As Traffic Crash Fatalities Rise, Portland Auditor’s Office Recommends Changes to Vision Zero Program

PBOT leaders say they’ve already addressed many of the auditor’s recommendations. They also say the scale of Portland’s traffic violence crisis is too big for just one bureau to address. by Taylor Griggs

The Portland Bureau of Transportation (PBOT) adopted its Vision Zero Action Plan in December 2016, with the goal of eliminating traffic crash deaths and injuries in the city. But in recent years, Portland has seen its highest numbers of traffic injuries and fatalities in decades. Pedestrians have faced a heightened risk of traffic violence in recent years, and parts of Portland with higher low-income populations and communities of color are also disproportionately impacted. 

The daylight between PBOT’s stated Vision Zero goals and the increase in recent traffic crash deaths prompted scrutiny from the Portland Auditor’s Office. A new report from the Auditor’s Office, released Wednesday, says PBOT “partially completed” safety projects identified in its Vision Zero plan, but notes the bureau doesn’t adequately evaluate the outcomes of the safety projects it completes. 

The Auditor’s Office recommends PBOT create a plan to evaluate its projects “to determine which get the desired outcomes and where Vision Zero efforts are most needed.” The office also asks the bureau to install promised speed cameras to help with traffic safety enforcement and recommends PBOT “revisit its equity methodology to ensure it accounts for smaller scale improvements that could have positive equity impacts.” 

“These efforts to collect data, analyze, evaluate, and carefully track which safety projects have the most desired outcomes could help move toward Vision Zero’s goal of zero fatal and serious injury traffic crashes,” the audit report states. 

The audit report highlights concerns about the Vision Zero program that many transportation and safe streets activists have raised for years—though the Auditor’s Office didn’t issue as harsh an indictment of PBOT as some critics may want. Earlier this year, when PBOT leaders presented their 2023 Vision Zero report to City Council, some Portland advocates didn’t mince words about their thoughts on the city’s implementation of the program. 

“There is no question that Portland's Vision Zero Program has been an abject failure,” Sarah Risser, a local transportation safety activist, wrote in public testimony to City Council in April. “Given its abysmal track record, it is reasonable to conclude that it will continue to be a failure.”

The Portland Auditor’s Office didn’t mark PBOT’s Vision Zero plan as a failure in its report, and PBOT leaders ultimately agreed with its recommendations, some of which the bureau says it has already implemented on its own. 

PBOT, too, acknowledges that larger structural changes are needed to save lives on the streets. Bureau leaders say they will continue working on their Vision Zero plans, but they hope the city government transition will break down silos and encourage more involvement in solving the problem of traffic violence on Portland’s streets. 

Auditor’s Office Suggests More Evaluation, Qualitative Data Collection Methods 

The year PBOT adopted the Vision Zero plan, 42 people died in traffic crashes on Portland’s streets. In 2019, when the bureau updated the plan to emphasize transportation system safety and focus more on actions within PBOT’s control, 48 people were the victims of traffic violence. In the last three years, more than 60 people have died in traffic crashes in Portland each year, with 69 fatalities in 2023. 

When PBOT leaders presented the 2023 Vision Zero report to City Council earlier this year, they acknowledged the rise in traffic fatalities since the program was adopted. But they said the program is successful in areas PBOT has been able to invest in, and said the bureau’s budget woes have curtailed its progress. The audit report suggests PBOT could get more out of the projects it does complete by improving its evaluation processes, which have historically been lacking. 

“Without systemic evaluation of safety outcomes, the Bureau is missing the opportunity to create more alignment between the work they do on safety projects and the overall goal of Vision Zero,” the report states. “A more systematic approach would allow trends to be identified and analyzed to better understand the outcomes of completed projects, and which may need to be altered or dropped. As traffic deaths continue to increase it is vital that the Bureau consistently evaluate completed safety projects so they can see which are working best at shifting the trend towards the intended goal of zero traffic deaths and serious injuries.” 

The second major recommendation the audit report suggests is that PBOT “do more to enforce speed limits” by following through on its promise to install more speed cameras throughout the city. Despite research showing the effectiveness of enforcement cameras as a way to reduce speeds and increase traffic safety—without involving the police—PBOT has been slow to install them. The bureau has blamed its camera vendor for the lag in speed camera implementation, but says it now has 37 cameras in operation or construction, and current contracted cameras will be online early next year. (By March 2023, PBOT had only installed nine cameras in the prior eight years.) 

The report also states despite PBOT’s attempt to prioritize and fund safety projects equitably—based on both crash data and neighborhood demographics—it may be missing “smaller safety projects with possible equitable outcomes” if they aren’t located on high-crash corridors. The Auditor’s Office recommends PBOT use more qualitative data to determine the projects it carries out. 

