Maximum likelihood estimates of the reliability are obtained along with asymptotic intervals when common shape parameter may be known or unknown. Bayes estimates are also derived under the squared error loss function using different approximation methods. Further, we obtain exact Bayes and uniformly minimum variance unbiased estimates of the reliability for the case common shape parameter is known. The highest posterior density intervals are also obtained. We perform Monte Carlo simulations to compare the performance of proposed estimates and present a discussion based on this study. (arXiv:2004.11355v4 [stat.AP] UPDATED) By arxiv.org Published On :: Official counts of COVID-19 deaths have been criticized for potentially including people who did not die of COVID-19 but merely died with COVID-19. I address that critique by fitting a generalized additive model to weekly counts of all registered deaths in England and Wales during the 2010s. The model produces baseline rates of death registrations expected in the absence of the COVID-19 pandemic, and comparing those baselines to recent counts of registered deaths exposes the emergence of excess deaths late in March 2020. Among adults aged 45+, about 38,700 excess deaths were registered in the 5 weeks comprising 21 March through 24 April (612 $pm$ 416 from 21$-$27 March, 5675 $pm$ 439 from 28 March through 3 April, then 9183 $pm$ 468, 12,712 $pm$ 589, and 10,511 $pm$ 567 in April's next 3 weeks). Both the Office for National Statistics's respective count of 26,891 death certificates which mention COVID-19, and the Department of Health and Social Care's hospital-focused count of 21,222 deaths, are appreciably less, implying that their counting methods have underestimated rather than overestimated the pandemic's true death toll. If underreporting rates have held steady, about 45,900 direct and indirect COVID-19 deaths might have been registered by April's end but not yet publicly reported in full. Full Article

Our method is a spatiotemporal forecasting model combining scalable randomized Reproducing Kernel Hilbert Space (RKHS) methods for approximating Gaussian processes with autoregressive smoothing kernels in a regularized supervised learning framework. While the smoothing kernels capture the two main approaches in current use in the field of crime forecasting, kernel density estimation (KDE) and self-exciting point process (SEPP) models, the RKHS component of the model can be understood as an approximation to the popular log-Gaussian Cox Process model. For inference, we discretize the spatiotemporal point pattern and learn a log-intensity function using the Poisson likelihood and highly efficient gradient-based optimization methods. Model hyperparameters including quality of RKHS approximation, spatial and temporal kernel lengthscales, number of autoregressive lags and bandwidths for smoothing kernels as well as cell shape, size and rotation, were learned using cross validation. Resulting predictions significantly exceeded baseline KDE estimates and SEPP models for sparse events. Full Article

Although the existence of strong orthogonal arrays of strength three has been completely characterized, the construction of these arrays has not been explored. In this paper, we provide a systematic and comprehensive study on the construction of these arrays, with the aim at better space-filling properties. Besides various characterizing results, three families of strength-three strong orthogonal arrays are presented. One of these families deserves special mention, as the arrays in this family enjoy almost all of the space-filling properties of strength-four strong orthogonal arrays, and do so with much more economical run sizes than the latter. The theory of maximal designs and their doubling constructions plays a crucial role in many of theoretical developments. Full Article

Source: Statistical Science, Volume 34, Number 2, 301--316.Abstract: In the United States, county-level estimates of crop yield, production, and acreage published by the United States Department of Agriculture’s National Agricultural Statistics Service (USDA NASS) play an important role in determining the value of payments allotted to farmers and ranchers enrolled in several federal programs. Given the importance of these official county-level crop estimates, NASS continually strives to improve its crops county estimates program in terms of accuracy, reliability and coverage. In 2015, NASS engaged a panel of experts convened under the auspices of the National Academies of Sciences, Engineering, and Medicine Committee on National Statistics (CNSTAT) for guidance on implementing models that may synthesize multiple sources of information into a single estimate, provide defensible measures of uncertainty, and potentially increase the number of publishable county estimates. The final report titled Improving Crop Estimates by Integrating Multiple Data Sources was released in 2017. This paper discusses several needs and requirements for NASS county-level crop estimates that were illuminated during the activities of the CNSTAT panel. A motivating example of planted acreage estimation in Illinois illustrates several challenges that NASS faces as it considers adopting any explicit model for official crops county estimates.
