While asserting that the growth of Coronavirus cases in the country has been more or less linear and not exponential, it also said testing has been ramped up consistently. Addressing a daily press conference on the COVID-19 situation in the country, C K Mishra, chairman of Empowered Group Two, said, "One crucial weapon we employed during the 30-day lockdown period is RT-PCR test to ascertain if one has contracted the disease or not." As on March 23, nearly 15,000 tests were done across the country and by April 22 more than 5 lakh tests were conducted, which is about "33 times in 30 days", he said, adding, "But we are conscious of the fact that this is not enough and we have to continuously ramp up testing in the country and we will do that." Of the empowered groups formed to suggest measures to ramp up healthcare, put the economy back on track and reduce misery of people once the lockdown is lifted, Mishra is the chairman of Empowered Group Two tasked with coordinating availability of hospitals, isolation and quarantine facilities, disease surveillance, testing and critical care training. "The growth of COVID-19 cases has been more or less linear, not exponential; this indicates that the strategies we adopted have succeeded in containing the infection to a particular level. Post imposition of lockdown, while the number of new positive cases has increased by 16 times, testing increased by 24 times," Mishra said in his presentation. Finance ministry puts DA, DR on hold The finance ministry has decided to put on hold increment in dearness allowance (DA) for 50 lakh central government employees and 61 lakh pensioners till July 2021. Laxminarayan Reddy, inspector and Station House Officer of Kukatpally police station under Cyberabad police commissionerate, not only got Lalit Kumar admitted to a private hospital but also paid the hospital bill from his pocket. Lalit Kumar, a resident of Hamirpur district of Himachal Pradesh, was stranded due to the lockdown at Kukatpally here and was in need of medical surgery. He approached the police and the inspector came forward to get him admitted to Omni Hospital. Himachal Pradesh Governor Bandaru Dattatreya and Chief Minister Jai Ram Thakur appreciated the police officer's kind gesture. Dattatraya, who hails from Hyderabad, spoke to Laxminarayan Reddy over the phone and lauded him for the immediate help he rendered to the man in distress. He said that the official's action is an inspiration to all. Himachal Pradesh chief minister sent a letter to Laxminarayan Reddy. The bus owners points out that even without any such norms, they are incurring heavy losses and with this new scenario, they will be unable to operate. Hence they will request the Transport Department to keep the buses in the garage and under the G Form application, they will not have to pay the road taxes also, as the buses will not be operating. State Transport Minister A.K.Saseendran said that their concerns are genuine under the new circumstances. "Since I alone am unable to take a decision, we will bring this before the Chief Minister and the cabinet. This situation would also be applicable to the state-run transport department also. However, a non-profit organisation run by students has come to the rescue of underprivileged women in the slums of Bhopal, by providing them sanitary napkins in these unprecedented times. A city-based organisation called Manasa distributed at least 3,000 sanitary napkins in slum colonies across the city to help women who could not buy these monthly hygiene productsduring the lockdown. "Our group, which primarily consists of students, raised money for poor women. We pooled in Rs 16,000 to buy sanitary napkins," founder of the organisation Janvi Tiwari said. The 21-year-old got in touch with different agencies and NGOs that were involved in distributing essentials in ghettoes and got them to give away sanitary pads as well. "I realised that women living in slums would find it difficult to purchase sanitary products during the lockdown. I didn't want them to use unhygienic cloth strips that can causeinfections" said Tiwari, who is pursuing a degree in psychology. With the lockdown in place, the supply of sanitary pads to the city has dwindled and they were trying to access more sanitary napkins for distribution, said Tiwari, who has been working on the issue of menstrual health for the last two years. down Coronavirus Lockdown: Despite reprieve, salons, gyms, liquor shops to remain shut, says Home Ministry By www.mid-day.com Published On :: 25 Apr 2020 13:07:21 GMT New Delhi: On Saturday, the Home Ministry clarified that only standalone shops are being allowed to open as per the directive and that the order does not apply to Covid-19 containment zones or liquor stores. Then in further clarification, the government said that salons, barbershops, and restaurants will continue to be closed as the relaxation was given to "shops selling items". The Ministry has cleared the air after initial confusion due to Friday night's MHA order. The clarification says, "In urban areas, all standalone/neighbourhood shops & shops in residential complexes are allowed to open. Shops in markets/market complexes & shopping malls are not allowed to open." Here are all shops that can open: 1. All shops in residential areas and markets in the neighbourhood will open those sell items. 