In response to the auditor’s recommendations, Public Works Service Area Deputy City Administrator Priya Dhanapal and PBOT Director Millicent Williams said while they “largely agree with the recommendations in the audit,” it’s a bit outdated. Last year, PBOT issued a Vision Zero Action Plan update for 2024 and 2025, which addresses many of the issues outlined in the audit report. 

“Our current Vision Zero Action Plan includes priorities directly tied to evaluation, delivery of the camera program and speed management as well as equity objectives,” Dhanapal and Williams wrote. “The audit was conducted on work and commitments outlined 3-5 years ago and work that took place during the peak of the COVID-19 pandemic.” 

Dhanapal and Williams also said PBOT needs help from other city bureaus to solve the crisis of traffic violence. 

“Eliminating traffic deaths and serious injuries in Portland is possible [and] PBOT can lead the way,” Dhanapal and Williams wrote in a letter responding to the auditor’s report. “However, Portland will not reach Vision Zero with street design alone…. A societal commitment to meet basic human needs and implement strategies to change current conditions are necessary to reach many of our shared goals, including Vision Zero. These changes require leadership, investment, and commitment from partners beyond PBOT.”

PBOT leaders say they hope that collaboration and commitment will be easier due to the upcoming changes in Portland’s government. 

“Eliminating traffic deaths and serious injuries is a City commitment and goal, but as a City we have focused the discussion on what PBOT does to change streets,” Dhanapal and Williams wrote. “We believe the City transition provides an opportunity to reengage City bureaus in Portland’s Vision Zero commitment and integrate the Safe System approach to traffic safety as a comprehensive prevention strategy to save lives.”

OSCE/ODIHR final report on early parliamentary elections in Serbia recommends comprehensive review of legislation and ensuring the level playing field for contestants

The final report by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) on Serbia’s 24 April 2016 early parliamentary elections recommends a comprehensive review of legislation to further improve election process.  

The report, while finding the elections were efficiently administered and held in a competitive environment, spells out key areas that would benefit from such a review, including unclear rules on candidate registration, inadequate regulation of campaign finance, deficiencies and loopholes in dispute resolution mechanisms, an absence of sanctions for some violations and the lack of provisions on election observation.

The report, published on 29 July 2016, notes that, while fundamental freedoms were respected and candidates were able to campaign freely, biased media coverage, undue advantage of incumbency and a blurring of the distinction between state and party activities hindered a level playing field for contestants. To this end, the report recommends specific campaign regulations, including the introduction of ceilings on campaign expenditures and preventing the misuse of administrative resources and the abuse of office.  

In noting the absence of an effective mechanism for monitoring media conduct during the campaign, the report recommends clarifying the competences of the media regulatory body in investigating and sanctioning breaches of legislation in a timely manner.

A review of the election appeals system to guarantee an effective and timely remedy for all complaints, and particularly in cases related to electionday irregularities and election results, is also among the report’s recommendations.

Additional recommendations relate to providing unrestricted access of citizen and international observers to the entire electoral process, including voting, counting and tabulation, and enhancing the transparency of the tabulation of results.

THE HAGUE, 20 April 2016 - Education is in many ways the space where issues of equality, national identity and the concept of nationhood are being negotiated, said OSCE High Commissioner on National Minorities Astrid Thors today as she opened a high-level conference to mark 20 years of The Hague Recommendations Regarding the Education Rights of National Minorities.

Underlining how education can contribute to preventing conflicts and to peace-building efforts, Thors said it is crucial that governments and education ministries analyse and anticipate tensions that may arise from competing demands placed on the education system such as questions on the language of instruction. These tensions often reflect the widespread societal debates about the place of national minorities as a whole, she added.   

Thors was addressing the start of a two-day conference, which brings together 180 government representatives, experts, teachers, education professionals, non-governmental actors and other local and international stakeholders active in the field of education, conflict prevention and peace-making to discuss the challenges in adapting education systems to ethnically diverse societies.

Gernot Erler, Special Representative of the Federal Government of Germany for the 2016 OSCE Chairmanship, highlighted how challenges in this area have evolved in the two decades since The Hague Recommendations were launched.

“Today, we should realize more and more how crucial the right treatment of minorities by ensuring equal rights, tolerance and cross-border dialogue, is for preventing conflicts,” he said.

In his keynote speech, Fernand de Varennes, Dean of the Law Faculty of the University of Moncton in Canada underlined that the first HCNM recommendations - The Hague Recommendations - are the building block, the foundation upon which latest, The Ljubljana Guidelines on integration, must be understood. When it comes to education in minority language, he pointed out that to an increasing degree it is already perceived as an internationally recognised human right.

During a panel discussion, Srđan Verbić, Minister of Education, of Serbia, Ketevan Tsikhelashvili, First Deputy State Minister for Reconciliation and Civic Equality of Georgia as well as leading human rights academics, Sia Spiliopoulou Åkermark and Jan de Groof discussed what role education should have when building stable multi-ethnic societies. .    

