Gov. Brown to sign Film/TV production tax credit bill in Hollywood

A moment Hollywood's been waiting a while for will take place... in Hollywood. 

A ceremony is planned for Thursday morning at the Chinese Theater where Governor Jerry Brown will sign the "California Film and Television Job Retention and Promotion Act" into law.

The bill - also known  as AB 1839 — will more than triple the funding for California's film and television production tax credit program. 

The push to expand and enhance the tax credit program has been going on for more than a year. In August of 2013, Los Angeles Mayor Eric Garcetti used the term "state of emergency" to characterize the flight of film and television production to other states and countries. Garcetti is expected to speak at the ceremony. 

Los Angeles-area Assemblymen Mike Gatto and Raul Bocanegra are also expected to be on hand. They introduced AB 1839 in February and moved it strategically through the legislature in Sacramento. While there were few vocal opponents of expanding the tax credit program, the big question was by how much. Many supporters hoped to see the annual pot raised from the current $100 million to at least $400 million, but an exact dollar amount wasn't specified until very late in the legislative process.

In April, the state Legislative Analyst's Office released its hard look at the current tax credit program, pointing out that the state is only getting back 65 cents in tax revenues for every dollar it’s spending on the film and TV subsidy.  The bill to expand the program kept moving.

California's magic number turned out to be $330 million dollars, not as high as chief rival New York State's $420 million per year, but still more than triple California's current offering. Along with the extra cash, AB 1839 also changes the way the tax credit program will be administered.   Rather than using a one-day lottery to determine which productions receive the credit, the state will measure the projects based on their potential to create jobs.   A project that overestimates that potential could be penalized.

Gov. Jerry Brown has headed to the cradle of the Hollywood film industry to sign legislation that more than triples the state's annual tax credit to $330 million a year for films and TV shows produced in California.

Brown says the increase is needed to help prevent other states and countries from hijacking film and TV production by offering their own lucrative incentives.

Brown signed the bill Thursday at the former Grauman's Chinese Theatre, where handprints and footprints of stars from the eras of Humphrey Bogart to Robert De Niro are embedded in concrete.

Under the new system, credit will be awarded based on the number of jobs a production creates and its overall positive impact on the state.

The historic cinema is now called the TCL Chinese Theatre IMAX.

From the Editor’s Desk: Slog (Premium)

We've been in Mexico City for almost seven weeks, our longest trip yet. I came here with two big items on my to-do list, both book-related: Get the Windows 11 Field Guide updated for Windows 11 version 24H2 and publish at least a preview of the new book I'm writing with my wife, Eternal Spring: Our Guide to Mexico City. And I can't say I've been successful with either, despite literally working on both projects every single day.

You've at least seen the progress I've made on the Field Guide: To date, I've published 28 chapter updates to the book since we got here, which I will admit is rather incredible. But here's what you probably don't know. Every one of those chapters includes new content, and while the amount of new content isn't always profound, some of those updates are quite good from a new material perspective.

Here's one example. I'm particularly happy with the work I've done with local accounts over the past few weeks. This involved resetting several of the PCs I have here, starting over from scratch with local account-only configurations to determine whether doing this will alleviate some of the enshittification in Windows 11, most notably the forced OneDrive Folder backup behavior. Most recently--two days ago, I guess, I reset my Surface Laptop 7, too, and am now using it this way. And ... so far, so good.

But even if this work doesn't "solve" the OneDrive Folder backup problem--and it kind of doesn't, since you could easily screw it up in any number of ways, for example by running a backup with Windows Backup--this was a good experience for me. It helped me dramatically expand the Local accounts and Device encryption chapters in the book, and I now fully understand what it means when Microsoft says that it "enables" device encryption by default in 24H2: This is both a dramatic change from before and no change at all, depending on how you configure the PC. (I'm working on an update to the Windows backup chapter now as a result.)

These book updates remind me of the security rabbit hole I went down at the end of 23H2: Microsoft had added passkey "management" support in Windows 11 version 23H2 and in trying to figure out what that meant, I learned a lot. One, the passkey management capabilities in Windows 11 are a joke. Two, passkey support in the Microsoft account is even more of a joke (is, in fact, half-assed). Three, that both of these things are getting better, though both have a long way to go. Four, that Microsoft had long ago based its support for online account sign-ins and Windows Hello on the FIDO-based foundations of passkeys, and now that passkeys are "real," it is making Windows 11 fully compliant with that as passkeys get portable. And there's more, but whatever. All I wanted to do was write a short new chapter for the book and I ended up learning more than I ever wanted to about online account security. It was worth it.

Hello, Editorially

I’ve always sucked at writing.

Not the words, mind you: those usually come easily. (When I remember to sit down and write them, that is; hellooooooo, sad and neglected blog.) It’s more the process of the thing, I guess. It’s a struggle for me to get ideas down quickly; I get intimidated by the promise of that final draft, of shipping, so I often feel every word needs to be perfect as soon as it’s typed.

(No, I’m not going to tell you how long it took to write this fucking blog entry.)

Anyway. So, yes: writing’s hard. But I’m learning how to make it easier. And, alongside a few friends, I’m working on something that might make it easier for you, too.

Last year, I had a long conversation with Mandy. She talked about this idea she had: an idea for a tool that would facilitate conversation, discussion, and, most importantly, iteration during the writing process. Not just an application, actually: more a set of features to support a workflow, one that would, if done right, make writing not just easier, but better.

She and Jason had already sketched out how it might work. Soon after, David joined our merry band, and turned our responsive prototypes a living, breathing application. And Rob joined our team recently, and has been, as Mandy said, effortlessly solving problems we once thought impossible.

I am beyond honored to be a small part of this team, and I can’t wait to show you what we’ve been working on. We call it Editorially, and you can read more about it on our first blog entry.