2. All shops that are registered under the Shops and Establishment Act of the respective State or the Union Territory, including those shops in residential complexes and market complexes, outside the municipal corporations and municipalities, will be allowed to open. 3. In urban areas, non-essential goods and services will be allowed to operate provided they are in residential areas or are a standalone shop. This essentially means a sweet shop too can function. 4. However, those shops in registered markets but outside municipal corporations and municipalities can open only with 50 per cent staff. 5. Shops that fall under rural and semi-rural areas and markets that are registered can open. In cities, only standalone shops and residential shops can open. Meanwhile, the ministry also clarified that sales by e-commerce companies will continue to be restricted to essential goods only. So, what all that can't be open? 1. No shops have been allowed to open in multi-brand or single brand malls, it had said. So, one can forget about their plans for a mall visit. 2. No movie theaters are being allowed to open. 3. lquor shops too will remain closed and the MHA has made it a point to stress on that. 3. Gyms and swimming pools too will be off-limit as they are areas where social distancing goes for a toss. 4. Markets with a cluster of shops like that of south Delhi's Khan Market too will remain shut. 5. Since they don't sell items but offer services, salons too will remain closed. However, much of the final decision rests with respective state governments and UT administrations. But where they do allow these new reprieves, however conditionally, it will surely be a welcome change for a locked-down populace. down Maharashtra: Lockdown may be extended in COVID-19-hit urban areas By www.mid-day.com Published On :: 26 Apr 2020 06:34:10 GMT The Maharashtra government may extend the lockdown in the coronavirus-hit urban areas of the state after May 3, an official said on Sunday. The state government is closely monitoring the situation in areas outside the cities of Mumbai, Pune, Nashik, Nagpur, Aurangabad and Amravati, a senior state official said. "It is the cities where most of the COVID-19 cases are concentrated. If the state has to relax its current stringent lockdown measures, it would be in rural and least affectedareas of the state. However, we are looking at the scenario as rural and urban areas are connected," he said. Despite minimum COVID-19 cases in rural areas of Pune district, the industries there have not resumed because most of their workforce live in cities, he said. We need to work out some plans for every city or district-wise to get things moving. The administration needs more time to come up with solutions, hence it is highly unlikely to lift the lockdown restrictions May 3 onwards in all parts of the state, the official said. State Health Minister Rajesh Tope had on Saturday said the number of COVID-19 cases in the state is not coming down. "The state is yet to reach a stage where the number of coronavirus cases would stabilise. Till then, we cannot take the risk of allowing people to gather at public places in large numbers, Tope said. The minister, however, said the state government would take a collective decision on what to do once the nationwide lockdown ends on May 3. A viral video shared by a meme page on Facebook shows police officers in Tamil Nadu teaching people violating the lockdown guidelines a lesson for life. In the three minute 50 seconds video clip, police officers of Tiruppur Police can be seen stopping people roaming freely without face mask amid lockdown across the country. In order to teach a lesson to those defying lockdown rules, the Tamil Nadu police came up with their own unique initiative which has been appreciated by netizens. As the video moves forward, the police officers are seen pushing the lockdown violators into an ambulance which has a man posing as a COVID-19 patient. Once pushed inside, the violators can be seen begging the officers to let them comes out of the ambulance van. The hilarious yet creative video ends with a police officer making an appeal to people to not roam without face masks. Amid the nationwide lockdown, pilgrims are prohibited from visiting the shrine. Covered in a thick layer of snow, the temple was decorated with 10 quintals of marigold flowers. The process of opening the doors of Kedar Dham began at 3 am. Shiva Shankar Linga, the chief priest of the shrine, carried out the tradition of opening the doors. The first ''pooja" was performed in the name of the Prime Minister Narendra Modi, said a statement. A representative