At the margins of the conference, HCNM premiered its film charting the story of the founding of the Bujanovac Department of Economics as the first multilingual and multi-ethnic higher education institution in southern Serbia. HCNM also screened the winning entries from its first-ever video contest, “Our school, our diversity” during the conference. Preservation, inspiration and dialogue: Twenty years of The Hague Recommendations Regarding the Education Rights of National Minorities

In promoting education as a tool for conflict prevention, The Hague Recommendations Regarding the Education Rights of National Minorities have offered a toolkit for preservation, inspiration and dialogue, said OSCE High Commissioner on National Minorities (HCNM) Astrid Thors as she opened an expert meeting on 21 April 2016 at The Hague to mark two decades of these ground-breaking Recommendations.

Thors said that the Recommendations had been instrumental in preserving minority education during times of transition and education reforms, and an inspiration in calling for a proactive approach by OSCE participating States towards a progressive yet realistic realization of minority rights in education. She said the Recommendations have also encouraged the involvement of parents and minorities in formulating policies as well as providing a framework for dialogue that is useful for both the participating States and national minorities.

Discussions during the meeting focused on reforms to the education sector and accommodating diversity, language in multilingual educational contexts, and respect for diversity and pluralism in education content.

Participants agreed on the need to further share best practices, promote broader engagement and to adapt to changing environments.

Particularly emphasized was the need for teachers to receive adequate training to be equipped to manage multilingual and multicultural classrooms and for the foundations of education systems to be solid enough to handle adversity, such as budget cuts and extensive reforms.

Acknowledging the role of education in fostering a sense of opportunity and belonging, experts said that the politicization of history is not conducive to conflict prevention. Instead, different views should be allowed as an increased level of historical knowledge and understanding will lead to historical empathy, which can in turn lead to a unifying feeling when the pain of the past is shared.

The experts agreed a set of recommendations for future work in the field of minority education rights, which will be published as follow up to this event.

The expert meeting was held a day after a HCNM-organized conference gathered 180 participants from 32 participating States to assess two decades of The Hague Recommendations. Among the participants of the conference were government officials, experts, teachers, education professionals, non-governmental actors and other local and international stakeholders active in the field of education, conflict prevention and peace-making.

OSCE Office in Tajikistan presents recommendations from the Customs Code Integrity Assessment

The need for a risk management system for Tajikistan’s Customs Service and simpler procedures for transparency and accountability are key recommendations of an integrity assessment of the Customs Code, presented to international donors, private and international companies and NGOs by the OSCE Office in Tajikistan on 18 July 2016.

The assessment, which was commissioned by the OSCE Office in consultation with government representatives and international development partners, is the third in a series of assessments to examine the administrative codes and legal acts relevant for international business and cross-border trade in Tajikistan. Previous assessments focused on the Tax Code and different administrative legal acts.

Ambassador Markus Müller, the Head of the OSCE Office in Tajikistan welcomed the positive reception of the current anti-corruption assessment not only by international organizations but also within government circles and confirmed the Office’s readiness to work with all the relevant stakeholders involved.

The presentation of the Customs Code assessment followed a series of practical workshops on anti-corruption assessments for experts from the government and NGOs. During these workshops, participants learned how to identify in legislation provisions that might lead to corruption and draft recommendations to eliminate potentially corruptive provisions in law.

The Customs Code assessment is part of a multi-year initiative by the OSCE Office with the objective of designing a training module on anti-corruption assessment to be included in the mandatory training curricula for civil servants.

OSCE/ODIHR publishes handbook on follow-up to election observation recommendations

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) on 6 June 2016 released a publication to assist OSCE participating States in better following up on recommendations from final reports by election observation missions.

The Handbook on the Follow-up of Electoral Recommendations – the first tool of its kind for the OSCE region – outlines the key issues when developing and implementing electoral legislation and practice, based on ODIHR’s election observation missions, in line with OSCE commitments and international standards.

"With this handbook, we hope to establish a more systematic approach to follow-up to election observation activities, that is clearer and more consistent and, at the same time, puts emphasis on the implementation of recommendations," said Michael Georg Link, Director of ODIHR. "This handbook can serve as a practical guide for ODIHR in supporting interested participating States in their efforts to follow up on electoral recommendations."

The handbook combines explanations of technical aspects related to follow-up activities with examples of ways ODIHR can help participating States in improving their electoral legislation and processes.

ODIHR developed the handbook as part of its continued efforts to improve its methodology and to increase professionalism in its election observation activities.  All OSCE participating States have committed themselves to promptly follow up on ODIHR election assessments and recommendations.

