Heightened volatility in capital markets in reaction to COVID-19 has imposed liquidity strains on mutual funds (MFs), which have intensified in the wake of redemption pressures related to closure of some debt MFs and potential contagious effects therefrom. The stress is, however, confined to the high-risk debt MF segment at this stage; the larger industry remains liquid. The RBI has stated that it remains vigilant and will take whatever steps are necessary to mitigate the economic impact of COVID-19 and preserve financial stability. With a view to easing liquidity pressures on MFs, it has been decided to open a special liquidity facility for mutual funds of Rs 50,000 crore.

The CII survey indicates that permits for enterprises, passes for workers and supply chain movement are the key hurdles for industry in exit from lockdown. For facilitating restart of economic activities, CII has suggested that in non-containment zones, businesses should be allowed to function without requirement of permits and only through intimation to local authorities. While state governments have mostly clearly communicated restart guidelines to businesses, firms are facing hurdles in movement of workers and raw materials in commencing operations. These are the findings of a nation-wide survey conducted by the Confederation of Indian Industry (CII).

Homegrown mobile phone maker Lava on Saturday said it has resumed manufacturing operations with 20 per cent capacity. "Lava has resumed production at its manufacturing facility in Noida. The company has started operating with 20 per cent of its production capacity, post receiving an approval from the state authorities. 600 out of its 3500 workforce have resumed work," Lava said in a statement. The West Bengal government on Saturday said it had brought back around 6,000 residents stranded outside the state and ensured safe return of people of other states stuck here due to the lockdown, virtually refuting the claims of non-cooperation made by Union Home Minister Amit Shah. The state government is doing its best to ensure that migrant labourers -- those stranded in Bengal and also the state's people stuck outside -- return home, West Bengal Home Secretary Alapan Bandopadhyay said. Bandopadhyay said so far around 6,000 people, including migrant labourers, pilgrims and students of Bengal, stranded in other states have come back. "We have also issued 18,000 passes to small trucks so that those stuck in West Bengal can return to their states," he said. He, however, declined to comment on the letter sent by Shah to Chief Minister Mamata Banerjee on the issue of migrant labourers and said it is not his subject to comment on. The testing capacity for COVID-19 has been scaled up to around 95,000 tests per day and a total of 15,25,631 tests have been conducted so far across 332 government and 121 private laboratories, Union Health Minister Harsh Vardhan said on Saturday.
