Implications of migration and refugee crisis for the European security discussed at OSCE-ELIAMEP event in Athens

Challenges posed by the migration and refugee flows and their impact on European security was the focus of an event jointly organized by the OSCE and the Hellenic Foundation for European and Foreign Policy (ELIAMEP) in Athens on 10 May 2016. The security implications of mass movements of people for regional and sub-regional stability, the role of international organizations, and co-operation and co-ordination among relevant actors, were among the issues highlighted.

Alternate Foreign Minister of Greece Nikos Xydakis opened the event, which brought together over 90 participants from the Greek Foreign Ministry and Athens’s diplomatic, academic and media communities.

In his keynote address, OSCE Secretary General Lamberto Zannier warned that migration had emerged as a new fault line cutting across Europe. “As the representative of an Organization that traces its roots to the successful attempt of over forty years ago to overcome the divides of the Cold War, I cannot but underline the need to build bridges – not walls – to protect our common prosperity and security,” he said. He underlined that beyond the humanitarian emergency and short-term responses, we needed also long-term approaches to address the root causes of migration. “On the strength of its comprehensive approach to security, the OSCE intends to play its part in avoiding the emergence of new dividing lines in Europe and in working towards effective solutions to migration-related challenges,” Zannier stressed.

Zannier’s remarks were followed by a panel discussion among Claude Wild, Permanent Representative of Switzerland to the OSCE and Chair of newly-created Informal Working Group on Migration and Refugee Flows; Nina Suomalainen, Head of the OSCE Mission to Skopje; Saban Kardas, Director of Center for Middle Eastern Strategic Studies in Ankara; and Monika Ekstrom, Head of Political Reporting and Policy Analysis of the Representation of the European Commission in Greece.

Panelists agreed that the phenomenon of migration will most likely be an issue for decades and emphasized a need for long-term solutions and enhanced co-operation among relevant national and international actors. “Today we are experiencing a migration governance crisis as we were not prepared for this challenge. What we need is a comprehensive ‘smart’ response that reconciles both human and state security,” Wild said.

Suomalainen added that the OSCE was already doing a lot in the field of migration but what was needed in many areas was refocusing or updating of available mechanisms and tools.

Turning to larger geopolitical implications of the current crisis, Kardas noted that the reactive manner in which the EU had handled the instability in the Middle East and the resulting refugee crisis had weakened not only the internal solidarity within the EU but also its external credibility. “As a result, the erosion of trust between the EU and Turkey hindered a more effective and constructive partnership between the two actors in addressing the refugee challenge,” Kardas said. He stressed the importance of strengthening the resilience of local communities and infrastructure which are struggling to manage such a large influx of people.

This event in Athens was organized on the initiative of H.E. Dora Bakoyannis, former OSCE Chairperson-in-Office and currently member of the Greek Parliament and of the Panel of Eminent Persons on European Security. The event contributed to an evolving dialogue on migration trends in and around the OSCE area launched at the OSCE Security Days in Rome on 4 March 2016.

The United Nations says South Sudan’s four-year-old civil war has left half of the nation’s population — 6 million people — in need of humanitarian aid. The conflict began when South Sudan’s army split between factions loyal to President Salva Kiir and former Vice President Riek Machar. The two men mobilized their respective tribes, the Dinka and the Nuer. The war has caused what is now one of the world’s worst refugee crises.

SIMONA FOLTYN: Civil war is emptying huge swaths of South Sudan. The violence has uprooted four million people, including two million who’ve fled to neighboring countries. In the last year, more than a million South Sudanese have poured into northern Uganda alone, crossing makeshift bridges like this one to flee fighting, hunger, and brutal attacks on civilians.

SEME LUPAI, REFUGEE: They started fighting very, very severely. So that made us to escape with our properties to this side.

SIMONA FOLTYN: When Seme Lupai’s family went to one of the refugee camps, initially, he stayed behind to look after the family’s most precious commodity — their cattle. He hid for a year to escape the violence. The refugees carry whatever they can salvage — mattresses, pots, clothes, notebooks — remnants of once peaceful lives turned upside down. At checkpoints, Ugandan soldiers search their belongings for weapons, before the refugees proceed to reception centers. After entering Uganda, the refugees sign in at small waystations. For many, it’s the first night spent in safety after walking for days to escape fighting. Levi Arike fled with his wife and four children.

LEVI ARIKE, REFUGEE: When the gunshots started, we laid under a tree with the whole family, because there was nowhere else to hide. We waited for the fighting to stop, and then we got up and started walking to Uganda.

