  日本国際児童図書評議会（JBBY）は、国際児童図書評議会（IBBY）の日本支部として1974年に誕生し、2024年で50周年を迎えた。本稿では、主にJBBYの概要とその主な活動等を紹介する。

●IBBYとは

  IBBYは、第二次世界大戦後の1946年に、荒廃したドイツで、イエラ・レップマン（Jella Lepman）が世界に呼びかけて集めたミュンヘンでの子どもの本の展覧会に端を発する。その後、「本を通して国際理解を深め、子どもの本で平和な世界を」をモットーに1953年にスイス・チューリッヒで発足し、2024年現在、84の国と地域が加盟している。

Jeff Meyerson talks with Frances Perry about Apache Beam, a unified batch and stream processing model. Topics include a history of batch and stream processing, from MapReduce to the Lambda Architecture to the more recent Dataflow model, originally defined in a Google paper. Dataflow overcomes the problem of event time skew by using watermarks and other methods discussed between Jeff and Frances. Apache Beam defines a way for users to define their pipelines in a way that is agnostic of the underlying execution engine, similar to how SQL provides a unified language for databases. This seeks to solve the churn and repeated work that has occurred in the rapidly evolving stream processing ecosystem.

राजधानी और आसपास कोरोना के नए मरीज फिर आने लगे हैं। रायपुर एम्स में मंगलवार को आधी रात तक 23 मरीज भर्ती हैं। कटघोरा संकट में एक साथ इतने मरीज भर्ती नहीं हुए। माना जा रहा है कि कोरोना जांच, मरीजों और संपर्क में आए लोगों की निगरानी (क्वारेंटाइन) और इलाज की अग्निपरीक्षा अब होगी। इन मुद्दों की पड़ताल करती भास्कर टीम की यह रिपोर्ट

कोरोना जांच छह में से केवल चार लैब में इसलिए वेटिंग की लाइन में 965 सैंपल

प्रदेश में कोरोना टेस्टिंग के लिए छह लैब है, लेकिन केवल चार में जांच होने से वेटिंग बढ़ रही है। सोमवार को 935 सैंपल की रिपोर्ट आई थी, पिछले एक हफ्ते से यह आंकड़ा रोजाना औसतन 900 रिपोर्ट के आसपास है, लेकिन मंगलवार को केवल 517 सैंपलों की रिपोर्ट आई। यही वजह है कि बुधवार के लिए लंबित सैंपलों की संख्या 965 हो गई। इनमें से एम्स में 366, नेहरू मेडिकल कॉलेज रायपुर में 42 व जगदलपुर में 518 व रायगढ़ में 39 सैंपलों की रिपोर्ट पेंडिंग है।
प्रदेश में पहले से एम्स, नेहरू मेडिकल कॉलेज रायपुर व सरकारी मेडिकल कॉलेज जगदलपुर में कोरोना की जांच हो रही है। हाल ही में मेडिकल कॉलेज रायगढ़, टीबी रिसर्च सेंटर लालपुर को जांच के लिए अनुमति मिली है। एक निजी लैब एसआरएल को माहभर पहले ही अनुमति मिल गई थी, लेकिन लॉकडाउन के कारण वहां जांच ही शुरू नहीं हो पाई है। मेडिकल बुलेटिन के अनुसार टीबी रिसर्च सेंटर लालपुर में एक भी जांच नहीं हुई है। रायगढ़ में ट्रायल के बाद सोमवार को जांच शुरू हुई। मंगलवार को जांच की संख्या में अचानक कमी क्यों आ गई, इस पर प्रबंधन कुछ भी बोलने से इनकार कर रहा है। विशेषज्ञों के अनुसार जांच की संख्या बढ़ाने की जरूरत है। ताकि रिपोर्ट जल्दी आ सके और मरीजों की पहचान हो सके। एम्स में अब तक 13594, नेहरू मेडिकल कॉलेज में 4287 व जगदलपुर में 3312 व रायगढ़ में 130 सैंपलों की जांच हो चुकी है। प्रदेश में अब तक 21323 सैंपलों में 20300 की रिपोर्ट नेगेटिव रही है।

