Steve Julian: Business analyst Mark Lacter, had we been paying attention before this happened? Mark Lacter: You know, Steve, we often have an out of sight, out of mind attitude when it comes to food safety, and - as we're seeing with this episode - the government has a way of enabling that attitude. What stands out, first of all, is that people started getting sick from salmonella-contaminated chicken back in March, and yet, it wasn't until the past few weeks that news stories began appearing about the seriousness of the problems. Julian: At last check, more than 400 people have been infected, with most of them in California... Lacter: Right, and Foster Farms, which is based in Merced County, controls two-thirds of the poultry market along the West Coast. No fatalities so far, but many of the people who became sick had to be hospitalized - and that leads to still more concerns that the salmonella strains were resistant to antibiotics. Now, why it took this long for consumers to be made aware that there was a problem tells you something about the way the federal government regulates poultry plants. It was only last Friday, after the company had seen a 25 percent drop in sales, when the president of Foster Farms decided to go public. He said he was embarrassed by the outbreak, and promised to change the company's processing facilities so that salmonella can be better identified. Julian: Where was the US government in this? Lacter: Apparently, the Department of Agriculture only requires testing for levels of salmonella at the time of slaughter - not later on, after the poultry is cut into parts. Foster Farms now says it will do retesting at that later stage. What's also interesting is that Foster Farms was not asked to recall any of its products because the chicken is considered safe as long as it's handled properly and then cooked to the right temperature, which is at least 165 degrees. That's why some supermarkets have kept carrying the brand. Julian: Can the government even order a recall? Lacter: Not in a case like this - and that's because of a court case in the 1990s involving a Texas meat producer that federal inspectors were ready to shut down due to a salmonella outbreak involving ground beef. The company sued the government, arguing that salmonella is naturally occurring, and therefore, not an adulterant subject to government regulation. And the courts agreed. Foster Farms has been using much the same argument. Julian: Why isn't there more public outrage over this? Lacter: Well, again, we go back to out of sight, out of mind. Slaughterhouses are not exactly fun places, and they're usually not well covered by the news media until something bad happens, like the Foster Farms situation. Julian: Chino comes to mind - a story we covered. Lacter: That's when an animal rights group used a hidden camera to record inhumane treatment of cattle at a meat processing plant. That company was forced into bankruptcy. Another reason coverage is spotty is because it's not always easy to trace someone's illness to a contaminated piece of meat or chicken. And, that leads to lots of misinformation. The broader issue is figuring out a way to monitor these facilities without the process becoming cost prohibitive. The Agriculture Department has been pushing a pilot program that would allow plants to speed up processing lines, and replace government inspectors with employees from the poultry companies themselves. Julian: The idea being? Lacter: The idea being to establish safeguards that can prevent problems before they get out of hand. But, this is pretty controversial stuff, and advocacy groups representing poultry workers say that processing lines need to be slowed down, not speeded up. So, you have this ongoing back and forth involving industry, government, consumer groups, and labor organizations. The study was conducted among IT professionals with a minimum of three years of experience employed in Chennai, India. Data collection was executed using a Google Form, and both measurement and structural models were examined using SPSS 25.0 and AMOS 23.0. The findings of this study reveal several significant relationships. Firstly, transformational leadership (TL) demonstrates a robust positive association with work engagement (WE). Furthermore, work engagement (WE) positively correlates substantially with innovative work behaviour (IWB). Notably, the study underscores that two crucial components of psychological capital, specifically self-efficacy and optimism, mediate the relationship between transformational leadership (TL) and work engagement (WE). These findings carry valuable implications for IT company managers. Recognising that transformational leadership positively influences both work engagement and employees' innovative work behaviour highlights the pivotal role of leaders in fostering a productive and innovative work environment within IT organisations. foster The Flipped Classroom: Two Learning Modes that Foster Two Learning Outcomes By Published On :: 2016-05-15 The study involved student teachers enrolled in early childhood teaching at a teacher training institute in Hong Kong Special Administrative Region. Seventy-four students participated in flipped classroom activities during their first semester of study. Students were told to learn from online videos related to using image editing software in their own time and pace prior to the next class. When they met in class, they were asked to apply their recently acquired editing knowledge to edit an image of their own choice related to the theme of their group project. At the end of the activity, students were asked to complete an online questionnaire. It was found that students had rated all five questions relating to generic skills highly, with self-study skills rated the highest. They particularly enjoyed the flexibility of learning on their own time and pace as a benefit of the flipped classroom. Data collected from students’ project pages show they had used average of 3.22 editing features for the theme images for their project. Most groups had inserted text followed by using the filter function. It is possible that these two functions are more noticeable than other editing functions. In conclusion, students were able to apply their self-learnt knowledge in a real-life situation and they had also developed their generic skills via the flipped classroom pedagogy. Full Article

