OSCE Project Co-ordinator lights up central Tashkent with 20 solar-powered street lamps

TASHKENT, 29 July 2016 - A central area of Tashkent is to be lit by 20 autonomous street light systems fully powered by solar energy as part of a pilot project officially launched today by the OSCE Project Co-ordinator in Uzbekistan.

The Co-ordinator is supporting the host country in the area of green economy policies, including the analysis of costs and benefits in using environmentally-friendly and sustainable systems in street lighting and urban planning.

Senior Project Officer at the OSCE Project Co-ordinator Hans-Ullrich Ihm said that urban street lighting powered by solar energy is one of many possibilities that contribute to preserving our environment by reducing the consumption of fossil fuel and emissions. He added that the Project Co-ordinator strives to support the government in implementing policies advocating for such technologies.

OSCE Project Co-ordinator in Ukraine supports gender mainstreaming in judicial reform

Equal access to justice for women and men was the focus of an OSCE-supported forum on 9 June 2016 in Kyiv, which brought together over 80 representatives of the national justice system, legislative and executive authorities, the Ombudsman Office, regional and international organizations and NGOs.

The OSCE Project Co-ordinator in Ukraine organized the forum jointly with USAID’s Fair Justice project and the National Judicial Institute of Canada.

The participants discussed common barriers to access of women and men to justice, such as discriminatory laws, social and cultural patterns, gender bias in the justice system and lack of financial and other resources, and outlined the measures needed to gather gender- disaggregated statistical data in the judiciary. They also exchanged experiences and presented good practices for promoting equal access of women and men to justice and enhancing networking and partnerships among judiciary and civil society, and developed recommendations for improving gender mainstreaming in judicial reform.

During the forum, the OSCE Project Co-ordinator presented its new publication ‘Gender in Justice’, which provides recommendations for judges and lawyers on the implementation of gender equality in their work. The publication is based on the findings of a survey conducted among 400 judges and lawyers designed to uncover existing behavioural prejudices in their professional environment.

The event was organized as part of the OSCE Project Co-ordinator’s project on  safeguarding human rights through courts, implemented with financial support from the Government of Canada.

OSCE Project Co-ordinator in Ukraine supports dialogue on protection of property in time of conflict

The OSCE Project Co-ordinator in Ukraine and the Supreme Court of Ukraine organized on 10 June 2016 in Kyiv a joint roundtable discussion on protection of property in times of conflict, bringing together over 60 representatives of Ukrainian legislative and executive powers, leading judicial and law schools, as well as judges and international and local experts.

The participants discussed the guarantees of exercising the right to property and the mechanisms of its protection under special circumstances, such as armed conflict, occupation, annexation of territories and anti-terrorist operations. They identified mechanisms of protection, which would be efficient in terms of practical implementation and useful for judicial practice, and produced recommendations to keep up with international standards in this field.

The participants shared visions about international standards and the European Court of Human Rights (ECtHR) case law regarding the protection of the right to peaceful enjoyment of possessions, and reviewed the experience of other states which faced similar circumstances, such as Bosnia and Herzegovina, Croatia, Georgia and Moldova. They also discussed problems of the judicial settlement of disputes related to the protection of property rights of individuals and legal entities in the conflict zone.

The event is part of the OSCE Project Co-ordinator’s project on safeguarding human rights through courts, which is implemented with financial support from the Government of Canada. The project also addresses the problem of property rights protection through development and piloting specialized courses for judges on the application of the ECtHR case law in the context of Article 1 of Protocol 1 to the European Convention on Human Rights.

The Dniester River delta, located on the territories of both Ukraine and Moldova, is a powerful, complex and fragile ecosystem with invaluable biodiversity. However, it poses a risk of extreme flooding as well as water scarcity for people.

“Following days of extremely heavy rains in July 2008, a severe flood hit the Dniester River area with devastating consequences for thousands of households and infrastructure in both Ukraine and Moldova,” says Viktoriya Boyko, Head of the Hydrological Forecasts Department of the Ukrainian Hydro-meteorological Centre.“It led to human casualties and huge economic damage in both countries. It was devastating.”

Boyko noted that in a changing climate, floods on the Dniester are expected to become more frequent and more intense. “It is critical that in the future, the disastrous consequences of floods be mitigated.”

Flooding threats

In the past, mainly structural solutions such as the construction of dams were used to mitigate flood risk. Those measures had high financial and environmental costs, and could lead to catastrophe in case of failure.