अभी तक किसी की मौत नहीं हुई है। सबसे ज्यादा मरीज कोरबा जिले में 28, दुर्ग में नौ, रायपुर में सात, कवर्धा में छह, सूरजपुर में छह, काेरिया में दो, बिलासपुर व राजनांदगांव में एक-एक मरीज मिला है। इनमें 36 मरीज स्वस्थ हो चुके हैं। 17896 लोग होम क्वारेंटाइन में है। जबकि सरकारी क्वारेंटाइन में 566 लोगों को रखा गया है। ये दूसरे राज्यों से आए मजदूर हैं या जो कोरोना से स्वस्थ हो चुके हैं, वो लोग हैं।

सवा लाख श्रमिक लौटेंगे, प्रदेश मेंसिर्फ 2720 क्वारेंटाइन क्षमता

प्रदेश के करीब सवा लाख मजदूरों की वापसी इसी हफ्ते शुरू होने लगेगी और 15 मई तक पूरी हो जाएगी। इनमें रायपुर जिले के ही 1557 श्रमिक हैं। रायपुर में आधा दर्जन क्वारेंटाइन सेंटर में पूरी क्षमता के साथ बमुश्किल 500 लोगों को ही रखा जा सकता है। जबकि राजधानी और प्रदेश में मिलाकर अब तक क्वारेंटाइन की जो क्षमता विकसित की गई है, वह केवल 2720 लोगों की ही है। विशेषज्ञों का मानना है कि एक हफ्ते में करीब सवा लाख लोगों के क्वारेंटाइन के पुख्ता इंतजाम मुश्किल हैं। यही नहीं, उतनी ही संख्या में टेस्ट किट की जरूरत भी पड़ने वाली है। सरकारी सूत्रों के मुताबिक अभी प्रदेशभर में लैब वाली केवल 15 हजार किट ही हैं, जिनसे कोरोना की पुष्टि हो रही है। रैपिड टेस्ट किट 70 हजार हैं, लेकिन कोरोना पाजिटिव निकला तो लैब वाली किट (आरटीपीसीआर) से जांच करनी ही होगी।
भास्कर को विशेषज्ञों ने बताया कि राजधानी समेत प्रदेश में श्रमिकों के जत्थों को जहां भी ले जाया जाएगा, क्वारेंटाइन करने से पहले सभीके स्वाब की जांच कराई जाएगी। सभी मजदूरों को क्वारेंटाइन सेंटर में रखना इसलिए जरूरी है, क्योंकि वे संक्रमित राज्यों से लौटेंगे। रायपुर के मरीजों काे कहां रखा जाएगा, यह तय नहीं है। क्वारेंटाइन सेंटर में पुलिस जवानों के साथ दूसरे स्टाफ की भी निगरानी के लिए जरूरत पड़ेगी। यह व्यवस्था भी आसान नहीं है। स्वास्थ्य सचिव निहारिका बारीक ने मजदूरों के लिए गांवाें के बाहर क्वारेंटाइन सेंटर बनाए जाने की बात कही है।
उन्होंने जरूरी व्यवस्था के लिए पंचायत व ग्रामीण विकास विभाग के प्रमुख सचिव को पत्र लिखा है। क्वारेंटाइन सेंटर में प्रवासी मजदूरों की जांच, आवास, भोजन, स्नान, शौचालय, साफ-सफाई, बेरिकेडिंग की व्यवस्था की जानी है। सूत्रों के मुताबिक यह बड़ा अभियान है, जिसके लिए बड़े सिस्टम को अभी से ऑन करने की जरूरत है, वर्ना ऐन वक्त पर समस्याएं आसकती हैं। गौरतलब है कि प्रदेश में जम्मू-कश्मीर से 24090 श्रमिक, महाराष्ट्र 18704, उत्तरप्रदेश 13172, तेलंगाना 12730, गुजरात 8071, कर्नाटक 3279, तमिलनाडु 2963, मध्यप्रदेश 2840, आंध्रप्रदेश 2392, हरियाणा 2008, दिल्ली 1967 और हिमाचल से 1665 श्रमिक 15 मई से पहले यहां पहुंचने की संभावना है।

