Science-management collaboration was initiated on national forests in eastern Washington where resource managers showed a keen interest in science-based options for adapting to climate change at a 2-day workshop. Scientists and managers reviewed current climate change science and identified resources vulnerable to expected climate change. Vulnerabilities related to vegetation and habitat management included potential reductions in forest biodiversity and low forest resilience to changing disturbance regimes. The vulnerabilities related to aquatic and infrastructure resources included changing water quality and quantity, the risk to roads and other facilities from changes to hydrologic regimes, and the potential loss of at-risk aquatic species and habitats. Managers then worked in facilitated groups to identify adaptations that could be implemented through management and planning to reduce the vulnerability of key resources to climate change. The identified adaptations were grouped under two major headings: Increasing Ecological Resiliency to Climate Change, and Increasing Social and Economic Resiliency to Climate Change. The information generated from the science-management collaborative represents an initial and important step in identifying and prioritizing tangible steps to address climate change in forest management. We extend existing studies of carbon sequestration costs in several important ways, while ensuring the transparency of our approach. We clearly identify all components of our cost estimates so that other researchers can reconstruct our results as well as use our data for other purposes. Our cost estimates have five distinguishing features: (1) we estimate costs for each county in the contiguous United States; (2) we include afforestation of rangeland, in addition to cropland and pasture; (3) our opportunity cost estimates account for capitalized returns to future development (including associated option values) in addition to returns to agricultural production; (4) we develop a new set of forest establishment costs for each county; and (5) we incorporate data on Holdridge life zones to limit afforestation in locations where temperature and moisture availability prohibit forest growth. We find that at a carbon price of $50/ton, approximately 200 million tons of carbon would be sequestered annually through afforestation. At a price of $100/ton, an additional 100 million tons of carbon would be sequestered each year. Our estimates closely match those in earlier econometric studies for relatively low carbon prices, but diverge at higher carbon prices. Accounting for climatic constraints on forest expansion has important effects on cost estimates. Full Article

In the present paper, we construct processes of GFF on $mathbb{H}$ (the upper half-plane) and $mathbb{O}$ (the first orthant of $mathbb{C}$) by coupling zero-boundary GFFs on these domains with stochastic log-gases defined on parts of boundaries of the domains, $mathbb{R}$ and $mathbb{R}_+$, called the Dyson model and the Bru--Wishart process, respectively, using multiple SLEs evolving in time. We prove that the obtained processes of GFF are stationary. The stationarity defines an equivalence relation between GFFs, and the pairs of time-evolutionary domains and stationary processes of GFF will be regarded as generalizations of the imaginary surfaces studied by Miller and Sheffield. In this paper, the problem is studied analytically. First, it is formulated as a convex optimization problem to minimize the total BS transmit power subject to quality-of-service (QoS) constraints, which also account for fairness among users. Due to its convex nature, Karush-Kuhn-Tucker (KKT) conditions are used to characterize a globally-optimum location as a convex combination of user locations, where convex weights depend on user parameters, pathloss exponent and overall geometry of the problem. Based on this characterization, a number of closed-form solutions are obtained. In particular, the optimum BS location is the mean of user locations in the case of free-space propagation and identical user parameters. If the user set is symmetric (as defined in the paper), the optimal BS location is independent of pathloss exponent, which is not the case in general. The analytical results show the impact of propagation conditions as well as system and user parameters on optimal BS location and can be used to develop design guidelines. Full Article