Today, new ecosystem-based approaches can mitigate floods by spreading water away from populated areas, and by slowing the flood’s volume and speed. “Ecosystem-based approaches to mitigating the risks of floods and water deficits have huge untapped potential for application in the Dniester river basin,” says Alexei Andreev, Head of the BIOTICA Ecological Society. “There is a clear need to learn more about their use,”

OSCE engagement

In spring 2016, the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) with the support of the OSCE Project Co-ordinator in Ukraine, and funding from the Austrian Development Cooperation, the European Union’s Instrument for Stability and the Government of Switzerland, conducted a pilot restoration project of a small watercourse connecting the Dniester floodplain and the main course of the Dniester delta in the Lower Dniester National Nature Park.

Leonid Kalashnyk, OCEEA Environmental Programme Officer, says that the restoration included clearing silt and vegetation from the Zastoyniy Channel, forming islets for birds and other animals along the channel. “We created a small shallow reservoir, and moved three cables that had crossed the channel and obstructed the water flow.”

Vladimir Gubanov, the park’s deputy science director, says that the restoration has certainly had a positive impact on biodiversity conservation including fish resources, flood mitigation and fire risk reduction. “Results will be further monitored and used for restoration activities in the Dniester delta.”

Co-operation saves lives

Even though these restoration activities are conducted in Ukraine, the effect is also felt across the border in Moldova. “The results of, and lessons learned from these restoration activities have also been shared with experts and relevant authorities in Moldova. This will contribute to the joint efforts undertaken by Moldova and Ukraine, including environmental NGOs from each country, to address the risks of flooding and drought in the Dniester Basin,” says Andreev.

Gubanov says that the improvement of fish nurseries in Ukraine increases fish populations in Moldova and supports animal migration within both countries. “Our experience within the project could be applied in the Moldovan part of the Lower Dniester. We are ready to share the know-how.”

“The project’s long-term effects aim at increasing trans-boundary co-operation by sharing knowledge and expertise among regional and international stakeholders in the Lower Dniester area, notes Kalashnyk. “The pilot project in the Lower Dniester Delta is an important step towards restoring the ecosystem thereby reducing the risk of catastrophic flooding. Prevention is key.”

“During Soviet times we tried to control nature, rather than mitigate the effects of this natural phenomenon on people,” says Gubanov. “Now, we are working on correcting these mistakes and we seem to be on the right path.”


These flood mitigation activities are part of a multi-year effort under the Environment and Security Initiative (ENVSEC), which has also included facilitating the signing of the Dniester Basin bilateral Treaty, developing and endorsing a trans-boundary Strategic Framework of Adaptation to Climate Change in the Dniester River Basin, and implementing a range of monitoring and flood mitigation measures in the basin.

The OSCE, UNDP, UNEP, UNECE AND REC have joined forces in the ENVSEC Initiative to help transform environmental risks into opportunities for co-operation in Central Asia, Eastern Europe, the South Caucasus and South Eastern Europe.

OSCE Project Co-ordinator supports creation of a pool of trainers on anti-corruption for Ukraine’s judges

Thirty experts were trained to deliver specialized training courses for judges on how to review corruption–related disputes and prevent corruption in the judiciary during a two-day session, organized by the OSCE Project Co-ordinator in Ukraine and the National School of Judges on 5-6 July 2016 outside Kyiv.

The trainees, judges-lecturers of five regional branches of the School, enhanced their knowledge of anti-corruption legislation, including national regulations and relevant international conventions, major aspects of judges’ ethics, including the identification and prevention of real and potential conflicts of interest, and judicial review of corruption-related disputes. The purpose of the session was to create a pool of experts able to deliver training courses for their peers at the National School of Judges on a regular basis.

According to the Judicial Education Concept adopted by the School, the training methodology was based on interactive techniques and included discussions, case studies, mini-lectures, various exercises and role plays, and screenings of short simulation videos on the topic.

To ensure the sustainability of OSCE efforts, the training course on anti-corruption will be submitted for institutionalization at the National School of Judges by the end of the year. This course will form part of the School’s mandatory curriculum for every judge appointed to the post.

The training session was part of a project by the OSCE Project Co-ordinator in Ukraine to enhance the quality of judicial education and training.

OSCE supports Ukrainian legal education practitioners in developing human rights-oriented approaches to their work

Twenty-five lecturers from law faculties at fifteen universities from around Ukraine, during a roundtable discussion supported by the OSCE Project Co-ordinator on 13 July 2016 in Kyiv, developed recommendations on teaching human rights within Master of Law university programmes.

