun Kumar's condition following which they decided to undertake the journey from Kerala through Tamil Nadu, Karnataka, Maharashtra, Gujarat to reach Rajasthan. At the daily government briefing on the Coronavirus situation in the country, ICMR's Dr Raman R Gangakhedkar was asked about the faulty rapid testing kits. "We have received complaint from a state yesterday and so far discussed with three states. Too much variations have been reported in results of rapid test kits and RT-PCR kits. We advise states not to use them for the next two days," he said. "These kits will be tested and validated in the field by our teams. We will issue a clear-cut advisory in two days. If problems are detected in batches, we will tell the companies for replacement," he said. He said that a total of 4,49,810 samples for COVID-19 infection have been tested till Tuesday of which 35,852 were done on Monday. As many as 29,776 samples have been tested in 201 labs under the ICMR network, and 6,076 at 86 private laboratories, he said. The Chairman of the 4th Empowered Group (to tackle COVID-19) said that the government has created a portal with the master database of healthcare professionals and volunteers. "Till now, details of 1.24 crore human resources of various kinds have been added to it," he said. "If we include what the Centre would give us in all, we will be able to touch R2,000 crore. For payment of salaries, we require R2,500 crore," said Isaac. "Then, a way out is to draw from the Ways and Means System (WAMS) and, including overdraft, it will come to R2,500 crore. After that the treasury would be closed. Such is the situation that we are in," the Finance Minister said. Isaac was peeved at the way the various staff organisations attached to the Congress-led UDF strongly opposed the suggestion of requesting all state government employees to contribute one month's salary to the CM COVID Relief Fund. "We are at a loss to gauge the mentality of such people who opposed our request. We demanded it to help our people who are suffering. Since they have opposed, we could not go forward with it. Hence we have decided to cut the salary of all. It will start from next month. Salary for six days every month will be cut for the next five months," said the former economist Isaac. Meanwhile, with the Centre considering repatriation of the Indian diaspora who wish to return to Kerala, a state minister said the government is ready to accept whatever the number is. state Coronavirus outbreak: MHA allows movement of stranded people, asks states to make arrangements By www.mid-day.com Published On :: 29 Apr 2020 14:25:06 GMT Giving a huge relief to people stuck in various states, the Ministry of Home Affairs (MHA) on Wednesday allowed movement of such people - including migrant labours, workers, students, tourists and others - and also provided the procedure for the same. MHA has included a sub-clause regarding the movement of people who are stranded due to lockdown announced last month due to coronavirus outbreak. "Due to lockdown, migrant workers, pilgrims, tourists, students and other persons are stranded at different places. They would be allowed to move as under," MHA said while asking States to designate nodal authorities to facilitate the process. "All States/UTs should designate nodal authorities and develop standard protocols for receiving and sending such stranded persons. The nodal authorities shall also register the stranded persons within their States/UTs. In case a group of stranded persons wish to move between one State/UT and another State/UT, the sending and receiving States may consult each other and mutually agree to the movement by road," read the order. "The moving person (s) would be screened and those found asymptomatic would be allowed to proceed. Buses shall be used for transport of groups of persons. The buses will be sanitized and shall follow safe social distancing norms in seating. The States/UTs falling on the transit route will allow the passage of such persons to the receiving State/UT," MHA said in its order of inclusion of movement of stranded people in different places. Laying out the procedure on the arrival at the destination, MHA has asked to keep the people under home quarantine. "On arrival at their destination, such person(s) would be assessed by the local health authorities, and kept in home quarantine, unless the assessment requires keeping the person(s) in institutional quarantine. They would be kept under watch with periodic health check-ups. For this purpose, such persons may be encouraged to use Aarogya Setu app through which their health status can be monitored and tracked," MHA said. "On Friday night the first train left, on Saturday there are more trains and on Sunday even more. It might take a month and about 300 to 400 trains to send back all the migrant workers who are here," said Jose. On Friday night around 10.30 pm, the first train with 1,148 migrant labourers left from Aluva to Bhubaneswar. Since the lockdown began in March, 3,61,190 migrant labourers have been put up across 20,826 camps in Kerala, the State labour department said on Saturday. Odisha turns to K'taka, APOdisha Chief Minister Naveen Patnaik, on Saturday, took up the safe return of Odia migrants with BS Yediyurappa and YS Jaganmohan Reddy, his counterparts in Karnataka and Andhra Pradesh, respectively. The remarks came from a bench comprising Justices Ashok Bhushan, Sanjay Kishan Kaul and B.R. Gavai during the hearing of a PIL through video conferencing. The PIL complained of indiscriminate flouting of all social distancing norms at the liquor vends after they were reopned on May 4. The top court observed that it is not feasible to pass orders on the PIL filed under Article 32 and instead asked the state governments to consider selling liquor through other viable options, keeping in place social distancing norms. The court said, "We will not pass any order. States should consider indirect sale or home delivery of liquor to maintain social distancing." Advocate Sai Deepak, representing the petitioner, submitted that the opening of liquor shops should not meddle with the lives of the common people. The petition under Article 32 of the Constitution sought direction from the apex court to the Centre in order to declare the new Covid-19 guidelines issued by the Union of India, which permit the sale of liquors at liquor vends through direct contact sales during the lockdown period "as unconstitutional, null and void". The petition argued that prohibition of sale of liquor for human consumption at liquor vends through direct contact sales during the lockdown period would eventually contribute to containing the spread of Covid-19 in India, until the National Disaster Management Authority or the Centre declares India to be Covid-19 free. Serpentine queues were reported across Delhi and many other parts of the country after the liquor vends opened in the third phase of the lockdown. At many liquor vends in Delhi-NCR, people disregarded social distancing norms while queuing up to purchase liquor. Liquor shops had been shut down across India after the nationwide lockdown was announced on March 24 midnight. They reopened on May 4. India's tour of Australia will begin with a T20 tri-series in October and is scheduled to end with a four-match Test series in December. The speculation about the tour is due to the travel restrictions currently in place and the uncertainty surrounding how long it would take to control the pandemic. Replying to a query on the tour in an online press conference, Labuschagne said: "Well, it would mean that we are not playing cricket which is pretty devastating for myself, the rest of the team and for the country." In between, there is the T20 World Cup, scheduled for an October 18 start, but the mega event's future is also shrouded in uncertainty due to the global crisis. Australia has reported significant drop in positive cases with parts of the country relaxing lockdown rules. Just over 6,800 people have tested positive for the virus with less than 100 deaths in the country so far. Labuschagne lauded Australia's healthcare system and its response to the crisis so far. "Australia has done very well with the quarantine and isolation, so we've been able to get our number down relatively quickly. With a limited amount of deaths and our healthcare system has been so good during this time," he said. Labuschagne, currently placed at No.3 in ICC Test rankings after a brilliant year, hoped that Australia's control over the pandemic would be enough to ensure that India tour without any hassles. "Hopefully, because of all that good work we can actually get India over here in 3-4 months or 4-5 months," he said. "Everything is changing so quickly, so it's really hard to put my finger on how everything's going to pan out. Hopefully, it pans out well but if it doesn't it will be very disappointing." In the meantime, Labuschagne, who has enjoyed a breakout year in Tests and ODIs, is working on sharpening his skills during this forced break. "The way things have unfolded has been awesome. For me it's been about, one, taking it all in and being really happy and proud of that," Labuschagne said. "But also then looking at, 'righto, how I can get better?' and looking at different parts of your game on and off the field that you can work on to make sure you're continually getting better," he added.