OSCE/ODIHR final report on the former Yugoslav Republic of Macedonia’s postponed early parliamentary elections recommends continuing electoral reform process

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) issued a final report on 8 July 2016 on the postponed early parliamentary elections in the former Yugoslav Republic of Macedonia, which were scheduled for 5 June 2016. The final report assesses whether the electoral process and activities conducted before the postponement of elections were in line with OSCE commitments, other international obligations and standards for democratic elections, and with national legislation.  

While recognizing that 2015 amendments to the Electoral Code attempted to address most of the prior OSCE/ODIHR recommendations, the report notes that late changes negatively affected electoral stakeholders’ understanding of new provisions and impacted their ability to fulfil their functions. In addition, a number of previous recommendations remain to be addressed and legal inconsistencies eliminated. The report recommends conducting a complete review of the Code after consultations between all political stakeholders and relevant civil society organizations.  

As one of the priority recommendations, the report recommends the State Election Commission and the Ministry of Internal Affairs continue the process of updating the voter register through a co-ordinated effort ahead of the next elections. In order to increase the citizens’ confidence in the accuracy of voter registration, it also recommends that the process is transparent and ensures political parties and civil society access for verification.  

Noting that some measures to prevent intimidation and pressure on citizens were taken by authorities, it however mentions that a climate of intimidation persisted, attributed to a fear of retribution existing in state companies and institutions. The report recommends that authorities actively encourage citizens to report any cases of pressure and intimidation and thoroughly investigate such instances. 

While a number of aspects for the media coverage of election campaigns have been detailed in the Electoral Code, a need for continued substantial reform was highlighted. The report suggests amending the legal framework to further clarify the requirements for balanced reporting during the pre-campaign period.

Additional recommendations in the report include deciding on election-related cases within timely deadlines and harmonizing the Electoral Code with the Constitution, which provides for public hearings. It also recommends periodic review of district boundaries by an independent body to ensure the equality of the vote.

A Clustering Approach for Collaborative Filtering Recommendation Using Social Network Analysis

Collaborative Filtering(CF) is a well-known technique in recommender systems. CF exploits relationships between users and recommends items to the active user according to the ratings of his/her neighbors. CF suffers from the data sparsity problem, where users only rate a small set of items. That makes the computation of similarity between users imprecise and consequently reduces the accuracy of CF algorithms. In this article, we propose a clustering approach based on the social information of users to derive the recommendations. We study the application of this approach in two application scenarios: academic venue recommendation based on collaboration information and trust-based recommendation. Using the data from DBLP digital library and Epinion, the evaluation shows that our clustering technique based CF performs better than traditional CF algorithms.

Smart and adaptive website navigation recommendations based on reinforcement learning

Improving website structures is the main task of a website designer. In recent years, numerous web engineering researchers have investigated navigation recommendation systems. Page recommendation systems are critical for mobile website navigation. Accordingly, we propose a smart and adaptive navigation recommendation system based on reinforcement learning. In this system, user navigation history is used as the input for reinforcement learning model. The model calculates a surf value for each page of the website; this value is used to rank the pages. On the basis of this ranking, the website structure is modified to shorten the user navigation path length. Experiments were conducted to evaluate the performance of the proposed system. The results revealed that user navigation paths could be decreased by up to 50% with training on 12 months of data, indicating that users could more easily find a target web page with the help of the proposed adaptive navigation recommendation system.

Disease pandemics, once thought to be historical relics, are now again challenging healthcare systems globally. Of essential importance is sufficiently investing in preparedness and responsiveness, but approaches to such investments vary significantly by country. In order to improve recommendation coverage, a personalised recommendation method for English online learning resources based on improved collaborative filtering algorithm is studied to enhance the comprehensiveness of personalised recommendation for learning resources. Use matrix decomposition to decompose the user English online learning resource rating matrix. Cluster low dimensional English online learning resources by improving the K-means clustering algorithm. Based on the clustering results, calculate the backfill value of English online learning resources and backfill the information matrix of low dimensional English online learning resources. Using an improved collaborative filtering algorithm to calculate the predicted score of learning resources, personalised recommendation of English online learning resources for users based on the predicted score. Experimental results have shown that this method can effectively backfill English online learning resources, and the resource backfilling effect is excellent, and it has a high recommendation coverage rate.

A personalised recommendation method for English teaching resources on MOOC platform based on data mining

In order to enhance the accuracy of teaching resource recommendation results and optimise user experience, a personalised recommendation method for English teaching resources on the MOOC platform based on data mining is proposed. First, the learner's evaluation of resources and resource attributes are abstracted into the same space, and resource tags are established using the Knowledge graph. Then, interest preference constraints are introduced to mine sequential patterns of user historical learning behaviour in the MOOC platform. The experimental results show that the accuracy and recall of the resource recommendation results of the research method are always higher than 0.9, the normalised sorting gain is always higher than 0.5.