The discussions focused on teaching the European Convention on Human Rights and the case-law of the European Court of Human Rights (ECtHR), with international experts from the Max Planck Institute Luxembourg for International, European and Regulatory Procedural Law, the Union University and the ECtHR highlighting ways of ensuring a human rights-based approach to legal education.

Participants exchanged syllabi, research materials and teaching methodologies and agreed to set up a platform to further develop the human rights law curricula. This community of practice will function on a permanent basis with further support from the OSCE Project Co-ordinator and with the participation of leading Ukrainian law schools.

The roundtable discussion was held as part of the Second Annual Inter-University Human Rights School on 11-15 July 2016, which was organized by the OSCE Project Co-ordinator in Ukraine in co-operation with the Lviv and Kyiv Universities.

The School was held as part of the OSCE Project Co-ordinator’s project on safeguarding Human Rights through the courts. The project is being implemented with the financial support of the Government of Canada, and follows on from the First Annual Inter-University School dedicated to the Right to Life held in 2015.

OSCE Project Co-ordinator to assist Ukraine in strengthening democratic control of defence and security sectors

KYIV, 15 July 2016 – The OSCE Project Co-ordinator in Ukraine today opened a new sphere of project assistance to Ukraine – improving democratic control of defence and security sectors – with a presentation of international experience and best practices at a conference in Kyiv.

The event, co-organized with the Parliament and the Ministry of Defence, brought together more than 120 parliamentarians, military and civilian representatives of various ministries, experts, and civil society activists to learn about the basic principles in this area, as well as practical examples from other countries.

During the conference, the OSCE Code of Conduct on Politico-Military Aspects of Security and the OSCE Security Sector Governance and Reform Guidelines were presented. Ukrainian translations of these documents can be found at www.osce.org/fsc/41355  and www.osce.org/uk/secretariat/253156, respectively.

The participants discussed in detail the national models of parliamentary and civic control over the defence sectors of Austria, Bulgaria, Denmark, Germany, and Norway.

“The ability of Parliament, and of society at large, to exercise control over its security services is a true litmus test for democracy and rule of law,” said Jeffrey Erlich, Senior Project Officer at the OSCE Project Co-ordinator’s Office. “Such oversight contributes to a much more effective security sector by rooting out corruption, and by strengthening the bond between society and the armed forces.”

Igor Dolgov, Deputy Minister of Defence, said: “For me there is no question of whether it is possible to simultaneously deal with current crisis and implement reforms in defense sectors, including strengthening mechanisms of democratic control over armed forces. It is needed and it is already happening.”

Until the end of the year, the OSCE Project Co-ordinator will provide expertise in developing a concept paper and implementation plan for democratic oversight; assist in promoting dialogue between the military, parliamentarians, experts and civic activists; and contribute to raising awareness among the public by publishing relevant online resources.  Further assistance efforts will continue after 2016.

In partnering with the Geneva Centre for the Democratic Control of the Armed Forces (DCAF), the project will also draw on their expertise.

Reporting objectively from a conflict is never easy. Concerns for your own personal safety and daily scenes of death and destruction mean that journalists can be overcome by personal emotion, while feelings of patriotism and “us against them” can be difficult to extinguish.

The professional ethical dilemmas presented by reporting from a conflict zone are very familiar to Anya, a journalist from the city of Donetsk, who has been covering the conflict in and around Ukraine from the beginning.

“It is difficult to remain objective in such situations,” says Anya, fully aware that journalists across all sides of the conflict face similar professional dilemmas. She was among 200 journalists and media experts from both sides of the line of contact who gathered in Mariupol, a city in the south of the Donetsk region, for the Donbas Media Forum from 9 to 12 June 2016 to discuss her personal and professional experiences of reporting on the conflict.

It was clear during the Forum, which was organized by local NGOs such as the Donetsk Institute of Information and the Donetsk Press Club that tensions among journalists deeply persist. These are partly down to the diametrically opposed political reporting on the conflict by the journalists. Indeed most of the journalists from the Donetsk region, including Anya, preferred to remain anonymous at the Forum.

Best practices on objective reporting

The discussions at the Forum explored ways of enhancing the professionalism of the reporting in ways which can help rekindle trust between communities and counter deliberate misreporting.

One of the tools presented was 'Conflict Sensitive Journalism - Best Practices and Recommendations’, a new manual published by the Officer of the OSCE Project Co-ordinator in Ukraine. Among many other things, the guide offers tips on how to work with vulnerable populations or how to verify facts and illustrates in plain language and through real-life case studies what media professionals need to do in the field in order to enhance their reporting.

