Ronald James Davenport of Chewelah, Wash., was sentenced to 41 months in prison today for filing more than $20 billion in false liens against four federal government officials, the Justice Department and the Treasury Inspector General for Tax Administration (TIGTA) announced today.

A federal grand jury in Albuquerque indicted Sylvester Bruce, 44, a former corrections officer with Navajo Nation’s Shiprock, N.M., Detention Center, on charges related to the sexual abuse of an inmate during the summer and fall of 2010.

Ngozi Pole, of Waldorf, Md., also was sentenced by U.S. District Judge Emmet G. Sullivan in the District of Columbia to serve three years of supervised release and 500 hours of community service following his prison term and ordered to pay $77,608.86 in restitution.

A federal jury convicted West Memphis, Ark., Police Department (WMPD) Officer Scott McCall, 39, of West Memphis, Ark., of one misdemeanor count of Deprivation of Rights under Color of Law.

"I don’t need to tell anyone here what a difficult challenge youth violence is. You’re all part of the Forum because you’ve seen the consequences of juvenile crime in your own communities. You understand how complex this issue is – and you know this is not a problem any of us can solve alone – especially in this tough fiscal climate," said Acting Assistant Attorney General Leary.

"There are parts of the world where everyone shares the same culture, the same religion, and the same language. But that’s not America. And it’s not Cincinnati. According to the Census Bureau, there are over 13,000 people in this city who were born outside of the United States. There are around 20,000 whose primary language isn’t English. And there are still more who follow customs and traditions that our own upbringing didn’t expose us to," said Deputy Attorney General Cole.

The Justice Department announced today that five officers from the New Orleans Police Department (NOPD) were sentenced in connection with the federal civil rights prosecution of a police-involved shooting that occurred on the Danziger Bridge in the days after Hurricane Katrina, leaving two innocent civilians dead and four others seriously wounded.

Former CIA officer John Kiriakou was indicted today for allegedly repeatedly disclosing classified information to journalists, including the name of a covert CIA officer and information revealing the role of another CIA employee in classified activities.

The Department of Justice’s Antitrust Division issued the following statement today after announcing the closing of its investigation into Highmark’s affiliation agreement with West Penn Allegheny Health System (WPAHS).

The Justice Department announced today that Senior U.S. District Judge Malcolm J. Howard sentenced former Sergeant Danny Ray Duncan, of the Columbus County Detention Center in Whiteville, N.C., and inmate Terry McMillian on charges relating to the assault of another inmate. Duncan, 63, received 20 months in prison followed by two years supervised release. McMillian, 26, received 46 months in prison followed by three years supervised release.

A former New Orleans Police Department officer Ronald Mitchell was sentenced today to 20 months in prison followed by three years of supervised release by U.S. District Judge Sarah Vance for lying under oath and obstructing justice.

"The Department of Justice is resolutely committed to preventing and combating human trafficking in all its forms. For Attorney General Holder and I, this is a deeply held conviction," said Deputy Attorney General Cole.

Alejandro Curbelo, 32, aka Alex Curbelo, of Miami, pleaded guilty before U.S. District Judge Joan Lenard. Curbelo was indicted and arrested on Jan. 24, 2012.

"At the Department of Justice, we know that small businesses are adaptable and innovative. We have come to rely on them to support many of our most important missions, from ensuring the national security to combating violent crime, fighting financial fraud, and protecting those most in need of our help – our children; the elderly; and victims of hate crimes, human trafficking and exploitation," said Deputy Attorney General Cole.

Former District of Columbia Department of Corrections Officer Victor Bell, 25, pleaded guilty today to a criminal civil rights charge for assaulting an inmate in the District of Columbia Central Detention Facility (D.C. jail).

"Over the past couple of years OVW has made a concerted effort to prioritize sexual violence by providing grants to address the gap in services and resources for victims and survivors of rape and sexual violence," said Acting Director Hanson.