Maternal Recommender System Systematic Literature Review: State of the Art and Future Studies

Aim/Purpose: This paper illustrates the potential of health recommender systems (HRS) to support and enhance maternal care. The study aims to explore the recent implementations of maternal HRS and to discover the challenges of the implementations. Background: The sustainable development goals (SDG) aim to reduce maternal mortality to less than 70 per 100,000 live births by 2030. However, progress is uneven between countries, with primary causes being severe bleeding, infections, high blood pressure, and failed abortions. Regular antenatal care (ANC) visits are crucial for detecting and managing complications, such as hypertensive illnesses, anemia, and gestational diabetes mellitus. Utilizing maternal evaluations during ANC visits can help identify and treat problems early, lowering morbidity and death rates for both mothers and fetuses. Technology-enabled daily health recording can help monitor pregnancy by providing actionable guides to patients and health workers based on patient status. Methodology: A systematic literature review was conducted using Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) to identify maternal HRS reported in studies between November 2022 and December 2022. Information was subsequently extracted to understand the potential benefits of maternal HRS. Titles and abstracts of 1,851 studies were screened for the full-text screening, in which two reviewers independently selected articles and systematically extracted data using a predefined extraction form. Contribution: This study adds to the explorations of the challenges of implementing HRS for maternal care. This study also emphasizes the significance of explainability, data-driven methodologies, automation, and the necessity for integration and interoperability in the creation and deployment of health recommendation systems for maternity care. Findings: The majority of maternal HRS use a knowledge-based (constraint-based) ap-proach with more than half of the studies generating recommendations based on rules defined by experts or available guidelines. We also derived four types of interfaces that can be used for delivering recommendations. Moreover, patient health records as data sources can hold data from patients’ or health workers’ input or directly from the measurement devices. Finally, the number of studies in the pilot or demonstration stage is twice that in the sustained stages. We also discovered crucial challenges where the explainability of the methods was needed to ensure trustworthiness, comprehensibility, and effective enhancement of the decision-making process. Automatic data collection was also required to avoid complexity and reduce workload. Other obstacles were also identified where data integration between systems should be established and decent connectivity must be provided so that complete services can be admin-istered. Lastly, sustainable operations would depend on the availability of standards for integration and interoperability as well as sufficient financial sup-port. Recommendations for Practitioners: Developers of maternal HRS should consider including the system in the main healthcare system, providing connectivity, and automation to deliver better service and prevent maternal risks. Regulations should also be established to support the scale-up. Recommendation for Researchers: Further research is needed to do a thorough comparison of the recommendation techniques used in maternal HRS. Researchers are also recommended to explore more on this topic by adding more research questions. Impact on Society: This study highlights the lack of sustainability studies, the potential for scaling up, and the necessity for a comprehensive strategy to integrate the maternal recommender system into the larger maternal healthcare system. Researchers can enhance and improve health recommendation systems for maternity care by focusing on these areas, which will ultimately increase their efficacy and facilitate clinical practice integration. Future Research: Additional research can concentrate on creating and assessing methods to increase the explainability and interpretability of data-driven health recommender systems and integrating automatic measurement into the traditional health recommender system to enhance the anticipated outcome of antenatal care. Comparative research can also be done to assess how well various models or algorithms utilized in these systems function. Future research can also examine creative solutions to address resource, infrastructure, and technological constraints, such as connectivity and automation to help address the shortage of medical personnel in remote areas, as well as define tactics for long-term sustainability and integration into current healthcare systems.

