The reelection of Rosario Piedra Ibarra in a party-line Senate vote appeared to be another example of the ruling Morena party's attempts to weaken independent oversight bodies. Morena has proposed eliminating a host of other oversight, transparency and freedom-of-information agencies, claiming they cost too much to run. Mexico's civic and nonprofit rights groups have been almost unanimous in their criticism of Piedra's reelection. "This is an undeserved prize for a career marked by inaction, the loss of independence and the weakening of the institution," the Miguel Agustin Pro Juarez human rights center wrote on social media. Piedra is a committed supporter of former President Andres Manuel Lopez Obrador, who left office on September 30. She once affirmed that none of the deaths caused by the armed forces under his administration were illegal or unjustified, and she shared the former president's delight in attacking and criticizing other independent human rights groups. Commission issues few recommendations Since her first election in 2019, Piedra has done little to investigate allegations of massacres or extrajudicial killings by soldiers and members of the militarized National Guard, to whom Lopez Obrador gave sweeping powers. Despite receiving over 1,800 citizen complaints against the armed forces between 2020 and 2023, her commission issued only 39 recommendations, and most of the few military cases her commission did follow up on involved abuses committed under previous administrations. The rights commission has the power to make non-binding recommendations to government agencies. If they do not agree to follow the recommendations, they are at least required by law to explain why. Piedra has almost exclusively focused the commission's work on issuing recommendations in cases where people have not received proper health care at government-run hospitals. Those recommendations accomplish little, because they don't address the underlying problem of underfunded, poorly equipped hospitals forced to handle too many patients. At times Piedra acted as if human rights violations no longer existed under Lopez Obrador. In 2019, she expressed disbelief when asked about the killing of journalists, despite the fact that almost a dozen were killed in Lopez Obrador's first year in office. "Are they killing journalists?" she said with an expression of disbelief. 'Her actions appear to support impunity ' Piedra comes from a well-known activist family: Her mother founded one of Mexico's first groups to demand answers for families whose relatives had been abducted and disappeared by the government in the 1960s and '70s. But even her mother's group, the Eureka Committee, did not support Piedra's reelection. "Her actions appear to support impunity for the perpetrators of governmental terrorism, and the government's line of obedience and forgetting" rights abuses, the committee wrote in a statement. Piedra broke with two important traditions: she was a member of the ruling party up until she was elected to her first term in 2019. The job has usually gone to nonpartisan human rights experts. And she has openly endorsed and supported government policies and actions. Previous heads of the commission had a more critical relationship with the government. Piedra also failed to make the final cut for candidates for the post this year in a congressional examination of their qualifications, but was put on the ballot anyway. That's important because similar evaluation committees will decide who gets on the ballot in judicial reforms that make federal judges stand for election next year. Activists worry that the same kind of favoritism will come into play in the election of judges. "This decision comes after a selection process in which she (Piedra) wasn't found to be the most qualified," a coalition of rights groups said in a statement. "That reveals the political, partisan considerations that put her onto the ballot." She also apparently falsified a letter of recommendation; a bishop and human rights activist said a letter she presented to support her reelection had not been signed by him. Piedra will serve under new President Claudia Sheinbaum, another devoted follower of Lopez Obrador, who took office October 1. On Sheinbaum's first day in office, the army killed six migrants near the Guatemalan border; 10 days later, soldiers and National Guard killed three bystanders in the northern border city of Nuevo Laredo while chasing suspects. Sheinbaum's third week in office was capped by the killing of a crusading Catholic priest who had been threatened by gangs, and a lopsided encounter in northern Sinaloa state in which soldiers killed 19 drug cartel suspects, but suffered not a scratch themselves. That awakened memories of past human rights abuses, like a 2014 incident in which soldiers killed about a dozen cartel suspects after they had surrendered. The purportedly leftist government has been quick to criticize human rights groups and activists who expose abuses. In June, an outspoken volunteer advocate for missing people found an apparent body dumping ground with human remains in Mexico City, embarrassing ruling party officials who had done little to look for such clandestine grave sites. agency MOOC Appropriation and Agency in Face-to-Face Learning Communities By Published On :: 2023-05-03 Aim/Purpose: The emergence of massive open online courses (MOOCs) has fostered the creation of co-located learning communities; however, there is limited research on the types of interactions unfolding in these spaces. Background: This study explores Peer 2 Peer University’s Learning Circles, a project that allows individuals to take MOOCs together at the library. I investigated the patterns that emerged from the interactions between facilitators, learners, course materials, and digital media in the pilot round of these Learning Circles. Methodology: This study employs an ethnography of hybrid spaces (online/offline participant observations, in-depth interviews, and artifact collection) of face-to-face study groups taking place at library branches in a Midwest metropolitan area. Data analysis employs the constant comparison method. Contribution: Interactions taking place in the