SIMONA FOLTYN: Uganda now shoulders most of the burden of Africa’s biggest refugee crisis, managing a constellation of camps which require food, water, healthcare, and policing. At Imvepi Camp, now home to more than 120,000 South Sudanese, new arrivals receive vaccinations, hot meals, and basic items such as soap and plastic tarps to build a house. The government also gives each refugee family a small plot of land, about a twentieth of an acre, where they can build a tent shelter and grow crops to eat or sell. But the land often proves too rocky for farming.

SIMONA FOLTYN, IMVEPI REFUGEE CAMP, NORTHERN UGANDA: After completing the registration process, the new arrivals will receive their plot, to start a new life as refugees in Uganda. While they are safe here, there are many challenges ahead, not least processing the trauma of what they experienced back home.

This woman, who we’ll call “Agnes,” agreed to tell us about her harrowing experience. She says four government soldiers from President Salva Kiir’s Dinka tribe stopped her as she was fleeing South Sudan and raped her right in front of her family.

AGNES (translated to English): When they started raping me, they told me not to raise alarm, otherwise they would shoot me. Still when I’m sleeping, I’m dreaming of the Dinka, that they are coming to rape me again.

SIMONA FOLTYN: How often do you have those dreams?

AGNES: Daily, every time I lie down, those dreams come.

SIMONA FOLTYN: A recent Human Rights Watch report on South Sudan found “…a clear pattern of government forces unlawfully targeting civilians for killings, rapes, torture…and destruction of property..” The victims are from ethnic groups suspected to support the rebels.

AGNES: They are doing it, because they know very well that those soldiers are our brothers. So they do it to punish them..

SIMONA FOLTYN: Although the rebels, known as the Sudan People’s Liberation Army In Opposition, purport to protect local communities, there are also reports of their fighters assaulting civilians near the Ugandan border. Josephine Yanya told us she didn’t feel safe in the presence of either side’s soldiers. Her family and neighbors fled their village after government soldiers killed her uncle.

They hid in the mountains only to find themselves under attack again, this time by opposition fighters from the Nuer tribe loyal to former vice president Riek Machar. Yanya says ethnic Nuer soldiers from the SPLA-IO rebel group raped a member of her group and stole her father’s’ cattle.

JOSEPHINE YANYA (translated to English): Before we were thinking that the rebels would protect us, but if they are lacking food, they just come and take things by force.

SIMONA FOLTYN: With nowhere left to hide, Yanya fled to Uganda with her son.
But instead of finding a place to rebuild their lives, they are in limbo. And aid groups don’t have enough food to distribute.

JOSEPHINE YANYA (translated to English):We are getting small food rations. I know it won’t be enough even for one month.

SIMONA FOLTYN: According to the United Nations, the international community has given less than a-third of the $1.4 billion dollars needed for the refugee response in South Sudan’s neighboring countries. These refugees foresee more hardship and have no idea when they might return home.

JOSEPHINE YANYA (translated to English): I’m always praying for peace in South Sudan, and until then, I’ll just stay here.

The refugee crisis: A European call for action

Open Letter by the conveners of the Vision Europe Summit regarding the refugee crisis in Europe and the necessity to act now.

European leaders need to implement common European solutions to the refugee crisis. Only joint solutions can credibly and effectively reduce the growing human suffering and social and political turmoil.

The refugee crisis poses a serious challenge, both to the welfare of refugees and to European societies. In 2015, more than 1.5 million migrants crossed into the European Union. From Italy to Poland, and from Greece to Germany, countries face immense challenges in responding to requests for humanitarian aid, asylum, and integration. The associated integration challenges in housing, language, work and welfare are already formidable. Failing to manage them properly poses serious threats to social cohesion and political stability.

European countries have had sufficient time to analyse and assess the long-standing challenges which created the current crisis. Now it is time to act – not individually and at the expense of others, but jointly and in a spirit of European solidarity. This is why Vision Europe – a partnership between seven leading think tanks and foundations in Europe – will in 2016 focus its efforts on providing practical solutions to the current refugee crisis, and its root causes. We, the seven signatories, writing in an individual capacity, see an urgent need for a common European approach, to compliment local and national efforts.

At present, there is no consensus among member states on how to respond to the crisis, neither on the objectives to be achieved or the methods to be used.  But disagreements on substance must be overcome now. Building on current discussions, we propose a comprehensive agenda at the EU level, with five major dimensions.