Medicine Recommender System Based on Semantic and Multi-Criteria Filtering

Aim/Purpose: This study aims to devise a personalized solution for online healthcare platforms that can alleviate problems arising from information overload and data sparsity by providing personalized healthcare services to patients. The primary focus of this paper is to develop an effective medicine recommendation approach for recommending suitable medications to patients based on their specific medical conditions. Background: With a growing number of people becoming more conscious about their health, there has been a notable increase in the use of online healthcare platforms and e-services as a means of diagnosis. As the internet continues to evolve, these platforms and e-services are expected to play an even more significant role in the future of healthcare. For instance, WebMD and similar platforms offer valuable tools and information to help manage patients’ health, such as searching for medicines based on their medical conditions. Nonetheless, patients often find it arduous and time-consuming to sort through all the available medications to find the ones that match their specific medical conditions. To address this problem, personalized recommender systems have emerged as a practical solution for mitigating the burden of information overload and data sparsity-related issues that are frequently encountered on online healthcare platforms. Methodology: The study utilized a dataset of MC ratings obtained from WebMD, a popular healthcare website. Patients on this website can rate medications based on three criteria, including medication effectiveness, ease of use, and satisfaction, using a scale of 1 to 5. The WebMD MC rating dataset used in this study contains a total of 32,054 ratings provided by 2,136 patients for 845 different medicines. The proposed HSMCCF approach consists of two primary modules: a semantic filtering module and a multi-criteria filtering module. The semantic filtering module is designed to address the issues of data sparsity and new item problems by utilizing a medicine taxonomy that sorts medicines according to medical conditions and makes use of semantic relationships between them. This module identifies the medicines that are most likely to be relevant to patients based on their current medical conditions. The multi-criteria filtering module, on the other hand, enhances the approach’s ability to capture the complexity of patient preferences by considering multiple criteria and preferences through a unique similarity metric that incorporates both distance and structural similarities. This module ensures that patients receive more accurate and personalized medication recommendations. Moreover, a medicine reputation score is employed to ensure that the approach remains effective even when dealing with limited ratings or new items. Overall, the combination of these modules makes the proposed approach more robust and effective in providing personalized medicine recommendations for patients. Contribution: This study addresses the medicine recommendation problem by proposing a novel approach called Hybrid Semantic-based Multi-Criteria Collaborative Filtering (HSMCCF). This approach effectively recommends medications for patients based on their medical conditions and is specifically designed to overcome issues related to data sparsity and new item recommendations that are commonly encountered on online healthcare platforms. The proposed approach addresses data sparsity and new item issues by incorporating a semantic filtering module and a multi-criteria filtering module. The semantic filtering module sorts medicines based on medical conditions and uses semantic relationships to identify relevant ones. The multi-criteria filtering module accurately captures patient preferences and provides precise recommendations using a novel similarity metric. Additionally, a medicine reputation score is also employed to further expand potential neighbors, improving predictive accuracy and coverage, particularly in sparse datasets or new items with few ratings. With the HSMCCF approach, patients can receive more personalized recommendations that are tailored to their unique medical needs and conditions. By leveraging a combination of semantic-based and multi-criteria filtering techniques, the proposed approach can effectively address the challenges associated with medicine recommendations on online healthcare platforms. Findings: The proposed HSMCCF approach demonstrated superior effectiveness compared to benchmark recommendation methods in multi-criteria rating datasets in terms of enhancing both prediction accuracy and coverage while effectively addressing data sparsity and new item challenges. Recommendations for Practitioners: By applying the proposed medicine recommendation approach, practitioners can develop a medicine recommendation system that can be integrated into online healthcare platforms. Patients can then utilize this system to make better-informed decisions regarding the medications that are most suitable for their specific medical conditions. This personalized approach to medication recommendations can ultimately lead to improved patient satisfaction. Recommendation for Researchers: Integrating patient medicine reviews is a promising way for researchers to elevate the proposed medicine recommendation approach. By leveraging patient reviews, the approach can gain a more comprehensive understanding of how certain medications perform for specific medical conditions. Additionally, exploring the relationship between MC-based ratings using an improved aggregation function can potentially enhance the accuracy of medication predictions. This involves analyzing the relationship between different criteria, such as medication effectiveness, ease of use, and satisfaction of the patients, and determining the optimal weighting for each criterion based on patient feedback. A more holistic approach that incorporates patient reviews and an improved aggregation function can enable the proposed medicine recommendation approach to provide more personalized and accurate recommendations to patients. Impact on Society: To mitigate the risk of infection during the COVID-19 pandemic, the promotion of online healthcare services was actively encouraged. This allowed patients to continue accessing care and receiving treatment while adhering to physical distancing guidelines and shielding measures where necessary. As a result, the implementation of personalized healthcare services for patients is expected to be a major disruptive force in healthcare in the coming years. This study proposes a personalized medicine recommendation approach that can effectively address this issue and aid patients in making informed decisions about the medications that are most suitable for their specific medical conditions. Future Research: One way that may enhance the proposed medicine recommendation approach is to incorporate patient medicine reviews. Furthermore, the analysis of MC-based ratings using an improved aggregation function can also potentially enhance the accuracy of medication predictions.

Recommendation System for an Online Shopping Pay-Later System Using a Multistage Approach: A Case Study from Indonesia