The Justice Department and the U.S. Attorney’s Office for the Western District of Texas announced today that there is insufficient evidence to pursue federal criminal charges against a U.S. Customs and Border Protection (CBP), Office of Border Patrol agent for the fatal shooting of the late Sergio Hernandez-Guereca, a 15-year-old Mexican national shot within a spillway of the Rio Grande River along the United States – Mexico border on June 7, 2010.

The Department of Justice today announced a series of investigations stemming from allegations of sexual assault and sexual harassment at the University of Montana and in the greater Missoula, Mont., community. These investigations will seek to determine whether gender discrimination affected the prevention, investigation and prosecution of sexual assaults and sexual harassment in Missoula.

The Justice Department announced today that former Bryan County, Okla., Sheriff’s Office Lieutenant Kevin Bennett Holt, 48, from Achille, Okla., pleaded guilty in federal court to using a Taser to assault a detainee inside of the Bryan County Jail in Durant, Okla., thereby depriving the detainee of his civil rights.

"Sex trafficking is a big money-maker for criminals and a scourge to society. Traffickers callously seek to furnish their market with women, girls, and boys who have been cast out by society and whose options are few. In many cases, they are young people – not even teenagers – who are looking for the home they’ve never had. What they find, instead, are betrayal, cruelty, and abuse. And sadly, too often our systems of support and justice have offered no quarter," said Acting Assistant Attorney General Leary.

Lawrence Etsitty, 30, a former police officer with the Navajo Police Department, pleaded guilty today in federal court to two charges related to the sexual abuse of a woman who was in his custody on Jan. 25, 2009. Etsitty pleaded guilty to violating the civil rights of the victim when he touched and kissed her against her will, while she was handcuffed. Etsitty also pleaded guilty to making false statements to the FBI in connection with the sexual assault. Etsitty did not enter a plea to the portion of the indictment that alleged the offense included kidnapping.

James Mozie of Oakland Park, Fla., was sentenced today to life in prison on charges of sex trafficking of minors and production of child pornography.

U.S. District Judge Inge P. Johnson also sentenced Michael Wayne Wooten, 61, of Alabaster, Ala., to lifetime supervised release following his prison term.

The Department of Justice filed a civil lawsuit in federal court today against Maricopa County, the Maricopa County Sheriff’s Office (MCSO) and Sheriff Joseph M. Arpaio, arising from unconstitutional and unlawful actions by the defendants.

The Department of Justice announced that Jerrod Porter Lane, 26, a former detention officer at the Muskogee, Okla., County Jail (MCJ), pleaded guilty today in federal court to charges related to his assault of an inmate at MCJ and his subsequent attempts to cover up the assault. Lane pleaded guilty to use of excessive force, violating the civil rights of an inmate, falsifying records and making false statements to the FBI.

The Department of Justice announced that North Carolina Department of Correction’s Division of Community Corrections Probation Officer Willie James Steele Jr., 47, was indicted yesterday on civil rights charges for violating the constitutional rights of a female probationer that he was supervising by coercing her into sexual acts on two separate occasions.

Jean Rene Duperval, a former director of international relations for Telecommunications D’Haiti S.A.M. (Haiti Teleco), a Haitian state-owned telecommunications company, was sentenced today to nine years in prison for his role in a scheme to launder bribes paid to him by two Miami-based telecommunications companies.

And it’s impressive to see how, thanks to visionary leaders in the Administration, in Congress, and in the states, the topic has become so prominent on the nation’s public safety agenda," said Acting Assistant Attorney General Leary

"Today, I’m very pleased to announce that we’re awarding almost $27 million to support NCMEC’s great work. The funds will continue all the great programs I just named – and many more, like the national resource center and information clearinghouse," said Acting Assistant Attorney General Leary.

