China After Coronavirus – Should We Ever Trust Beijing Again?

The coronavirus has exposed even deeper fault lines in the increasingly acrimonious U.S.-China relationship. The U.S. is now taking appropriate measures to mitigate the risk to our national security of relying on China for critical technology, precious metals and medical supplies.

No, COVID-19 Isn’t Turning Europe Pro-China (Yet)

Ever since the World Health Organization declared Europe the new epicenter of the coronavirus pandemic on March 13, China has seized the opportunity to provide relief to some of the worst-hit European countries as part of a concerted PR offensive aiming at polishing up the Communist Party’s image internationally and — above all — domestically. Although China’s aid offers have generally been welcomed by those leaders struggling to contain the outbreak, it is still far too early to conclude that Beijing is actually winning over any European hearts and minds

The Strategic Postures of China and India: A Visual Guide

Fueled by aggressive rhetoric from both capitals, Indian and Chinese ground forces engaged in a standoff between June and August 2017. The Doklam crisis, as it became known, stimulated introspection among officials and experts in both states about the future of their relationship. Politically, both strategic communities largely concluded that the peaceful resolution of border disputes is now less likely, forecasting more rivalry than cooperation. Militarily, Indian discussions on the strength of its military position against China in their disputed ground frontier areas have converged on the view that China holds the conventional and nuclear edge over India in this domain.

Based on our analysis of data on the location and capabilities of Indian and Chinese strategic forces and related military units, we conclude that this assessment of the balance of forces may be mistaken and a poor guide for Indian security and procurement policies. We recommend that instead of investing in new nuclear weapons platforms that our analysis suggests are not likely to be required to deter China, New Delhi should improve the survivability of its existing forces and fill the gap in global arms control leadership with an initiative on restraint and transparency.

Inside China's controversial mission to reinvent the internet

On a cool day late last September, half a dozen Chinese engineers walked into a conference room in the heart of Geneva's UN district with a radical idea. They had one hour to persuade delegates from more than 40 countries of their vision: an alternative form of the internet, to replace the technological architecture that has underpinned the web for half a century.

Whereas today's internet is owned by everyone and no one, they were in the process of building something very different - a new infrastructure that could put power back in the hands of nation states, instead of individuals.

China and America Are Failing the Pandemic Test

All national leaders must put their countr's interests first, but the important question is how broadly or narrowly they define those interests. Accumulating Evidence Using Crowdsourcing and Machine Learning: A Living Bibliography about Existential Risk and Global Catastrophic Risk

The study of existential risk — the risk of human extinction or the collapse of human civilization — has only recently emerged as an integrated field of research, and yet an overwhelming volume of relevant research has already been published. To provide an evidence base for policy and risk analysis, this research should be systematically reviewed. In a systematic review, one of many time-consuming tasks is to read the titles and abstracts of research publications, to see if they meet the inclusion criteria. The authors show how this task can be shared between multiple people (using crowdsourcing) and partially automated (using machine learning), as methods of handling an overwhelming volume of research.

Living with Uncertainty: Modeling China's Nuclear Survivability

A simplified nuclear exchange model demonstrates that China’s ability to launch a successful nuclear retaliatory strike in response to an adversary’s nuclear first strike has been and remains far from assured. This study suggests that China’s criterion for effective nuclear deterrence is very low.

China Pioneers a National Digital Currency. Can the U.S. Catch Up?

While much of the world is consumed by the COVID-19 crisis, the Chinese government is quietly unleashing a financial innovation that will reshape its economy and improve its strategic standing for decades to come. We May Be Dramatically Overestimating China’s Capabilities

The outbreak in Wuhan of the novel coronavirus shows how ragged and disorderly the Chinese police state was in the initial weeks of the pandemic. Beijing’s response was to suppress and manipulate information, at home and abroad. Trump administration officials have painted this as a Chinese plot against the West, but it looks more like a frantic effort by a one-party state to survive a domestic crisis.

Hong Kong, a Democratic Voice in China

Hong Kong is unique. While the writer Han Suyin’s description—“a borrowed place, on borrowed time” —seemed redundant upon the return of the territory to China on July 1, 1997, the former British colony appears to be perpetually exposed to uncertainty over its future. Despite long months of sociopolitical crisis and violence, Hong Kong has once again shown that it has lost none of its personality. Amidst the climate of upheaval and faced with a Chinese regime determined to obstruct any hopes of democracy, the people of Hong Kong have managed to attract international and media attention, marking them out from any other Chinese territory—including those that enjoy special status: Tibet, Inner Mongolia, Macao, and even Xinjiang, where nearly a million people from the minority Uyghur ethnic group are confined to “re-education” camps. No other Chinese region has been able to attract such attention.

Beyond Trade: The Confrontation Between the U.S. and China

Could China and the US be stumbling down the path Germany and the United Kingdom took at the beginning of the last century? The possibility will strike many readers as inconceivable. But we should remember that when we say something is “inconceivable,” this is a claim not about what is possible in the world, but rather about what our limited minds can imagine.

My answer to the question of whether we are sleepwalking toward war is “yes.”

Russian Plane Draws Shots from South Korea in First Air Patrol with China: Belfer Experts Weigh In

South Korean fighter jets fired over 300 warning shots at a Russian Air Force A-50 Mainstay Airborne Early Warning aircraft on July 23 after the Russian plane twice violated South Korea’s airspace above the East Sea, according to South Korean authorities cited by The Aviationist. Earlier that day, Russian and Chinese bombers had conducted their first long-range joint air patrol in the Asia-Pacific. Russia’s Defense Ministry said there had been “no violations of airspaces of foreign countries” in its joint patrol with China, according to the New York Times, and Russian diplomats in Seoul reportedly complained of inaccuracies in the official comments from South Korea.

Russia Matters asked some members of the Belfer Center’s Russia team for their take on the developments.
