A storm of complaints from the public about Xcel power outages led Colorado's Public Utilities Commission to act.

Large utilities cut off power to millions of Californians over the past two months to reduce the risk that power lines might spark new fires. Nearly 200,000 Southern California Edison customers were blacked out, some for days at a time. These public safety power shutoffs mean that many rural residents lose a lot more than just their electricity.