First, it is important to control the EU’s external borders so that only refugees fleeing war and persecution, who have a legitimate right to seek asylum, can enter and potentially remain in the EU. The porous nature of the EU’s external borders has meant an unacceptable loss of control in the eyes of many EU citizens and has raised false hopes for irregular migrants trying to enter the Union. The control of the borders of the Schengen Area should be a collective effort of the EU and all Member States, coordinated by European Institutions with professional staff and with financial support provided to Member States at the EU’s periphery. Regaining control of the EU’s external borders is essential to preserve open internal borders.

Second, beyond implementing the already agreed upon relocation of 160,000 refugees from Greece and Italy, the EU should develop a system which distributes a much larger number of refugees across the Union, directly from the hotspots in the EU and the neighbouring counties such as Turkey, Jordan or Lebanon. Member States not willing to host refugees themselves could choose to make a primarily financial contribution to the system. A Migration Solidarity Fund should be created to manage this compensatory system. Turkey’s efforts to reduce the crossings in the Aegean Sea should be matched by a willingness among EU Member States to take in refugees in an orderly manner. The Conclusions from the European Council seem to move in the right direction in this regard.

The third measure should be to improve, standardize and speed up the processes to determine asylum applications. The sooner refugees know whether they can stay, the more energy can be invested in their integration into host countries’ societies and in family reunions. The sooner a decision is taken, the fairer and more feasible it is to send back those whose requests are refused in full respect of international law and human rights. And EU members cannot afford to have vastly different standards in granting asylum status.  Under international law, there can be no limit set on the number of those eligible to request asylum.

As a fourth measure, we recommend expanding efforts at the EU level to improve the living conditions of refugees staying in countries close to their countries of origin. Many refugees want to return to their homes as soon as the situation becomes safe again. They should not be driven to start the hazardous journey to the European Union only because of unbearable conditions in the countries where they are currently sheltering.

Last but not least, the EU and its Member States should work vigorously towards ending the violent conflicts that are the principal causes of the crisis. Europe must invest heavily in the Syria peace process, in particular. The EU must also raise the ambition and resources of its Neighbourhood Policy, with a focus on helping to stabilise the region and on improving the living conditions and economic opportunities in the Southern neighbourhood.

But action is also required at the national level, especially in the EU countries where significant numbers of refugees have received or are expected to receive asylum. The distribution of refugees across municipalities and regions should be fair and should come with adequate support and resources from the national level, emphasising education and language training. The recognition of professional competences and support to enter the labour market should be available at a very early stage. Within our societies, we need a dialogue between refugees and the host society. It should be made clear that respect for human rights, democratic values and cultural norms is indispensable for a prolonged stay in the respective European host country.

Coming from seven European countries, with different national policies and approaches to the refugee crisis, the foundations and think tanks of Vision Europe are working together to advance new ideas, to frame an informed debate and to emphasize the benefits of common European solutions to Europe-wide problems. Europe is strong enough to manage the migration challenges, but only if political leaders act now, act responsibly and use the resources at their disposal, including support for civil society working in this area. We must not leave the public space to populists and nationalists offering false promises. Only a European solution will be workable and sustainable.

The refugee crisis: Sugar in a teacup?


When the priestly leaders of the Parsis, fleeing Persia for India after the Arab conquest of the 8th century, came before local ruler Jadhav Rana asking for sanctuary, Rana asked for a bowl of milk. The bowl was filled to the brim.  How could his kingdom accommodate more, asked Rana, without the bowl spilling over? The priestly leaders, the legend goes, slipped sugar in the milk, masterfully suggesting that the Parsis would dissolve into the existing population, sweetening their lives in the process.

As through history, we are once again faced with a situation where millions have left their homes, ravaged by violence and conflict, seeking sanctuary in foreign lands. And once again, the leaders of the promised lands worry about spilt milk.

Ever since labor economist David Card showed that the 1980 Mariel boatlift, which brought Cuban refugees to Miami, had no effect on local wages and employment, the academic wars have raged (for instance, see summaries and rebuttals here and here). People argue that labor demand curves always slope down—a shift in the supply of workers must decrease wages. Therefore, results that show otherwise are incorrect.

To resolve the debate, I find it useful to think of the ideal experiment. Refugees would come to a country and locate in communities chosen at random, so that there is no correlation between the economic characteristics of the community and its refugee population. Data would track the labor market outcomes of each and every “native,” regardless of where they moved. We could then compare the wages of the natives (wherever they are) who lived in communities that received refugees versus those who did not, yielding the causal impact of refugee populations on labor market outcomes of the natives.