Charles Alan Pflueger, owner of Pflueger Inc., Randall Kurata, the company’s chief financial officer, and Julie Kam, Pflueger’s executive assistant, pleaded guilty to filing false federal income tax returns before U.S. District Court Judge Leslie E. Kobayashi in Honolulu, the Justice Department and the Internal Revenue Service (IRS) announced today.

U.S. Customs and Border Protection Officer Paulo Morales, 47, was arrested today after having been indicted yesterday by a federal grand jury in the Southern District of Florida on charges of deprivation of civil rights and abusive sexual contact.

The Justice Department’s Office on Violence Against Women (OVW) announced today that four tribes in Nebraska, New Mexico, Montana, North Dakota and South Dakota will be awarded cooperative agreements to cross-designate tribal prosecutors to pursue violence against women cases in both tribal and federal courts.

Paul Solofa, the former chief financial officer for the Department of Education for the government of the U.S. Territory of American Samoa was sentenced today to 35 months in prison following his conviction earlier this year for his efforts to obstruct a federal grand jury and law enforcement investigation into a bribery scheme.

Haji Bagcho, an Afghan national and large scale drug trafficker, was sentenced by U.S. District Judge Ellen S. Huvelle in the District of Columbia.

Former Fort Deposit, Ala., Police Officer Carlos Tyson Bennett was arrested today on charges of stealing money from motorists on Interstate 65 in central Alabama and subsequently trying to conceal his criminal activity, announced the Justice Department.

Delton de Armas, a former chief financial officer (CFO) of Taylor, Bean & Whitaker Mortgage Corp. (TBW), was sentenced today to 60 months in prison for his role in a more than $2.9 billion fraud scheme that contributed to the failure of TBW.

Vladislav Anatolievich Horohorin, aka “BadB” of Moscow, an alleged international credit card trafficker thought to be one of the most prolific sellers of stolen credit card data, has been extradited from France to the United States to face criminal charges filed in the District of Columbia and in the Northern District of Georgia.

"As we all know, the challenges facing us in criminal justice are considerable. But our knowledge about what works is growing, and the tools and technology we have at our disposal are expanding. We are becoming – every day – more sophisticated, more informed, and more effective," said Assistant Attorney General Leary.

Laura Pendergest-Holt, 38, the former chief investment officer of Houston-based Stanford Financial Group, pleaded guilty today to obstructing a U.S. Securities and Exchange Commission (SEC) investigation into Stanford International Bank (SIB), the Antiguan offshore bank owned by convicted financier Robert Allen Stanford.

Alejandro aka “Alex” Curbelo, 32, of Miami was sentenced before U.S. District Judge Joan Lenard.

Willie Redden, 24, of Albany, Ga., a former member of the Correctional Emergency Response Team (CERT) at Macon State Prison in Oglethorpe, Ga., pleaded guilty today to conspiring with other correctional officers to violate the civil rights of inmates in 2010.

Sylvester Bruce, 44, a former corrections officer with Navajo Nation’s Shiprock Detention Center (SDC) in Shiprock, N.M., pleaded guilty today in federal court on charges related to the sexual abuse of an inmate during the summer and fall of 2010. Specifically, Bruce pleaded guilty to one count of violating the civil rights of the victim when he touched her breasts against her will. Bruce also pleaded guilty to making material false statements to the FBI when he denied taking pictures of inmates inside the cells of the SDC.

A former police officer of Puerto Rico was sentenced today in San Juan to 40 years in prison for his role in providing security for drug transactions, announced Assistant Attorney General Lanny A. Breuer of the Justice Department’s Criminal Division and Special Agent in Charge Joseph S. Campbell of the FBI’s San Juan Division.

Two foreign nationals have pleaded guilty for their roles in a scheme to traffic the identities of Puerto Rican U.S. citizens and corresponding identity documents.

After a seven week trial in federal court in Camden, N.J., multiple defendants were convicted on various felony counts of creating false records, trafficking in illegally possessed oysters, obstructing the Food and Drug Administration’s regulation of public health and safety, and conspiring to commit those crimes.
