Curriculum Development of an ICT4D Module in the South African Context

The significance of ICTs in supporting socio-economic development in developing countries is inevitable. As academics of information systems in developing countries, we cannot ignore the need for teaching and building the capacity of our students to become knowledgeable and skilled in Information and Communication Technology for Development (ICT4D) practice and discourse. Furthermore, it is vital to equip our students with the ability to apply their discipline knowledge in addressing some of the ICT discrepancies in current ICT4D practice in their own context. I introduced and teach the ICT4D module to the Honours level course at my university in South Africa. This paper explores the factors that have influenced and shaped the development of the ICT4D module curriculum in the South African context I teach in, using a qualitative ethnographic lens and theoretical study. This provides a practice lens to motivate for and support the introduction of an ICT4D module in tertiary curricula in developing countries.

From Ignorance Map to Informing PKM4E Framework: Personal Knowledge Management for Empowerment

Aim/Purpose: The proposed Personal Knowledge Management (PKM) for Empowerment (PKM4E) Framework expands on the notions of the Ignorance Map and Matrix to support the educational and informing concept of a PKM system-in-progress. Background: The accelerating information abundance is depleting the very attention our cognitive capabilities are able to master, contributing to widening individual and collective opportunity divides. Support is urgently needed to benefit Knowledge Workers irrespective of space (developed/developing countries), time (study or career phase), discipline (natural or social science), or role (student, professional, leader). Methodology: The Design Science Research (DSR) project conceptualizing the PKM System (PKMS) aims to support a scenario of a ‘Decentralizing KM Revolution’ giving more power and autonomy to individuals and self-organized groups. Contribution: The informing-science-related approach synthesizes and visualizes concepts related to ignorance and entropy, learning and innovation, chance discovery and abduction to inform diverse audiences and potential beneficiaries. Findings: see Recommendation for Researchers Recommendations for Practitioners: The PKM4E learning cycles and workflows apply ‘cumulative synthesis’, a concept which convincingly couples the activities of researchers and entrepreneurs and assists users to advance their capability endowments via applied learning. Recommendation for Researchers: In substituting document-centric with meme-based knowledge bases, the PKMS approach merges distinctive voluntarily shared knowledge objects/assets of diverse disciplines into a single unified digital knowledge repository and provides the means for advancing current metrics and reputation systems. Impact on Society: The PKMS features provide the means to tackle the widening opportunity divides by affording knowledge workers with continuous life-long support from trainee, student, novice, or mentee towards professional, expert, mentor, or leader. Future Research: After completing the test phase of the PKMS prototype, its transformation into a viable PKM system and cloud-based server based on a rapid development platform and a noSQL-database is estimated to take 12 months.

Investigating Intention to Invest in Online Peer-to-Peer Lending Platforms Among the Bottom 40 Group in Malaysia