For obvious reasons, this is hard to do. Leading researchers instead focus on “natural experiments” and “area-wide” estimates on the impact of refugees. That is, they examine what happens to wages in the communities where refugees settle using a clever way of teasing out the “natural randomness” in settlement patterns. But if the locals move or if the refugee population itself is badly measured, this could lead to a bias towards finding no results. In essence, the results are for the natives who chose to remain behind and therefore presumably had better job options to begin with. In addition, mismeasurement of the refugee population drives results towards zero—the iron law of econometrics.

But a recently published study from Denmark by economists Mette Foged and Giovanni Peri solves all these problems at once:

  • They have data on each and every Danish worker between 1991 and 2008, so that they can track people wherever they go.
  • The refugees came in two waves. In the first wave, they waited in a queue and as communities opened up spaces, they were allocated in groups from the same country. Since the department managing the transfers had no data on the skills of these refugees, this was like a random allocation. Later, between 1995 and 2003, the refugee flow from Somalia, Iraq, and Afghanistan increased—but they settled in the same communities that their fellow countrymen had gone to. This created large differences in refugee populations across communities that only grew over time. The authors present a number of very convincing tests that the “like-random” assumption truly holds in their data.
  • Because they have fairly long-term data, they can assess both the immediate effects and the cumulative effects over time.

And the results?

Zip. Nada. Nothing. Kuch bhi nahin. No smoking gun showing that natives will be hurt when refugees enter.

More specifically, the authors generally find positive effects on the employment and wages of the natives who looked similar to the mostly unskilled refugees entering at this time. Quantitatively, they find that “a 1 percentage point increase in the share of low-skilled immigrants from refugee-sending countries increased wages for low-skilled native workers by 1 to 1.8 percent.” Nor do they find negative effects on employment—the fraction of the year that natives worked either remained the same or increased slightly, depending on the specification.

To interpret their findings, the authors say:

The panel regressions suggest that refugee-country immigrants, who specialized mainly in manual, low-skilled jobs, encouraged low-skilled natives to take more complex occupations, decreasing the manual content of their jobs, especially when changing establishment and this contributed to produce a positive effect on their wages and employment. In no specification do we find crowding-out of native unskilled workers or depressing effects on their wages”.

Could it be that this was just because the refugees did not work? Nope. Over the time period of the data, the foreign-born share of employment in Denmark rose sharply, from 3 percent to just over 6 percent.

Could it be that the refugees were “like the Danes” and therefore fitted in better? Unlikely. Their estimates are driven by a surge in immigrants from Somalia, Afghanistan, and Iraq between 1995 and 2003. Hard to mistake them for Danes.

But the earlier “area” estimates were wrong, right? Nope. Actually it turns out that all the legwork Foged and Peri do pretty much replicates the simpler area estimates that have been saying this all along.

To be sure, more could be said. For instance, the paper could talk about the precise government policies that were put in place to help the refugees when they came and the associated costs. In fact, it would be good to show the per refugee cost to the government and compare this to the taxes that the refugees paid back to the system as they joined the labor force. Since there are no “spillovers” to natives, if the taxes are higher than the initial public costs, refugees are a net gain to the treasury. Bringing them in would actually increase government budgets over time, without hurting native wages. Of course, the wages and lives of the refugees will be immeasurably better, but we have known that for a while now.

When it comes to taking in refugees, there shouldn’t be worry about the effects on wages or employment of natives. On the contrary, refugees sweeten the deal, as the Parsi priests pointed out thirteen centuries ago.

Brookings Isaiah Berlin Senior Fellow in Culture and Policy Leon Wieseltier delivered featured remarks on the moral dimensions of the refugee crisis. Wieseltier is currently completing an essay on certain moral, historical, and philosophical dimensions of the refugee crisis. Michael Ignatieff, Edward R. Murrow professor of practice at the Harvard Kennedy School, moderated a question and answer session following Wieseltier’s remarks.

The second panel featured experts addressing the first-step policies needed to ameliorate the crisis. Bruce Katz, Brookings centennial scholar, Tamara Wittes, director of Brookings’s Center for Middle East Policy, Elizabeth Ferris, research professor at Georgetown University and Brookings nonresident senior fellow, spoke to the multiple aspects of the refugee crisis. Brookings Executive Vice President Martin Indyk moderated the panel discussion.