of the Devasthanam Board, BD Singh, along with 20 employees from Panchagai, was present here when the religious rituals and aarti were performed. Apart from this, around 15 policemen and administration officials participated in the aarti. All participants maintained social distancing during the rituals. Meanwhile, Uttarakhand Chief Minister Trivendra Singh Rawat has extended warm wishes to the devotees and administration of the shrine. He prayed for everyone's good health and happiness. "With the blessings of Baba Kedar, we will surely be able to defeat corona. This time devotees could not visit the shrine but Lord Kedar's blessings are with us," he said. This year Army band did not participate in the religious ceremony at a time of opening the portals of the shrine due to lockdown restrictions. With the opening of the doors of Kedarnath Dham, three of the four dhams of Uttarakhand will be opened. While Gangotri-Yamunotri Dham opened on April 26 on the occasion of Akshaya Tritiya, the portals of Badrinath Dham will open on May 15. down Delhi High Court Bar Association suggests plan for restoring operations after lockdown By www.mid-day.com Published On :: 29 Apr 2020 04:52:54 GMT The Delhi High Court Bar Association (DHCBA) has suggested commencement of regular and normal working of courts in a phased manner with compliance of social distancing norms and wearing of masks after lifting of COVID-19 lockdown."We believe that physical court hearings, albeit in a phased manner, have to be commenced with meticulous and scrupulous compliance of social distancing norms, wearing of masks, maintaining the highest standards of sanitisation and hygiene etc," the DHCBA said in a statement. The suggestions by the DHCBA in a letter to the committee headed by senior High Court judge Justice Hima Kohli include: Courts have to be operational not only to extent of providing "urgent relief" but also to cater to other legal remedies which may be availed by common litigants. Scope of matters that may be listed includes injunctive reliefs, bail applications, suspension of sentence, objections to arbitration awards, execution petitions, writ petitions of all types, criminal appeals etc. By notification by the court and judicial orders by Supreme Court, limitation periods have ceased to run during lockdown period, to avoid last minutes rush of filings when courts do reopen, ordinary e-filings/online filings of all matters be allowed, though they might not be heard till normalcy is restored. Petition boxes be used to acknowledge filings made therein. Till normalcy is restored, litigants and interns shall not be permitted to access court/chamber blocks. Restriction may continue on advocates representing a party. Lawyers, operating from their chambers and offices need access to chambers to prepare their cases, access their files, records, books and infrastructure. Client conference may be permitted after court hours. Kiosks and shops inside court complexes may be kept closed. However, cafeterias and kitchens catering to chamber blocks may only be permitted to service lawyers by offering 'take away' options. Only one entry point may be allowed per courtroom building. Entrants may be subjected to thermal temperature scanning. The option of making entrants pass through sanitisation tunnels may also be explored. Public conveniences must be maintained with the highest level of sanitisation and for using these social distancing norms can be employed. An adequate number of sanitisers may be provided at various points throughout the court buildings. Both District Legal Services Authority and Mediation Centres require the physical presence of litigants, the same may not be functional till normalcy is restored. As arbitration proceedings can go on without the presence of litigant, arbitration centre may be functional. The Bar Association also assured the court of its utmost cooperation. Both police and medical authorities denied their alleged negligence which the family said led to the death Monday of vegetable vendor Satish Agrawal, who lived in curfew-bound Faithagadi in Kota's Rampura area. Agrawal was carried about half the way to MBS Hospital on the cart from which he sold vegetables, before a private ambulance arrived. "As none of the ambulance services responded, I put my father on his vegetable cart and started for the hospital over two and a half kilometres away from home," he said. "Though policemen on the way removed barricades at various intersections on the curfew-bound road, none of them thought of helping us and rushing my father in a police vehicle to the hospital," Manish told PTI. "After Manish had covered over a kilometre till Nayapura circle on the way to MBS Hospital, I somehow managed to hire a private ambulance," another relative said. "Even at the hospital, we were made to shuttle from one room to another and to a makeshift clinic outside the hospital building before doctors eventually attended on him and declared him dead at 2.30 pm," he said. MBS