Aim/Purpose: This study investigates the intention to invest in online peer-to-peer (P2P) lending platforms among the bottom 40% (B40) Malaysian households by income. Background: The B40 group citizens earn less than USD 1,096.00 (i.e., RM 4,850.00) in monthly household income, thereby possessing relatively small capital investments suitable for online P2P lending. Methodology: Drawing on the technology acceptance model (TAM), this research developed and tested the relevant hypotheses with data collected from 216 respondents. The partial least square structural equation modelling (PLS-SEM) technique was employed to analyse the collected data. Contribution: This study contributes to the body of knowledge on financial inclusion by demonstrating the relevance of modified TAM in explaining the intention to invest in online P2P lending platforms among investors with lower disposable income (i.e., the B40 group in Malaysia). Findings: The findings revealed that information quality, perceived risk, and perceived ease of use are relevant to B40 investment intention in P2P online lending platforms. However, contrary to expectations, trust and financial literacy are insignificant predictors of B40 investment intention. Recommendations for Practitioners: The P2P lending platform operators could enhance financial inclusion among the B40 group by ensuring borrowers provide sufficient, relevant, and reliable information with adequate security measures to minimise risk exposure. The financial regulators should also conduct periodic audits to ensure that the operators commit to enhancing information quality, platform security, and usability. Recommendation for Researchers: The intention to invest in online P2P lending platforms among the B40 group could be enhanced by improving information quality and user experience, addressing perceived risks, reassessing trust-building strategies and financial literacy initiatives, and adopting holistic, interdisciplinary approaches. These findings suggest targeted strategies to enhance financial inclusion and investment participation among B40 investors. Impact on Society: The study’s findings hold significant implications for financial regulators and institutions, such as the Securities Commission Malaysia, Bank Negara Malaysia, commercial and investment banks, and insurance companies. By focusing on these key determinants, policymakers can design targeted interventions to improve the accessibility and attractiveness of P2P lending platforms for B40 investors. Enhanced information quality and ease of use can be mandated through regulatory frameworks, while effective risk communication and mitigation strategies can be developed to build investor confidence. These measures can collectively promote financial growth and inclusion, supporting broader economic development goals. Future Research: Future research could expand the sample size to consider older B40 individuals across different countries and use a longitudinal survey to assess the actual investment decision of the B40 investors.

US contractor ordered to pay $42 million to Iraqis tortured at Abu Ghraib

WASHINGTON: A federal jury on Tuesday ordered a US defense contractor to pay $42 million in damages to three Iraqi men who were tortured at Abu Ghraib prison, their lawyers said.

CACI Premier Technology Inc was found liable at the conclusion of a long-running trial for its role in the torture of the three men at the notorious prison in 2003 and 2004, the Center for Constitutional Rights said.

Suhail Al Shimari, a middle school principal, Asa’ad Zuba’e, a fruit vendor, and Salah Al-Ejaili, a journalist, were each awarded $14 million in damages, the center said in a statement.

The three men filed suit against CACI, a private company based in Arlington, Virginia, in 2008.

Abu Ghraib prison, west of Baghdad, became a potent negative symbol of the US occupation of Iraq after evidence emerged of detainee abuse by American soldiers at the facility.

Most of the abuse took place at the end of 2003, when CACI employees were working in the prison, according to the suit.

The company’s civilian employees were accused of having encouraged US soldiers to abuse the prisoners to prepare them for interrogation.

Criminal charges were brought against 11 low-ranking guards, including former army reserve specialist Lynndie England, who was shown smiling in photographs while posing next to naked prisoners.

The case against CACI was brought under a section of the US Code called the Alien Tort Statute, which allows non-US citizens to file suit in US courts for human rights violations for incidents that took place outside the United States.

CACI claimed that most of the alleged abuse was approved by the then-US defense secretary, Donald Rumsfeld, and incorporated into rules of engagement by military commanders at the prison.

“Today is a big day for me and for justice,“ Al-Ejaili said in a statement.

“This victory is a shining light for everyone who has been oppressed and a strong warning to any company or contractor practicing different forms of torture and abuse.”

Katherine Gallagher, an attorney at the Center for Constitutional Rights, welcomed the jury’s verdict saying it “makes clear CACI’s role in this shameful part of our history.”

“Private military and security contractors are put on notice that they can and will be held accountable when they breach the most fundamental international law protections -- like the prohibition against torture,“ Gallagher said.

“For 20 years, CACI has refused to take responsibility for its role in torture at Abu Ghraib.”

SMRT Holdings’ net profits eased 0.82% to RM7.04m for Q1

CYBERJAYA: Pure play enterprise Internet of Things (IoT) solutions provider SMRT Holdings Bhd (SHB) posted a net profit of RM7.04 million for the first quarter (Q1) ended September 30, 2024, an increase of 0.82% from RM6.99 million posted in the same quarter last year.

The increase was due to a higher-margin revenue mix, realisations of economies of scale from the higher number of managed sites and reduced administrative expenses.

