european union Auditing the Performing Rights Society - investigating a new European Union Collective Management Organization member audit method By www.inderscience.com Published On :: 2020-02-07T23:20:50-05:00 The European Union Rights Management Directive 2014/26/EU, provides regulatory oversight of European Union (EU) Collective Management Organizations (CMOs). However, the Directive has no provision indicating how members of EU CMOs may conduct non-financial audits of their CMO income and reporting. This paper addresses the problem of a lack of an audit method through a case study of the five writer members of the music group Duran Duran, who have been members of the UK's CMO for performing rights - the Performing Rights Society (PRS) for over 35 years. The paper argues a new audit CMO member method that can address the lacunae regarding the absence of CMO member right to audit a CMO and an applicable CMO audit method. Full Article

european union Drones and the European Union: Prospects for a Common Future By www.chathamhouse.org Published On :: Tue, 30 Jan 2018 10:56:17 +0000 Drones and the European Union: Prospects for a Common Future Research paper sysadmin 30 January 2018 The debate over the use of drones is an opportunity for states to identify elements of military practice that their publics find uncomfortable or troubling, and to explain these areas of military operations in context. — A Heron drone on the runway at the Castor military camp in Gao, Mali, on 19 May 2017. Photo: Getty Images. Summary The debate over the use of drones is an opportunity for states to identify elements of military practice that their publics find uncomfortable or troubling, and to explain these areas of military operations in context. Countries would benefit from working together to identify accountability gaps arising from fundamental elements of military cooperation, including the role of intelligence transfers in joint operations, and the distribution of responsibility for lethal actions in the context of coalition operations. Transparency in investigation procedures, as well as devoting sufficient resources towards ensuring that mistakes are identified, will improve the perception of drone use among domestic audiences. Identifying and communicating common standards and practices of mitigating complicity should be a priority for countries to ensure that they do not unwittingly become complicit in unlawful lethal operations. Although operational safety may hinder the ability of states to be completely transparent, understanding among the general public could be improved through the communication of policies and procedures regarding non-lethal assistance to partner states conducting lethal operations, both inside and outside the context of an armed conflict. 2018-02-05-drones-eu-mcdonald (PDF) Full Article

Such measures are expected to have significant economic and political consequences, threatening near or total collapse of certain sectors. By feedproxy.google.com Published On :: Wed, 12 Feb 2020 16:35:01 +0000 Members Event 26 February 2020 - 6:00pm to 7:00pm Chatham House | 10 St James's Square | London | SW1Y 4LE Event participants Anu Bradford, Author, The Brussels Effect: How the European Union Rules the World; Henry L. Moses Professor of Law and International Organization, Columbia Law SchoolCreon Butler, Research Director, Trade, Investment & New Governance Models; Director, Global Economy and Finance Programme, Chatham HouseChair: Pepijn Bergsen, Research Fellow, Europe Programme, Chatham House The European Union (EU) is increasingly looking to its regulatory capacity as a foreign policy tool. In areas such as data privacy and chemical safety, the EU’s success in setting policy standards that are replicated globally have helped cement its reputation as a norm-setting power.Despite this success, narratives of decline that focus on the EU’s internal and external challenges – including Brexit, the rise of China and growing Euroscepticism within member states – have dominated popular discussions of the bloc’s viability and authority. The speakers consider the strengths and shortcomings in the EU’s ability to exert global influence focusing particularly on its norm-setting power. Brussels’ primary motivations for setting internal standards and regulations have traditionally been to preserve and strengthen its single market. What, then, explains the attractiveness of these regulations in external markets? How will the departure of one of its largest internal economies affect the EU’s capacity to export its internal regulations globally? And to what extent could the EU benefit from diversifying its avenues of exerting global influence?