Hospital's medical superintendent Dr Naveen Saxena, however, refuted the allegation. "Satish Agrawal was brought to the hospital in a collapsed condition and a doctor immediately examined him in room 125 and declared him brought dead," he said. "Sometime later, the family members of the victim, however, said the patient's heart was still beating, following which Dr Lokesh Suwalka re-examined him and conducted an ECG," Dr Saxena said. "The medical staff did not delay in the treatment," he asserted. On the unavailability of an ambulance, he said the service is managed by the chief medical and health officer. The officer could not be contacted for comment. Kota's Assistant Superintendent of Police Dilip Saini too rejected the family's allegation about policemen ignoring the plight of the patient being carted to a hospital on a handcart. "It is hypothetical to say that the policemen did not help. The policemen in the area did not have any vehicle or an ambulance, which could have been summoned only from a hospital or the ambulance service numbers 104 or 108," said Saini. The accused, identified as Arun Sinh Jadhav, has been arrested, he said. The incident took place near Maloli village in Malshiraj tehsil of Solapur on Tuesday night when the constable was asking people to stay indoors, a duty officer at Velapur police station said. "At that time, Jadhav came in his car and started abusing the policeman. The accused sought an explanation from the constable as to why he had gone to check his brother's hotel," the official said. Jadhav snatched the policeman's phone and threw it on the road. He then allegedly slashed the constable's left hand and face with a blade and started thrashing him, the official said. "The accused then took out a bottle of petrol from his car and allegedly poured it on the policeman. However, apolice patil (village-level official) and some others caught hold of Jadhav and stopped him from setting the constable on fire," the official said. The constable, who is attached to Velapur police station, later lodged a police complaint in connection with the incident. The accused was subsequently arrested and booked under Indian Penal Code Sections 307 (attempt to murder) and 353 (assault or criminal force to deter public servant from discharge of his duty), the official said. I had decided to visit Haridwar again for my marriage certificate but could not do so as the lockdown was imposed," he added. "After returning from Haridwar, Savita stayed at a rented accommodation in Delhi. However, today I decided to bring her to my mother's house as she was told to leave the rented accommodation due to lockdown," said Guddu. Rajan's remarks came during his interaction with Congress leader Rahul Gandhi, via video conference, on the economic crisis due to ongoing lockdown which is scheduled to end on May 3. "The numbers are really worrying. If you look at CMIE, virtually another 100 million more people have been put out of work as a result of COVID. 50 million through unemployment and 60 million through leaving the labour force," he said while responding to Rahul's query that India has a high level of unemployment, that is now going to be massive. "I think it says, we need to open up in a measured way but as fast as possible so that people start having jobs. We don't have the capacity to support people across the spectrum for too long. Being a relatively poor country, people start out with significantly lower reserves," he said. "But we have to be cleverer about opening up. Perhaps do mass testing. Take a mass sample, say 1000 samples and check in mass, if there is any sign of the virus in those mass samples. If you do find it, then go deeper into the sample and check who it might be. This way it would reduce the burden on our test infrastructure and can allow us to try and vet much more. We have to be cleverer since we simply cannot wait till we have that kind of testing," the economist said. Rajan said that it is all too easy to cover a lockdown forever, but obviously that is unsustainable for the economy. On the opening of the economy, he said: "It has to be sequencing. First, places where you can maintain distancing. It is not just distancing in the workplaces, but also distancing to and fro, from the workplace." "So, a lot of work needs to be done both on creating the structures, as well as ensuring that the workplace is relatively safe. As well as ensuring that if there are accidents, if there are fresh cases, how do we isolate quickly without having to go to a second or a third lockdown? Those will be devastating if we have to go there," he added. When asked about finances of the agricultural sector and the workers, migrant workers, Rajan said that the government should to find ways of getting both money as well as food through PDS to as many of these people. "This is where the efforts we have made in Direct benefits transfer (DBT) need to be realised at this point. All the ways we transfer to relatively poor people, we need