“The guidelines aim to both advance the safety of journalists covering the conflict in Ukraine and support the development of conflict-sensitive media coverage”, says OSCE PCU National Project Officer Maryna Bezkorovaina.

A threat to peace

Objective reporting from the conflict zone is important, because misreporting and propaganda can inflame tensions. The manual is therefore a product aiming to contribute to efforts to bring peace in Ukraine.

The lack of interest in and the dehumanization of the “other side” can threaten the potential for sustainable peace, says journalist Dejan Anastasijević with the Serbian weekly Vreme. At the Donbas Media Forum, he recalled his experiences as a correspondent on the Yugoslav wars of secession. “Do not make the situation worse by using harsh language against each other.”

The handbook features the results of a study implemented by the OSCE Project Co-ordinator in partnership with the Ukrainian NGOs Telekritika and the Institute of Mass Media, which revealed serious misconceptions among leading editors and prominent Ukrainian journalists regarding the role of the media in times of conflict.

The study highlighted over-generalized reporting, narratives characterised by an 'us' versus 'them' perspective, inflammatory language and dehumanization of the conflict sides. Half of the analysed national online publications reported incomplete information about the conflict, while about a quarter of the material primarily relied on data from social networks. Moreover, the problems and needs of the people living in the areas not controlled by the Ukrainian government received little or no coverage.

“Journalists need to understand that they are not soldiers fighting for a particular side,” says Oleksiy Matsuka, a journalist and founder of the web-based project ‘News of Donbas’. “The manual helps journalists return to the origins and basic rules of their profession.”

The manual was a crucial element of the OSCE Project Co-ordinator’s “Supporting Conflict Sensitive Journalism in Ukraine” project, which is partially funded by the Government of the United Kingdom and the International Media Support (IMS) NGO. The manual draws on the most up-to-date practices based on the highest quality academic research.

The book was also earlier presented in Lviv Media Forum, in western Ukraine, and English, Ukrainian and Russian versions of the book are available on the OSCE website and as an app for iOS and Android devices.

“It is extremely useful for journalists to have a handbook they can easily access whenever and wherever they need it,” says Mariana Seminishin, organizer of the Lviv Media Forum. “The manual provides both life-saving information and guidance that could pave the way for peace in Ukraine.”

OSCE-trained Ukrainian cyber-police officers begin fulfilling their mission

KHARKIV, Ukraine, 18 July 2016 – Today is the first working day for eighty-four cyber-police officers, trained by the OSCE Project Co-ordinator in Ukraine on the grounds of Kharkiv National University of Internal Affairs. 20 special agents and 64 inspectors make up one-third of the personnel of the new Cyber Police Department, which was created within the National Police of Ukraine as part of the wider law enforcement reforms in the country.

The Project Co-ordinator helped to organize the selection process by facilitating the integrity testing of over 500 candidates in 2015, developing the 760-hour training curricula and materials, and supporting four months of training for the selected officers.

“Cyber security is an important area of efforts for the National Police of Ukraine,” said Khatia Dekanoidze, chief of the country’s National Police. “It took us a lot of time to find good people for this job. They had to pass a difficult competitive selection, and the training was delivered not only by local, but also by international experts. And we are grateful to our partners, the OSCE for making this happen.”

Jeffrey Erlich, Senior Project Officer of the OSCE Project Co-ordinator, said: “As Ukraine moves into the new economy, crimes affecting e-governance, e-banking, e-commerce and other highly technological areas are shadowing this progress. This is a threat to people’s human rights, it hurts their economic wellbeing, some perpetrators may even threaten national and international security.”

The OSCE Project Co-ordinator has been building the capacity of Ukrainian law enforcers in their responses to cybercrime since 2011. The Project Co-ordinator has helped to equip a training room with modern equipment in two police education establishments and headquarters, and trained police staff with the support of international practitioners.

OSCE Project Co-ordinator in Ukraine trains social entrepreneurs on social media marketing

Ways to increase the sustainability of social businesses by using social media marketing tools were discussed at a training session organized in Kyiv on 26 July 2016 by the OSCE Project Co-ordinator in Ukraine.

The event gathered representatives of three social businesses that were established with the support of the OSCE Project Co-ordinator in Ukraine so that they can provide job skills for people vulnerable to human trafficking. The social businesses also simultaneously serve as revenue sources for local NGOs working on anti-trafficking.

