A spirited Plenary Session on Wednesday, June 21, will be held town hall-style, featuring some of the most recognizable names in safety. They will focus on the controversial topic of behavior-based safety (BBS) to understand the human side of safety performance improvement in a time of political transition and de-regulation.

Behavior-based safety has been practiced since the Ford Motor Company used it to increase seat belt usage in 1970s. Controversy has dogged it ever since, especially in the 1980s and 1990s when the BBS bandwagon attracted a small army of consultants.

What Are You ? With Dr. Eve Tibbs

Dr. Eve (Paraskevè) Tibbs, an Affiliate Assistant Professor of Theology at Fuller Theological Seminary, will join me to discuss her valuable book and help us all learn more about Orthodox Christianity as we seek answers to our most critical questions.

The limiting distribution of the Gibbs sampler for the intrinsic conditional autoregressive model

Abstract:
We study the limiting behavior of the one-at-a-time Gibbs sampler for the intrinsic conditional autoregressive model with centering on the fly. The intrinsic conditional autoregressive model is widely used as a prior for random effects in hierarchical models for spatial modeling. This model is defined by full conditional distributions that imply an improper joint “density” with a multivariate Gaussian kernel and a singular precision matrix. To guarantee propriety of the posterior distribution, usually at the end of each iteration of the Gibbs sampler the random effects are centered to sum to zero in what is widely known as centering on the fly. While this works well in practice, this informal computational way to recenter the random effects obscures their implied prior distribution and prevents the development of formal Bayesian procedures. Here we show that the implied prior distribution, that is, the limiting distribution of the one-at-a-time Gibbs sampler for the intrinsic conditional autoregressive model with centering on the fly is a singular Gaussian distribution with a covariance matrix that is the Moore–Penrose inverse of the precision matrix. This result has important implications for the development of formal Bayesian procedures such as reference priors and Bayes-factor-based model selection for spatial models.

We present a perfect sampling algorithm for Gibbs point processes, based on the partial rejection sampling of Guo, Jerrum and Liu (In STOC’17 – Proceedings of the 49th Annual ACM SIGACT Symposium on Theory of Computing (2017) 342–355 ACM). Our particular focus is on pairwise interaction processes, penetrable spheres mixture models and area-interaction processes, with a finite interaction range. For an interaction range $2r$ of the target process, the proposed algorithm can generate a perfect sample with $O(log(1/r))$ expected running time complexity, provided that the intensity of the points is not too high and $Theta(1/r^{d})$ parallel processor units are available.

The coronavirus pandemic has revealed a lot about British society – the fragility of the economy, the insecure situation so many workers find themselves in – but it has also shone a light on the state itself. Many comparisons have been made between the current mobilisation of state resources and the second world war. But while that crisis involved a ramping up of public sector capacity, this one is being managed by a state that believes itself to be utterly dependent on the private sector.

First, there are the outsourcing giants, shadowy corporations who have been handed numerous contracts over the past 20 years. Matt Hancock has put Serco in charge of the phonelines for contact tracing, a vital part of the government’s public health strategy. This is a company that mismanaged data at a GP surgery, and failed to train staff properly for a breast cancer hotline service. Along with G4S, it claimed money from the government for tracking prisoners who were later found to be dead.

Admitted Associate of New England La Cosa Nostra Sentenced to Prison for Participation in Hobbs Act Extortion Conspiracy

Albino “Albie” Folcarelli, 54, of Johnston, R.I., an admitted associate of the New England La Cosa Nostra (NELCN), was sentenced in U.S. District Court in Providence, R.I., today to serve 84 months in federal prison for his participation in an extortion conspiracy to extort $25,000 from a Rhode Island individual by using implied threats of violence, including visits to the individual’s place of employment and home.