Revenue for Q1 decreased 10.4% to RM16.5 million compared to RM18.42 million posted in Q1 last year.

SHB group managing director Maha Palan said the company’s key markets in Malaysia and Indonesia continue to show growth trajectory.

“Our previous strategic entry into the Philippines’ financial services sector has laid the foundation for further growth, and we are now actively exploring new opportunities in the country,“ he said.

On the venture into new verticals, Palan said the group’s IoT deployments for the water utility sector are delivering positive results and will tangibly contribute to results in this financial year.

Meanwhile, SHB has appointed Au Wong Lian (Kit) as its new group CEO, effective November 8, 2024.

Au brings over 30 years of experience in the technology and telecommunications industries, during which he has held leadership positions in various leading companies, including TimeDotCom and Microsoft Malaysia.

“Given Au’s extensive experience, deep domain expertise, and proven track record in driving growth and profitability, I am confident he will help lead SHB to the next level.

“More importantly, there is a strong alignment in corporate culture and core values between Au and our team, ensuring a smooth integration that will support our shared vision of leading the provision of IoT services across the Asean region,“ Palan said.

Anwar’s Egypt visit unlocks RM4.8 billion in export potential - MITI

KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim’s official visit to Egypt has bolstered Malaysia-Egypt bilateral relations, unlocking RM4.8 billion (US$1.1 billion) in potential export opportunities for Malaysia, according to the Ministry of Investment, Trade and Industry (MITI).

MITI stated that this export potential was largely generated through a roundtable meeting attended by 60 industry and business leaders from 47 Egyptian firms and key business associations, as well as 40 representatives from 20 Malaysian companies.

“During the session, productive discussions between Malaysian and Egyptian companies identified export potential worth RM4.8 billion (US$1.1 billion), particularly in high-value sectors such as automotive, chemicals, oleochemicals and renewable energy,” MITI said in a statement.

Egyptian companies also expressed interest in investment opportunities in Malaysia, particularly in medical devices and pharmaceuticals, MITI added.

The official visit took place from Nov 10-12, 2024.

In a bilateral meeting during the visit, MITI Minister Tengku Datuk Seri Zafrul Abdul Aziz and Egypt’s Minister of Investment and International Trade Hassan El Khatib agreed to reactivate the Malaysia-Egypt Joint Trade and Investment Committee (JTIC).

Malaysia will host the second JTIC Meeting in early 2025, focusing on collaboration in the semiconductor sector, renewable energy, the halal industry and digital transformation.

The two ministers further agreed that Malaysia’s Investment Development Board (MIDA) and Egypt’s General Authority for Investment and Free Zones (GAFI) should sign a memorandum of understanding to enhance bilateral investment relations.

To support Malaysian exporters’ access to North African and Arab markets, MITI noted that Malaysia’s trade office in Cairo, managed by the Malaysia External Trade Development Corporation (MATRADE), was upgraded in January 2024, offering improved market access and export support services.

Meanwhile, national carmaker Proton has expanded into the Egyptian market with a local assembly plant.

Assembly activities began with the first delivery of Proton’s completely knocked down (CKD) vehicles in September 2024, and sales are expected to start in January 2025, with a target of 16,000 units for the period 2024–2026, MITI reported.

Bilateral trade between Malaysia and Egypt from January to September 2024 rose 21.4% year-on-year to RM3.0 billion (US$648 million), compared to RM2.4 billion (US$545.5 million) in the same period last year.

Egypt was Malaysia’s fifth-largest trading partner in Africa in 2023.

Tengku Zafrul said MITI is confident this bilateral relationship will continue to grow, positively impacting the economy and supporting the objectives of the New Malaysian Industrial Master Plan (NIMP) by 2030.

“MITI and its agencies will take prompt follow-up action to ensure that all agreed initiatives are implemented efficiently,” he added.