This paper explores the effectiveness of a new pedagogy, known as FOCUSED, for postgraduate students. Background: The flipped classroom approach is a trendy blended learning pedagogy which capitalizes on the flexibility of online learning and the stimulating nature of face-to-face discussion. This article describes a pilot study involving post-graduate students who experienced the flipped classroom approach in one of their courses. Methodology: In additional to online activities, students adopted a newly learned approach to solve a related problem that was given by another group of students during classes. Quantitative data were collected from pre- and post-tests for both self-learned online materials and group discussion during classes so that the effectiveness of the flipped classroom pedagogy could be examined from the perspective of a holistic learning experience. Findings: It was found that the average scores for the post-test for the self-learned online video were much higher than for pre-test, even though the post-tests for both online and face-to-face learning were higher than the respective pre-tests. The qualitative data collected at the end of the flipped classroom activities further confirmed the value of the flipped classroom approach. Even though students could self-learn, more students valued peer interactions in the classroom more than the flexibility of online learning. Full Article

Findings: Our findings indicated that the activities involved tend to influence the successful expertise coordination in Agile teams. Self-selecting teams are essential to supporting expertise coordination by increasing inter-dependencies between Agile team members, ensuring a diverse range of knowledge and skills in teams. Recommendations for Practitioners: The self-selecting team activities can be used as a guideline for Agile software organizations in forming self-selecting teams in the fastest and most efficient way. It is vital for management to facilitate the process of self-selecting teams in order to optimize successful expertise coordination. Recommendation for Researchers: There is potential for further Grounded Theory research to explore more activities and strategies involved in self-selecting teams. Impact on Society: Self-selecting teams in Agile software developments projects tend to boost the productivity of software development. However, despite the potential benefits, there remains a gap in understanding how these initiatives impact public trust in government institutions, particularly at the local level. This study seeks to address this gap by examining the relationship between e-government service quality, individual perceptions, and public trust, providing valuable insights into the complexities of citizen-government interactions in the digital age. Methodology: Employing a quantitative approach, this study utilises surveys distributed to users of e-government services in one of the regencies in Indonesia. The sample consists of 278 individuals. Data analysis is conducted using Partial Least Squares Structural Equation Modelling, allowing for the exploration of relationships among variables and their influence on public trust. Contribution: This study provides insights into the factors influencing public trust in e-government services at the local government level, offering a nuanced understanding of the relationship between service quality, individual perceptions, and public trust. Findings: This study emphasises information quality and service quality in e-government-based public services as crucial determinants of individual perception in rural areas. Interestingly, system quality in e-government services has no influence on individual perception. In the individual perception, perceived security and privacy emerge as the strongest antecedent of public trust, highlighting the need to guarantee secure and private services for citizens in rural areas. These findings emphasise the importance of prioritising high-quality information, excellent service delivery, and robust security measures to foster and sustain public trust in e-government services. Recommendations for Practitioners: Practitioners must prioritise enhancing the quality of e-government services due to their significant impact on individual perception, leading to higher public trust. Government agencies must ensure reliability, responsiveness, and the effective fulfilment of user needs. Additionally, upholding high standards of information quality in e-government services by delivering accurate, relevant, and timely information remains crucial. Strengthening security measures through robust protocols such as data encryption and secure authentication becomes essential for protecting user data. With that in mind, the authors believe that public trust in government would escalate. Recommendation for Researchers: Researchers could investigate the relation between system quality in e-government services and individual perception in different rural settings. Longitudinal studies could also elucidate how evolving service quality, information quality, and security measures impact user satisfaction and trust over time. Comparative studies across regions or countries can reveal cultural and contextual differences in individual perceptions, identifying both universal principles and region-specific strategies for e-government platforms. Analysing user behaviour and preferences across various demographic groups can inform targeted interventions. Furthermore, examining the potential of emerging technologies such as blockchain or artificial intelligence in enhancing e-government service delivery, security, and user engagement remains an interesting topic. Impact on Society: This study’s findings have significant implications for fostering public trust in government institutions, ultimately strengthening democracy and citizen-government relations. By understanding how e-government initiatives influence public trust, policymakers can make informed decisions to improve service delivery, enhance citizen engagement, and promote transparency, thus contributing to more resilient and accountable governance structures. Future Research: Future research could opt for longitudinal studies to evaluate the long-term effects of enhancements in service quality, information quality, and security. Cross-cultural investigations can uncover universal principles and contextual differences in user experiences, supporting global e-government strategies in rural areas. Abstract: With increasing threats on biodiversity, informed conservation decisions need to be based on currently observed and future predicted trends of biodiversity (Pereira, Navarro & Martins 2012; Guisan et al. 2013). In this regard, two essential components supporting informed biodiversity conservation decisions are good monitoring data to assess recent and ongoing trends (Collen et al. 2013; Pereira et al. 2013) and robust models to anticipate possible future trends (Pereira et al. 2010a; Akcakaya et al. 2016). Models benefit from robust monitoring data sets, that is repeated observations of biodiversity, as they need data to be fitted or validated, but models can also help assess data representativeness (e.g. by highlighting any bias), support proper data collection (e.g. covering the relevant gradients) or be used to make more effective use of biodiversity observations (Guisan et al. 2006, 2013; Ferrier 2011).
