This project aims to identify factors which contribute to effective, child focussed, SMART plans for children by getting the views of social workers who work in child protection and those who chair child protection case conferences. It will consider ways of working in a more inclusive, collaborative way with children and their families, as well as ways to work more effectively in partnership with other agencies. It will also consider whether the Signs of Safety approach to child protection has a role to play in making plans more effective. The project is an IRISS project in partnership with East Lothian Council and is supported by WithScotland and Social Work Scotland. It is anticipated that the final report will assist with further development of positive outcomes for children and young people across Scotland.

Trends in Child Protection and Out-of-Home Care

Over the past decade, child welfare has focused on permanency for children through policy changes intended to reduce OOH placements. Yet little is known about recent trends in child maltreatment or children in OOH care.

Despite increased maltreatment investigations from 2000 through 2010, the population of children in OOH placements declined, while experiencing greater prior trauma and current emotional disturbance. These changes may have resulted in a smaller but more complex OOH population. (Read the full article)

The Law Library of Congress is proud to present the report, Child Protection Law and Policy.

This report includes surveys of 16 foreign jurisdictions on laws and policies on protecting children from abuse and neglect. The introductory summary briefly describes domestic U.S. federal law before turning to a comparative analysis of foreign law. The individual country surveys in this report describe the law of each jurisdiction on protecting children from abuse and neglect. They also describe practices respecting data gathering and the publication of statistics, as applicable in each country.
