OSCE supports public discussions on natural resources management in southern Kyrgyzstan

BISHKEK, 22 July 2016 – Three public discussions on the regulatory legal acts regarding the use of natural resources and environmental protection are being organized from 19 July to 27 July 2016 by the OSCE Centre in Bishkek and the local Aarhus Centre in the districts of Toktogul, Aksy and Kadamjay in southern Kyrgyzstan.

The discussions are gathering representatives of environmental services, the local authorities, village- and district-level state administrations, local council deputies and public organizations, to exchange ideas on environmental problems and discuss how to address them through active public scrutiny.

“Local stakeholders should be aware of the environmental legislation upfront. This will help them to prevent conflict arising from the use of natural resources,” said Dmitry Prudtskikh, Environmental Officer at the OSCE Centre. “I am glad to see that the Aarhus Centre in Osh has established a platform for communication between governmental, public and private structures, with the support of the OSCE.”

Kanybek Isabaev, Director of the Aarhus Centre in Osh, said: “For several years, we have been disseminating information to the public and our partners on the legislation regarding environmental protection, the rational use of natural resources, and subsoil and environmental safety in our country. It is very significant that citizens can participate in decision-making in the area of ecology, a sphere that is becoming increasingly important in Kyrgyzstan.”

During the discussions, participants will gain knowledge on issues of environmental protection, public access to environmental information, the normative legal acts of the Kyrgyz Republic on ecology and the basic principles of the Aarhus Convention.

The event was organized as part of the OSCE Centre's project on promoting environmental security through dialogue and enhanced disaster risk reduction.

Natural language processing-based machine learning psychological emotion analysis method

To achieve psychological and emotional analysis of massive internet chats, researchers have used statistical methods, machine learning, and neural networks to analyse the dynamic tendencies of texts dynamically. For long readers, the author first compares and explores the differences between the two psychoanalysis algorithms based on the emotion dictionary and machine learning for simple sentences, then studies the expansion algorithm of the emotion dictionary, and finally proposes an extended text psychoanalysis algorithm based on conditional random field. According to the experimental results, the mental dictionary's accuracy, recall, and F-score based on the cognitive understanding of each additional ten words were calculated. The optimisation decreased, and the memory and F-score improved. An <i>F</i>-value greater than 1, which is the most effective indicator for evaluating the effectiveness of a mental analysis problem, can better demonstrate that the algorithm is adaptive in the literature dictionary. It has been proven that this scheme can achieve good results in analysing emotional tendencies and has higher efficiency than ordinary weight-based psychological sentiment analysis algorithms.

Application of AI intelligent technology in natural resource planning and management

This article studies the application of artificial intelligence technology in natural resource planning and management. This article first introduces the background of NR and AI intelligent technology, then conducts academic research and summary on NR planning management and AI intelligent technology. Then, an algorithm model based on multi-objective intelligent planning algorithm is established. Finally, simulation experiments are conducted, and experiments summary and discussion are provided. The experimental results show that the average efficiency value of the four stages of NR planning and management before use is 5.25, and the average efficiency value of the four stages of NR planning and management after use is 7. The difference in the average efficiency value before and after use is 1.75. It can be seen that the use of AI intelligent technology can effectively improve the efficiency of natural resource planning and management.

The Natural Environmental Strategies of International Firms: Controversies and New Evidence on Performance and Disclosure

Previous academic and popular literature has raised important debates concerning the contradictory incentives of international firms to reduce their environmental impacts and offer transparent environmental information about their operations. As an exhaustive review of this literature reveals mixed and partial evidence, we compared the individual corporate environmental performance and disclosure of the 100 most international non-financial firms in the world to those of 16,023 firms in their industries and a group of matched pairs of firms for three different years. Our results show that although the top international firms have a much better record of environmental disclosure than the firms within their industries and the matched pairs, the top international firms also show worse environmental performance than their peers. The results suggest that the top international firms seek legitimation for their environmental activities by means of voluntary disclosure.

UNEP-WCMC: Towards a global map of natural capital

For the first time, a composite map of the world’s ecosystem assets has been produced, covering both marine and terrestrial realms. A report for the UNEP Division of Early Warning and Assessment by UNEP-WCMC presents global maps of assets such as biodiversity, freshwater resources and soil quality.

Natural capital is fundamental to human well-being. According to the Convention on Biological Diversity, at least 40 per cent of the world’s economy and 80 per cent of the needs of the poor are derived from biological resources. We are now facing a problem where natural capital has been harvested and degraded at a rate that threatens to undermine our well-being and future economic growth.

In their latest report UNEP-WCMC have combined information about key ecosystem assets into global maps covering terrestrial and marine realms. The assets included are freshwater resources, soil quality, organic carbon, terrestrial and marine biodiversity, and global fish catch (as a proxy for marine fish stocks). The report builds on a considerable body of work in the fields of natural capital accounting and the mapping of ecosystem services.

Worldwide there is a growing demand for information on the state of conservation of biodiversity as a key tool to support the management of natural resources and depending on the investment strategies of many countries in the protection of nature and sustainable resource use tool. Several initiatives for monitoring biodiversity and natural resources have emerged around the world in an attempt to meet this need. Many of these initiatives rely on the involvement of persons residing, use natural resources or participate in the management of the areas where they develop the monitoring, often from traditional populations.

The community involvement of these populations may happen for several reasons and through different mechanisms, increasing both related to biodiversity conservation as the empowerment of local communities results. Although varied, the role of populations has intensified and generating a wide range of initiatives generically called participatory monitoring. By understanding the enormous potential contribution to biodiversity conservation and local development, research organizations, non-governmental conservation organizations and governments huddled and development to enhance and disseminate participatory monitoring initiatives worldwide.