Learning Circles increased individuals’ agency as learners and subverted the MOOC model through processes of technological appropriation. Findings: The findings reveal that interactions within Learning Circles created a dynamic negotiation of roles, produced tension points, enabled a distributed model of knowledge, and structured study routines. The pilot round of Learning Circles attracted diverse participants beyond the typical digitally literate MOOC student. Many of them had no previous experience taking online courses and, in some cases, no Internet connection at home. This paper argues that Learning Circles favored the appropriation of artifacts (technologies) and increased participants’ agency as learners in the Internet age. Recommendations for Practitioners: Practitioners can use the Learning Circles model to benefit disenfranchised individuals by providing them with access to materials resources and a network of peers that can help increase their agency as learners. Recommendation for Researchers: This study suggests that it is fundamental to pay attention to learning initiatives that are unfolding outside the scope of traditional and formal education. Impact on Society: Open educational resources and public libraries are opening new pathways for learning beyond traditional higher education institutions. Future Research: Future research can explore how the learning circles are adapted in cultural contexts outside the United States. Full Article

Background: Public procurement agencies are increasingly relying on external consultants for the design of construction projects. Consultant selection can be based on either competitive bidding, or quality-based criteria, or some combination between these two approaches. Methodology: Different sources of information were reviewed: internal documents, and quantitative data from the enterprise software platform (ERP). In addition, informal and unstructured interviews were conducted with relevant officials. Contribution: As there are mixed opinions in the scientific literature regarding the use of competitive bidding for the selection of consultants in the A/E industry, this paper contributes a detailed review of a transition to a competitive selection method and provides a financial and qualitative comparison between the two methods. In addition, the method implemented is novel, as it delegates most of the responsibility of hiring and managing consultants to one main contractor. Findings: While the new selection method was intended to reduce bureaucratic overload, it has unexpectedly also succeeded to reduce costs as well. Recommendations for Practitioners: It may be more efficient and profitable to adopt the selection method described in this study. Recommendation for Researchers: Similar methods can be applied to other industries successfully. Impact on Society: Our method was applied in a public organization and resulted in a better outcome, both financial and managerial. Adopting this approach can benefit public budgets. Future Research: The selection, data storage, and analysis methods are interrelated components. Future analysis of these components can help better shape the consultant selection process. agency Case Study of a Complex Informing System: Joint Interagency Field Experimentation (JIFX) By Published On :: 2015-08-02 The Joint Interagency Field Experimentation (JIFX) event, organized by the Naval Postgraduate School (NPS), is conducted 3-4 times a year at various locations. The four day event can be characterized as an informing system specifically designed to facilitate structured and unstructured communications between a variety of parties—e.g., software developers, inventors, military and civilian users of various technologies, academics, and agencies responsible for identifying and procuring technology solutions—that frequently are constrained in their informing activities in more restrictive venues. Over the course of the event, participants may observe technology demonstrations, obtain feedback from potential users, acquire new ideas about their technologies might be employed and, perhaps most significantly, engage in ad hoc collaborations with other participants. The present paper describes an exploratory case research study that was conducted over a one year period and involved both direct observation of the event and follow-up interviews with 49 past participants in the event. The goal of the research was to assess the nature of participant-impact resulting from attending JIFX and to consider the consistency of the findings with the predictions of various theoretical frameworks used in informing science. The results suggest that participants perceived that the event provided significant value from three principal sources: discovery, interaction with potential clients (users) of the technologies involved, and networking with other participants. These findings were largely consistent with what could be expected from informing under conditions of high complexity; because value generally derives from combinations of attributes rather than from the sum of individual attributes, we would expect that overall value from informing activities will be perceived even though estimates of the incremental value of that informing cannot be made. In this paper, we review the concept of social welfare, suggesting that regardless of discipline, social welfare is defined as a multi-dimensional phenomenon. We then review the literature on the corporate objective within a market economy, where the dominant view is that of a single-objective function. Analyzing this view, we argue for a multi-dimensional objective for organizations in order to meet social welfare objectives: where decision making within a market economy better utilizes the benefits of markets. We suggest that improvements in social welfare are possible where markets are better-enabled to operate among stakeholders unconstrained by some single-valued objective. In doing so, we respond to the critics of stakeholder theory who argue that it is an untenable theory due to its inability to specify how stakeholder objectives are to be prioritized. Full Article