to take a call on that. We have different ways of accessing - through widow pensions, MGNREGA Rolls. And we need to say that look these are people who don't have a job, who don't have a livelihood and for the next 3-4 months while the uncertainty is on, we are going to support them," he said. down Coronavirus lockdown extended by two more weeks; MHA lists red, green and orange zones By www.mid-day.com Published On :: 1 May 2020 13:24:08 GMT The Ministry of Home Affairs (MHA) on Friday issued an order under the Disaster Management Act, 2005 to further extend the lockdown for a further period of two weeks beyond May 4. The current lockdown period is scheduled to end on May 3. "After a comprehensive review and in view of the lockdown measures having led to significant gains, the COVID-19 situation in the country, Ministry of Home Affairs issued an order under the Disaster Management Act, 2005, today, to further extend the lockdown for a further period of two weeks beyond May 4, 2020," read the order of the Home Ministry. The Central government also listed 319 districts of the country as green zones, 284 as orange and 130 as red zones. This classification, which will come in force for a week after May 3, is multi-factorial and takes into consideration incidence of cases, doubling rate, extent of testing and surveillance feedback to classify the districts. Maharashtra, which accounts for the highest number of cases and deaths, has 14 red zones which include Mumbai, Mumbai Suburban, Pune, Thane, Palghar, Nashik, Nagpur, Solapur, Yavatmal, Aurangabad, Satara, Dhule, Akola, Jalgaon. Uttar Pradesh has 19 red zones, followed by Tamil Nadu with 12 red zones and 11 in Delhi. The national capital has no orange and green zones but only red zones. In red zones and outside containment zones, certain activities including plying of cycle rickshaws and auto-rickshaws, taxis and cab aggregators, intra-district and inter-district plying of buses and barber shops, spas and salons will be prohibited in addition to those prohibited throughout India. A limited number of activities will remain prohibited across the country, irrespective of the zone, including travel by air, rail, metro and inter-state movement by road, running of schools, colleges, and other educational and training/coaching institutions, the order said. This came after Prime Minister Narendra Modi's meeting with chief ministers of several states last month where some of them suggested extension of lockdown. down MHA extends lockdown for 2 weeks, lists 130 districts as Red Zone By www.mid-day.com Published On :: 2 May 2020 04:36:12 GMT The government on Friday announced that a "limited" lockdown, including suspension of inter-state travel, air and train services, will continue to remain in force for another two weeks throughout the country from May 4 but some activities would be allowed after classifying areas into Red, Orange and Green zones. The government order, which announced extension of the lockdown invoking the Disaster Management Act, said a limited number of activities would remain prohibited throughout the country, irrespective of the zone. These prohibited activities include travel by air, rail, Metro and inter-state movement by road, running of schools, colleges, and other educational and training hospitality services, cinema halls, malls, gymnasiums and sports complexes. All social, political, cultural and other kinds of gatherings and religious places or places of worship for public will also remain shut, the order said but added that movement of persons by air, rail and road is allowed for select purposes, and for purposes as permitted by MHA. The home ministry also issued new guidelines to regulate different activities in this period, based on the risk profiling of the districts of the country into new zones with Red signifying a hotspot. Pic/PTI Divided into zones The Union health ministry has listed 130 districts in the country in red zone, 284 in orange zone and 319 in green zone on the basis of incidence of cases of COVID-19, doubling rate, extent of testing and surveillance feedback. This classification of districts is to be followed by states and UTs till a week post May 3, when the second phase of lockdown will end, for containment operations. The list will be revised on a weekly basis or earlier and communicated to states for further follow-up action. Metropolitan cities like Mumbai, Delhi, Kolkata, Hyderabad, Pune, Bengaluru and Ahmedabad have been designated as red zones in the new classification. Zone assessment erroneous: Bengal West Bengal Principal Secretary (Health), Vivek Kumar has written to Union Health Secretary, Preeti Sudan, calling the Centre's assessment of 10 red zones in the state "erroneous". Kumar said in a letter that there are only four red zones — Kolkata, Howrah, North-24 Paraganas and Purba Medinipur. "With regard to the presentation made in the cabinet secretary's video conference with the states, 10 districts were shown in the red zone. This