JSJ 272: Functional Programming and ClojureScript with Eric Normand

This episode of JavaScript Jabber features panelists Aimee Knight and Charles Max Wood. Special guest Eric Normand is here to talk about functional programming and ClojureScript. Tune in to learn more!

[00:1:14] Introduction to Eric Normand

Eric works for purelyfunctional.tv. The main target market for his company is those people who want to transition into functional programming from their current job. He offers them support, shows them where to find jobs, and gives them the skills they need to do well.

[00:02:22] Address that quickly

Functional programming is used at big companies such as Wal-Mart, Amazon, EBay, Paypal, and banks. They all have Clojure but it is not used at the scale of Java or Ruby.

So yes, people are using it and it is influencing the mainstream programming industry.

[00:3:48] How do you build an application?

A common question Eric gets is, “How do I structure my application?” People are used to using frameworks. Most start from an existing app. People want a process to figure out how to take a set of features and turn it into code. Most that get into functional programming have development experience. The attitude in functional programming is that they do not want a framework. Clojure needs to be more beginner friendly. His talk is a four-step process on how to turn into code.

[00:05:56] Can you expand on that a little?

There are four steps to the process of structuring an application.

1. Develop a metaphor for what you are trying to do. Developing the first implementation. How would you build it if you didn’t have code?
2. Develop the operations. What are their properties? Example: will have to sort records chronological.
3. Develop relationships between the operations.
4. Run tests and refactor the program. Once you have that, you can write the prototype.

[00:13:13] Why can’t you always make the code better?

Rules can’t be refactored into new concepts. They have to be thrown away and started completely over. The most important step is to think before beginning to write code. It may be the hardest part of the process, but it will make the implementation easier.

[00:17:20] What are your thoughts on when people take it too far and it makes the code harder to read?

He personally has written many bad abstractions. Writing bad things is how you get better as a programmer. The ones that go too far are the ones that don’t have any basis or are making something new up. They are trying to be too big and use no math to back up their code.

[00:20:05] Is the hammock time when you decide if you want to make something abstract or should you wait until you see patterns develop?

He thinks people should think about it before, although always be making experiments that do not touch production.

[00:23:33] Is there a trade off between using ClojureScript and functional JavaScript?

In terms of functional programming in JavaScript don’t have some of the niceties that there are in Clojure script. Clojure Script has a large standard library. JavaScript is not as well polished for functional programming; it is a lot of work to do functional programming it and not as much support.

[00:27:00:] Dave Thomas believes that the future of software is functional programming. Do you agree?

Eric thinks that it seems optimistic. He doesn’t see functional programming take over the world but does think that it has a lot to teach. The main reason to learn functional programming is to have more tools in your toolbox.

[00:31:40] If this is a better way to solve these problems, why aren’t people using it?

There is a prejudice against functional programming. When Eric was first getting into it, people would ask why he was wasting his time. Believes that people are jaded. Functional programming feels foreign because people are used to a familiar way of programming; they usually start with a language and get comfortable.

[00:40:58] If people want to get started with it, is there an easy way in?

Lodash is great to start replacing for loops. It will clean up code. There are other languages that compile to JavaScript. For example, Elm is getting a lot of attention right now. It is a Haskell like syntax. If you want more of a heavyweight language, use TypeScript or PureScript. ClojureScript is into live programming. You are able to type, save, and see results of the code immediately on the screen in front of you.