Aim/Purpose: In this study, we developed a recommendation system model designed to support decision-makers in identifying consumers eligible for pay-later options via consensus-based decision-making. This approach was chosen due to the high and complex risks involved, such as delayed payments, challenges in reaching consumers, and issues of bad credit. Background: The “pay-later” option, which allows consumers to postpone payment for e-commerce purchases, offers convenience and flexibility but also introduces several challenges: (i) by enabling payment deferral, merchants face financial risks, including potential delays or defaults in payment, adversely affecting their cash flow and profitability; and (ii) this payment delay can also heighten the risk of fraud, including identity theft and unauthorized transactions. Methodology: This study initiated a risk analysis utilizing the ROAD process. Considering contemporary economic developments and advancements in neural networks, integrating these networks into risk assessment has become crucial. Consequently, model development involved the amalgamation of three deep learning methods – CNN (Convolutional Neural Networks), RNN (Recurrent Neural Networks), and LSTM (Long Short-Term Memory) – to address various risk alternatives and facilitate multi-stage decision-making recommendations. Contribution: Our primary contribution is threefold. First, our study identified potential consumers by prioritizing those with the smallest associated problem consequence values. Second, we achieved an optimal recall value using a candidate generator. Last, we categorized consumers to assess their eligibility for pay-later rights. Findings: The findings from this study indicate that our multi-stage recommendation model is effective in minimizing the risk associated with consumer debt repayment. This method of consumer selection empowers policymakers to make informed decisions regarding which consumers should be granted pay-later privileges. Recommendations for Practitioners: This recommendation system is proposed to several key parties involved in the development, implementation, and use of pay-later systems. These parties include E-commerce Executive Management for financial analysis and risk evaluation, the Risk Management Team to assess and manage risks related to users utilizing Pay-Later services, and Sales Managers to integrate Pay-Later services into sales strategies. Recommendation for Researchers: Advanced fraud detection mechanisms were implemented to prevent unauthorized transactions effectively. The goal was to cultivate user confidence in the safety of their financial data by ensuring secure payment processing. Impact on Society: Ensuring consumers understand the terms and conditions of pay-later arrangements, including interest rates, repayment schedules, and potential fees, is crucial. Providing clear and transparent information, along with educating consumers about their financial responsibilities, helps prevent misunderstandings and disputes. Future Research: Our future development plans involve the ongoing assessment of the system’s performance to enhance prediction accuracy. This includes updating models and criteria based on feedback and changes in economic or market conditions. Upholding compliance with security and data privacy regulations necessitates the implementation of protective measures to safeguard consumer information. The implementation of such a system requires careful consideration to ensure fairness and adherence to legal standards. Additionally, it is important to acknowledge that algorithms and models may evolve over time through the incorporation of additional data and continuous evaluations.

Personalized Tourism Recommendations: Leveraging User Preferences and Trust Network

Aim/Purpose: This study aims to develop a solution for personalized tourism recommendations that addresses information overload, data sparsity, and the cold-start problem. It focuses on enabling tourists to choose the most suitable tourism-related facilities, such as restaurants and hotels, that match their individual needs and preferences. Background: The tourism industry is experiencing a significant shift towards digitalization due to the increasing use of online platforms and the abundance of user data. Travelers now heavily rely on online resources to explore destinations and associated options like hotels, restaurants, attractions, transportation, and events. In this dynamic landscape, personalized recommendation systems play a crucial role in enhancing user experience and ensuring customer satisfaction. However, existing recommendation systems encounter major challenges in precisely understanding the complexities of user preferences within the tourism domain. Traditional approaches often rely solely on user ratings, neglecting the complex nature of travel choices. Data sparsity further complicates the issue, as users might have limited interactions with the system or incomplete preference profiles. This sparsity can hinder the effectiveness of these systems, leading to inaccurate or irrelevant recommendations. The cold-start problem presents another challenge, particularly with new users who lack a substantial interaction history within the system, thereby complicating the task of recommending relevant options. These limitations can greatly hinder the performance of recommendation systems and ultimately reduce user satisfaction with the overall experience. Methodology: The proposed User-based Multi-Criteria Trust-aware Collaborative Filtering (UMCTCF) approach exploits two key aspects to enhance both the accuracy and coverage of recommendations within tourism recommender systems: multi-criteria user preferences and implicit trust networks. Multi-criteria ratings capture the various factors that influence user preferences for specific tourism items, such as restaurants or hotels. These factors surpass a simple one-star rating and take into account the complex nature of travel choices. Implicit trust relationships refer to connections between users that are established through shared interests and past interactions without the need for explicit trust declarations. By integrating these elements, UMCTCF aims to provide more accurate and reliable recommendations, especially when data sparsity limits the ability to accurately predict user preferences, particularly for new users. Furthermore, the approach employs a switch hybridization scheme, which combines predictions from different components within UMCTCF. This scheme leads to a more robust recommendation strategy by leveraging diverse sources of information. Extensive experiments were conducted using real-world tourism datasets encompassing restaurants and hotels to evaluate the effectiveness of UMCTCF. The performance of UMCTCF was then compared against baseline methods to assess its prediction accuracy and coverage. Contribution: This study introduces a novel and effective recommendation approach, UMCTCF, which addresses the limitations of existing methods in personalized tourism recommendations by offering several key contributions. First, it transcends simple item preferences by incorporating multi-criteria user preferences. This allows UMCTCF to consider the various factors that users prioritize when making tourism decisions, leading to a more comprehensive understanding of user choices and, ultimately, more accurate recommendations. Second, UMCTCF leverages the collective wisdom of users by incorporating an implicit trust network into the recommendation process. By incorporating these trust relationships into the recommendation process, UMCTCF enhances its effectiveness, particularly in scenarios with data sparsity or new users with limited interaction history. Finally, UMCTCF demonstrates robustness towards data sparsity and the cold-start problem. This resilience in situations with limited data or incomplete user profiles makes UMCTCF particularly suitable for real-world applications in the tourism domain. Findings: The results consistently demonstrated UMCTCF’s superiority in key metrics, effectively addressing the challenges of data sparsity and new users while enhancing both prediction accuracy and coverage. In terms of prediction accuracy, UMCTCF yielded significantly more accurate predictions of user preferences for tourism items compared to baseline methods. Furthermore, UMCTCF achieved superior coverage compared to baseline methods, signifying its ability to recommend a wider range of tourism items, particularly for new users who might have limited interaction history within the system. This increased coverage has the potential to enhance user satisfaction by offering a more diverse and enriching set of recommendations. These findings collectively highlight the effectiveness of UMCTCF in addressing the challenges of personalized tourism recommendations, paving the way for improved user satisfaction and decision-making within the tourism domain. Recommendations for Practitioners: The proposed UMCTCF approach offers a potential opportunity for tourism recommendation systems, enabling practitioners to create solutions that prioritize the needs and preferences of users. By incorporating UMCTCF into online tourism platforms, tourists can utilize its capabilities to make well-informed decisions when selecting tourism-related facilities. Furthermore, UMCTCF’s robust design allows it to function effectively even in scenarios with data sparsity or new users with limited interaction history. This characteristic makes UMCTCF particularly valuable for real-world applications, especially in scenarios where these limitations are common obstacles. Recommendation for Researchers: The success of UMCTCF can open up new avenues in personalized recommendation research. One promising direction lies in exploring the integration of additional contextual information, such as temporal (time-based) or location-based information. By incorporating these elements, the model could be further improved, allowing for even more personalized recommendations. Furthermore, exploring the potential of UMCTCF in domains other than tourism has considerable significance. Fast fuzzy C-means clustering and deep Q network for personalised web directories recommendation