is an erroneous assessment," the letter said. K'taka cases rise; WB asks clinics to open up The COVID-19 total in Karnataka rose to 576 with the addition of 11 new cases, the health department said on Friday. "Eleven new positive cases have been reported from last evening to this noon... Till date, 576 COVID-19 positive cases have been confirmed," it said. Wearing of facial mask in public and work spaces has been made compulsory in the city with violations to attract penalty of Rs 1,000 for first time as part of measures to fight COVID-19. Spitting, urinating and littering in public places have also been banned and such acts will be considered as public offence in the Karnataka capital. With Haryana government sealing its borders with Delhi to contain COVID-19 spread, scores of people commuting to Gurugram were sent back on Friday by the state police, which only allowed passage of those associated with essential services. The Tamil Nadu government on Friday said it has received over Rs 300 crore in cash and kind towards its battle against Coronavirus. down Guidelines list activities in Red Zones in nation-wide lockdown 3.0 By www.mid-day.com Published On :: 2 May 2020 05:46:13 GMT Cycle rickshaws, autos, taxi, cabs, barber shops and intra-district plying of vehicles and buses are restricted in Red Zones mentioned in the fresh lockdown 3.0 guidelines to break the chain of COVID-19 transmission. However, the guidelines allowed the movement of individuals and vehicles, only for permitted activities with restrictions. Four-wheeler vehicles will have maximum two passengers besides the vehicle driver; for two wheelers, pillion rider is not allowed, according to the guidelines issued with the announcement of extension of nationwide lockdown for another 14 days beginning on May 4. The lockdown 3.0 will end on May 17. Industrial establishments in urban areas such as Special Economic Zones (SEZ), Export Oriented Units (EOUs), industrial estates and industrial townships with access control; manufacturing units of essential goods, including drugs, pharmaceuticals, medical devices, their raw material and intermediates; production units, which require continuous process, and supply chain; manufacturing of IT hardware have been allowed in the Red Zone. Jute industry with staggered shifts and social distancing and manufacturing units of packaging material are permitted. All industrial and construction activities are permitted in rural areas. Construction activities in urban areas; only in situ construction (where workers are available on site and no workers are required to be brought in from outside) and construction of renewable energy projects are permitted. All malls, market complexes and markets shall remain closed in urban areas such as areas within the limits of municipal corporations and municipalities. However, shops selling essential goods in markets and market complexes are permitted, all standalone (single) shops, neighbouring (colony) shops and shops in residential complexes are permitted to remain open in urban areas without any distinction of essential and non-essential. All shops in rural areas, except in malls, are permitted to remain open without any distinction of essential and non-essential. "Social distancing ('do gaj ki doori') will be maintained in all cases." E-commerce activities will be permitted only in respect of essential goods. Private offices can operate with upto 33 per cent strength as per requirement with the remaining persons working from home. All government offices shall function with officers of the level of Deputy Secretary and above to the extent of 100 per cent strength. The remaining staff will attend up to 33 per cent as per requirement. However, defence and security services, health and family welfare, police, prisons, Home Guards, civil defence, fire and emergency service, disaster management and related services, National Informatics Centre (NIC), customs, Food Corporation of India (FCI), National Cadet Corps (NCC), Nehru Yuva Kendra (NYK) and municipal services shall function without any restrictions. Delivery of public services shall be ensured and necessary staff will be deployed for such purpose, the guidelines said. The fresh guidelines were issued after the Ministry announced extension of the lockdown for more 14 days till May 17, splitting the country in Red, Green and Orange Zones. The criteria for identification of districts as Red, Green and Orange Zones have been spelt out in detail in the letter dated April 30, issued by the Ministry of Health and Family Welfare (MoHFW). The Ministry made the announcement as the lockdown 2.0 was to end on May 3. The government took the decision after a comprehensive review, and in view of the lockdown measures having led to significant gains in the COVID-19 situation in the country. Many students were reportedly stranded in Kota, a town known for its educational institutions that coaches scores of pupils for competitive exams, ever since the national lockdown