Spot Report by OSCE Special Monitoring Mission to Ukraine: Explosion in Luhansk city

On 6 August at 07:51hrs the SMM heard an explosion approximately 3.9km east of its location in Luhansk city.

The SMM went to the site from where it had heard the explosion located at the intersection of Karpynsky and Vatutyn Street in Luhansk city, 500m north-east of SMM’s accommodation. The site was cordoned off, by so-called “LPR” “police” and the SMM could assess from a distance of approximately 15-30 meters, that an explosion had likely been caused by an improvised explosive device (assessed as approximately 1kg of high explosives) placed next to or in, a lamp post about two meters away from the vehicle, which was damaged and downed, at the side of the road. The SMM saw a black sport utility vehicle “Toyota Landcruiser Prado” severely damaged with windows shattered and front and side airbags deployed.

“LPR” “police” members at the site told the SMM that there were two casualties, without giving further details. Mr Vladislav Deynego, “LPR” member, told the SMM that Mr Plotnitsky was “in a bad condition and not able to receive visitors.”  At the time of writing, the SMM could not reach personnel at either of the two hospitals in Luhansk city for confirmation.

The SMM will continue following up to confirm the information, and observe further developments.

Explosions outside Brazil's Supreme Court leave 1 dead, force justices to evacuate

SAO PAULO — Two explosions outside Brazil's Supreme Court on Wednesday killed a man and forced the justices and staff to evacuate the building in the capital of Brasilia. The court said in a statement that two very strong blasts were heard at about 7:30 p.m. local time, shortly after Wednesday's session had finished. It added that all the justices and staff left the building safely after the incident. A police statement had said earlier that an artifact exploded outside the court. Local firefighters confirmed that one man died at the scene but did not identify him. Local media reported that the second explosion occurred about 20 seconds after the first. The incident took place in Brasilia's Three Powers Plaza, where Brazil's main government buildings, including the Supreme Court, Congress and presidential palace, are located. President Luiz Inácio Lula da Silva was not in the neighboring presidential palace at the time of the blasts, spokesperson José Chrispiniano said. Police blocked all access to the area, and the presidential security bureau was conducting a sweep of the grounds around the presidential palace. Brazil's federal police force said it was investigating and did not provide a motive. The Supreme Court in recent years has become a target for threats by far-right groups and supporters of former President Jair Bolsonaro due to its crackdown on the spread of false information. Justice Alexandre de Moraes in particular has been a focus for their ire. Earlier, another explosion was heard outside Brazil's Congress, but it apparently did not cause damages.

The one thing I enjoy most about San Miguel de Allende is that you'er busy. I'm taking photographs everyday, meeting old and new friends and enjoying lots of events. There are many artist shows opening every week and then there's the special film showing and theater plays. The downside, at least for my blog readers, is the problem with actually getting down and writing a new article.


I was working on a theme and then on Friday the 2nd of March there was the 'El Señor de la Conquista' Festival in San Miguel de Allende in and around the center square called 'el Jardin'.


There were 5 different groups from local towns nearby each with their own style of dress and costumes. Withh such a display of colors and action it was not hard to keep photographing as they almost performed continuously for 10 hours. There was a small break in the afternoon as they started around 10:00am and continued until 9:00pm.



Even the people resting provided good photographic opportunities.



It's easy to see from the next photo how much these dancers enjoyed and were engrossed with their performances.



During breaks they laid their headdress on the ground.



The music playing and drums resonated over the whole town all day long and if you wanted a quiet spot you almost had to head out of town.


Great costumes and action.


Even fathers and sons participated.

San Miguel is first an historic town with stunning architecture but the festivals which almost happen every weekend during some months add that extra spice and color to your stay here.