This paper proposes an efficient solution for personalised web directories recommendation using fast FCM+DQN. At first, web directory usage file obtained from given dataset is fed into the accretion matrix computation module, where visitor chain matrix, visitor chain binary matrix, directory chain matrix and directory chain binary matrix are formulated. In this, directory grouping is accomplished based on fast FCM and matching among query and group is conducted based on Kumar Hassebrook and Kulczynski similarity. The user preferred directory is restored at this stage and at last, personalised web directories are recommended to the visitors by means of DQN. The proposed approach has received superior results with respect to maximum accuracy of 0.910, minimum mean squared error (MSE) of 0.0206 and root mean squared error (RMSE) of 0.144. Although the system offered magnificent outcomes, it failed to order web directories in the form of highly, medium and low interested directories.

Sharing biodiversity data: EU BON recommended tools and practices published in RIO Journal

Due to the exponential growth of biodiversity information in recent years, the questions of how to mobilize such vast amounts of data has become more tangible than ever. Best practices for data sharing, data publishing, and involvement of scientific and citizen communities in data generation are the main topic of a recent report by the EU FP7 project Building the European Biodiversity Observation Network (EU BON), published in the innovative Research Ideas & Outcomes (RIO) journal.

The report "Data sharing tools for Biodiversity Observation Networks" provides conceptual and practical advice for implementation of the available data sharing and data publishing tools. A detailed description of tools, their pros and cons, is followed by recommendations on their deployment and enhancement to guide biodiversity data managers in their choices.

"We believe publishing this report in RIO makes a lot of sense given the journal's innovative concept of publishing unconventional research outcomes such as project reports. This feature provides projects like EU BON with the chance to showcase their results effectively and timely. The report provides a useful practical guide for biodiversity data managers and RIO gives the project an opportunity to share findings with anyone who will make use of such information", explains Prof. Lyubomir Penev, Managing Director of Pensoft and partner in EU BON.

The new report is the second EU BON contribution featured in a dedicated project outcomes collection in RIO. Together with the data policy recommendations it provides a comprehensive set of resources for the use of biodiversity data managers and users.

"We did our biodiversity data sharing tools comparison from the perspective of the needs of the biodiversity observation community with an eye on the development of a unified user interface to this data - the European Biodiversity Portal (EBP)", add the authors.

The scientists have identified two main challenges standing in front of the biodiversity data community. On the one hand, there is a variety of tools but none can as stand alone, satisfy all the requirements of the wide variety of data providers. On the other hand, gaps in data coverage and quality demand more effort in data mobilization.

"For the time being a combination of tools combined in a new work-flow, makes the most sense for EU BON to mobilize biodiversity data," comment the report authors on their findings. "There is more research to be done and tools to be developed, but for the future there is one firm conclusion and it is that the choice of tools should be defined by the needs of those observing biodiversity - the end user community in the broadest sense - from volunteer scientists to decision makers."