due to coronavirus was imposed. down Lockdown 3.0: Containment zones to remain restricted By www.mid-day.com Published On :: 4 May 2020 02:24:57 GMT The third phase of the countrywide lockdown begins Monday with "considerable relaxations", but curbs will continue in containment areas so that the gains achieved so far in the fight against COVID-19 are not "squandered away", officials said on Sunday. The country has been divided in three zones – Red, Orange and Green – based on Coronavirus risk-profiling. The extended lockdown is slated to last till May 17. According to the home ministry, activities prohibited throughout the country, irrespective of the zones are: air, rail, Metro travel; inter-state movement by road; schools, colleges, and other educational, training and coaching institutions; hospitality services, including hotels and restaurants. Places of large public gatherings – cinema halls, malls, gymnasiums, sports complexes – social, political, cultural and other kinds of gatherings and religious or public worship places are in the prohibited list. However, movement of individuals for non-essential activities in all zones, barring containment areas, is allowed but strictly between 7 am and 7 pm. Barber shops, spas and salons in Green and Orange zones is allowed to open as is the sale of non-essential items by e-commerce firms. Sale of liquor will be allowed with certain conditions in all zones, barring containment areas, in standalone shops, not in markets or malls. Sale of liquor, barber shops and salons were not allowed during the first two phases of lockdown. In all zones, persons above 65 years of age, those with underlying health conditions, pregnant women, and children below 10 years shall stay at home, except for essential and health purposes. '10,000 patients cured'Meanwhile, Union Health and Family Welfare Minister, Dr Harsh Vardhan on Sunday said that India's COVID-19 mortality rate of 3.2 per cent is the lowest in the world and over 10,000 Coronavirus patients have been discharged from hospitals after recovering from the disease so far. "Today more than 10,000 COVID-19 patients have been discharged. Those still admitted at hospitals are on the road to recovery. If in last 14 days doubling rate was 10.5 days, then today it is around 12 days," the minister told ANI after visiting Lady Hardinge Hospital. down COVID-19 Outbreak: FIR registered against UP MLA, six associates for violating lockdown norms By www.mid-day.com Published On :: 5 May 2020 05:52:27 GMT Uttar Pradesh Police on Monday registered an FIR against independent MLA from Nautanwa Aman Mani Tripathi and his six associates for stepping out without having a valid pass during COVID-19 lockdown. They were returning from Uttarakhand and were detained in the Nazibabad area of Bijnor district. Superintendent of Police (SP) Bijnor Sanjeev Tyagi said, "He was not authorised by Uttar Pradesh government to go to Uttarakhand. He was out unnecessarily and did not have a valid pass. Action is being taken. He will be quarantined and tested." No weapons were recovered from the seven, added the SP. Tripathi and others were earlier arrested by the Uttarakhand Police on Sunday allegedly for violating lockdown norms and misbehaving with government officials. After the arrest, they were served a notice and were sent back to Uttar Pradesh. The incident had occurred at Gauchar of Chamoli district where his entourage was stopped for screening by the officials on duty. Tripathi, along with 10 others, was on a trip to Badrinath and Kedarnath. Uttarakhand DG, Law and Order, Ashok Kumar had told ANI that an FIR has been registered against Tripathi and 11 other persons under Sections 188, 269 and 270 of the Indian Penal Code, Disaster Management Act and Epidemic Disease Act. He told the bench that cases have been registered against migrants and those withdrawing money from ATMs. Singh filed the PIL in his capacity as the Chairman of a think-tank -- Centre for Accountability and Systemic Change (CASC). He requested the apex court to issue directions, under the Disaster Management Act 2005, to state governments to not file complaints under Section 188 of the IPC or for other petty offences during the lockdown. "Police action on an individual who is perhaps suffering from distress and lack of information as a result of the circumstances has ramifications which can extend beyond the coronavirus lockdown, and cannot be good for a constitutional democracy. The situation needs to be handled humanely, and it will be best to avoid adding aspects of criminality, wherever possible," Singh's plea stated. As the scenes of long queues and chaos raised fears of further spike in the number of corona cases in the state and the government came under criticism for encouraging liquor sale during a pandemic, it hiked the prices by 50 per cent on Tuesday. Officials said the new prices will come into force with immediate effect. However, shops will open only after the issue of formal orders and the