It is widely recognized that in-situ observations available on biological diversity are very scarce for most of the Earth’s ecosystems and are often insufficient for determining precisely the global status and trends of biodiversity worldwide. There are multiple cases where remote sensing is often the only instrument that can offer large scale monitoring, as for example in highly variable ecosystems such as wetlands or in remote areas that can hardly be monitored by field campaigns. The recent and future evolution of the portfolio of EO satellites offers huge potential for increasing the use of EO products into biodiversity monitoring systems. The lack of data continuity has always been a barrier for the biodiversity community to invest in EO technology. A commitment from Space Agencies to provide sustained observations on the long term is a strong incentive for the biodiversity community to invest in Space. The Sentinel series of the European Copernicus program, together with the freely available data from other space agencies such as the Landsat family of the US Geological Survey, will bring unprecedented long-term continuity of observations for the biodiversity community. In that context, free and open data policy to taxpayer-funded satellite remote sensing imagery is becoming a "de facto" standard amongst Space Agencies and a unique opportunity for the biodiversity community to use widely EO products to monitor biodiversity trends. 2) How is the ESA involved with the aims of EU BON, where do the two initiatives intersect? ESA and many other Space Agencies are becoming more and more committed in helping the biodiversity community at large, in improving their capacity to use remote sensing data for monitoring biodiversity trends. First there is a coordinated action from all Space Agencies through the Committee on Earth Observation Satellites (CEOS) and its involvement in the Group of Earth Observation (GEO). The GEO is a voluntary partnership of governments and international organizations who engaged jointly in developing a comprehensive, coordinated and sustained system of observations of the Earth with the ultimate objective to enhance scientifically-sound decision making. Biodiversity is one of the primary societal benefit areas of GEO and is addressed by the GEO Biodiversity Observation Network (GEO BON). CEOS is actively involved in GEO BON, principally through the participation to its steering committee of the European, US and German Space Agencies, namely ESA, NASA and DLR. Since EU BON is the principal European contribution to GEO BON, and has, amongst its objectives, the aim to integrate biodiversity data from ground observations to remote sensing information, ESA is directly concerned by the EU BON development in using remote sensing for terrestrial, freshwater and marine realms. Second, ESA has its own EO application development programs, and funds a wide range of Research & Development projects for biodiversity and ecosystem services. In that context, ESA has established close relationships with the European Environment Agency (EEA) but also with the secretariats and scientific bodies of major Multilateral Environmental Agreements (MEA) such as the Convention on Biological Diversity (CBD) and the Ramsar Convention on wetlands. The findings of the ESA-funded EO projects on biodiversity and ecosystem services are highly relevant to EU BON. It is therefore expected that the ESA and EU BON activities in relation to the use of RS for biodiversity monitoring will offer some convergence of evidence showcases for the whole biodiversity community. 3) How do you see the future of collaboration with EU BON? The high potential for satellite Earth Observations to support biodiversity monitoring is growing but is yet to be fully realised. The recent efforts of GEO BON, supported by the GEO Plenary and the CBD Conference of the Parties, to define a set of minimum essential observational requirements to monitor biodiversity trends will give considerable impetus for space agencies and for the remote sensing community to focus their work on a small set of well defined EO products that will serve the needs of the biodiversity community at large. In that context ESA is firmly engaged in supporting the development of these emerging Essential Biodiversity Variables (EBVs). Projects are expected to contributed to various international efforts, and CliC and the Cryosphere in a Changing Climate Grand Challenge are specifically mentioned. The DUE INNOVATOR III will consist in a suite of up to 12 projects of maximum two year time duration and of value up to 200 K euro each. The DUE INNOVATOR III projects will give to the end-users, industry and research communities the opportunity to develop and demonstrate innovative Earth Observation (EO) services and products using existing ESA, ESA third-party mission and other EO datasets. These original projects, if successful, may constitute future large scale activities within the Agency's Data User Element (DUE) programme. The DUE INNOVATOR III application areas and service themes are open, but require a targeted end-user community that will directly benefit from these new services and products. At least one end-user entity shall be actively involved in each DUE INNOVATOR III project and will be responsible for providing the detailed service and product requirements, as well as support the interpretation and validation of the service products, and assess the adequacy of and benefits of the service. Each project will be carried out up to 24 months and will consist of three phases: - Specification and demonstration; - Implementation and validation; - Evaluation and evolution scenario. EO topics already covered by past or ongoing projects within the ESA DUP/DUE, EOMD, GSE, EU Framework Programmes or National programmes will not be considered for funding. Spanish Tenderers are advised that although Spain is participating in EOEP-4, its contribution is already earmarked for specific elements in EOEP-4 aiming at ensuring continuity with activities stemming from the previous period. Therefore, for this ITT, entities which have their registered office in Spain are not entitled to take part in a bidding consortium, either as Prime Contract or as subcontractor. Full Article News