new prices are updated online. There was utter confusion on Monday when the shops reopened for the first time after the lockdown began as the prices following 25 per cent hike were not updated online. The government claimed that another 50 per cent hike has been taken as further step towards discouraging alcohol consumption. With the latest hike the prices have increased by 75 per cent in two days. Officials said the latest decision was taken to discourage liquor consumption in view of the conditions that prevailed on Monday. The YSR Congress Party (YSRCP) government said the number of liquor shops would be further reduced by 15 per cent by the end of this month. The YSRCP, which had promised total prohibition, started phase-wise implementation after coming to power in May last year. As a first major step towards prohibition in October last year, the Jagan Mohan Reddy government took over the state. The state-owned Andhra Pradesh Beverages Corporation Limited (APBCL) took control of the liquor shops from private contractors after reducing the number of outlets to 3,500 from 4,380 earlier. In December, the government had claimed that as a result of its steps the liquor consumption came down in the state.e retail liquor business and increased the price to discourage consumption. According to the website of the WBSBCL, any person, who is older or of 21 years of age, can register as a buyer on the portal for getting home delivery of liquor. "For ensuring social distancing and minimising footfall at retail outlets, WBSBCL has launched eRetail for online booking and home delivery of liquor," notification on the website read. The interested persons can fill in their details, full name, mobile number, address, email, among others to register as a buyer and get liquor delivered at their doorsteps. Prior to this, the Chhattisgarh and Punjab governments too had allowed home delivery of liquor in their respective states with certain conditions. Liquor stores around the country have been allowed to reopen by the Centre during phase three of the coronavirus-induced lockdown. Long queues, with people flouting social distancing norms, were seen on liquor stores around the country as enthusiasts lined up to get their hands on their favourite drink. With people at these outlets failing to follow social distancing norms, apprehensions were expressed regarding the spread of COVID-19. down Coronavirus Lockdown: Pune civic body to distribute ration kits at containment zones By www.mid-day.com Published On :: 8 May 2020 09:39:40 GMT Pune: In a bid to limit the movement of people in containment zones, the civic body in Maharashtra's Pune city will distribute ration kits to 70,000 families in the hotspot areas from Friday onwards, an official said. As of Thursday, the Pune Municipal Corporation has over 2,140 COVID-19 cases, of which 1,600 were reported from Bhavani Peth, Dhole Patil Road, Kasba-Vishrambaug, parts of Shivajinagar and Yerwada areas. "We want people in the containment zones to stay indoors and not venture out even to buy essentials. We will distribute 1 lakh ration kits to 70,000 families in these areas," municipal commissioner Shekhar Gaikwad said. These kits will contain five kg of flour, three kg of rice, pulses, oil and other essential items that can last up to 15 days, he said. "Community workers and civic employees will distribute these kits from Friday onwards," he added. down 46 held for illegal sale of liquor during lockdown By www.mid-day.com Published On :: 13 Apr 2020 01:21:50 GMT As many as 102 cases of illegal sale of liquor amidst the national Coronavirus lockdown were registered across Maharashtra on Sunday and 46 people arrested, an Excise department official said.' The department has seized eight vehicles and liquor worth R16.34 lakh during raids, he said. "The excise department has been receiving several complaints of violation of the lockdown rules by selling of liquor. Acting on tip-offs, raids were conducted," he said. A total of 46 people were arrested and 102 cases for illegal production, transport and sale of the country liquor registered, taking the total number of such cases to 2,383 so far. "So far, 937 arrests have been made and 115 vehicles seized. The seized liquor and other items have the collective market value of R5.71 crore," he said. Govind Yelmate, who is attached to Amjogai police station, was beaten up by three men on Wednesday night, inspector Siddharth Gade said. Yelmate was investigating an offence at Yashwantnagar, where he spotted Kishor Lomte, Vaibhav Akhate and Tushar Shingare chatting at the street corner and questioned them, the official said. The trio got angry and in turn attacked Yelmate, he said, adding that the accused were arrested under sections 353 (assault to deter a public servant from discharge of his duty) and other relevant provisions of the Indian Penal Code. Incidentally, the injured policeman had provided two- month ration to a disabled man in town a couple of days ago, he added.