The training course focused on widespread social networks and ways of using them for increasing social enterprises’ profit, including the best use of social media to attract customers and gain their positive feedback. The participants had a chance to practice their digital skills and communication abilities during the hands-on exercises aimed at producing high-quality content for social networks.

Natalia Myakushko, Head of the Rukomysli Social Enterprise in Lviv, thanked the OSCE Project Co-ordinator for its continuous support. “The innovative idea of social business requires innovative tools for its development and this training helps us to use modern communication channels in an efficient way for the benefit of people vulnerable to human trafficking,” she said.

This is the first of three training sessions which will help social entrepreneurs develop a strategy for interacting with new media.

The training sessions are part of a project on preventing human trafficking in Ukraine through the economic empowerment of vulnerable persons, which is being implemented by the OSCE Project Co-ordinator in co-operation with the Ukrainian Ministry of Social Policy, and with the support from the Canadian Government and Norwegian Ministry of Foreign Affairs.

The project aims at the establishment of and support to social businesses that work to prevent human trafficking by providing beneficiaries with sufficient and sustainable income at home, giving them genuine and viable livelihood options, and therefore decreasing the likelihood of persons taking up deceptive job offers where they may be exploited.  

So far, 52 people at risk of human trafficking, including 14 internally displaced people, two victims of domestic violence and one ex-combatant, as well as six people who were formerly subjected to human trafficking have already benefited from the job skills’ courses within these social businesses.

OSCE launches first distance human rights course in Ukraine for judges

The OSCE Project Co-ordinator on 15 July 2016 launched the first distance course in Ukraine on the application of the case-law of the European Court of Human Rights (ECtHR).

Developed, designed and produced by the OSCE Project Co-ordinator, the course was finalized after it was successfully piloted on the online platform of the National School of Judges of Ukraine (NSJU).

From now the NSJU will have this sustainable tool at its disposal for systematically training judges on applying the case-law of the ECtHR without having to involve extra human or financial resources. Thirty judges from all over Ukraine have already been trained distantly and received their certificates of accomplishment.

The content was developed in co-operation with experts on the European Convention on Human Rights and the case-law of the ECtHR, and Ukrainian judges.

The course was developed as part of the “Safeguarding Human Rights through Courts” project, which is being implemented by the OSCE Project Co-ordinator in Ukraine with the financial support of the Government of Canada.

OSCE-supported Awards recognize best practices in local governance in Montenegrin municipalities

Awards recognizing best practices in local governance in Montenegro’s municipalities over the course of this year were presented at a ceremony organized on 28 December 2015 in Podgorica by the OSCE Mission to Montenegro in co-operation with the Union of Municipalities and the Ministry of Interior.

The annual Awards, now in their eighth year, are open to all local government units and allow them to showcase successful and innovative solutions and initiatives in providing services to their citizens.

Opening the award ceremony, Chairperson of the Executive Board of the Union of Municipalities of Montenegro and Mayor of Cetinje, Aleksandar Bogdanović, said the Awards were the product of the excellent co-operation of national authorities, local government and international organizations with the aim of supporting sustainable development at the local level.

Deputy Head of the OSCE Mission Dan Redford said: “The OSCE Mission to Montenegro has always and will continue to support each and every effort of local governance units in Montenegro to enhance principles of good governance in their communities. These are of fundamental importance because local government is closest to citizens and provides them with essential services. Our goal has always been to mobilize and stimulate action by local stakeholders so that the citizens may benefit from good democratic governance at the local level, through the continuously improving quality of local public services.”

General Director of Directorate for State and Local Authorities in the Ministry of Interior Dragana Ranitović said this programme is of great importance for local governance units as it enables the sharing of best practices among municipalities and that it could be expanded further to facilitate bilateral cross-border co-operation.

The winners of this year’s Awards are:

  • Žabljak Municipality for its economical financial practices;
  • Budva Municipality for its effective human resources management through an electronic personnel recording system;
  • Petnjica Municipality for establishing institutional models to enhance co-operation with citizens and the diaspora;
  • Bijelo Polje Municipality for its work in economically empowering women;
  • Berane Municipality for establishing a Secretariat for Sports, Culture, Youth and Co-operation with NGOs, and a Youth Council.

Berane Municipality also received a special award for introducing a more efficient accounting management system for budget spending, and for establishing the post of an Internal controller.

OSCE Mission to Montenegro clarifies role with regard to upcoming elections

PODGORICA, 4 April 2016 - In response to articles carried in various media outlets, the OSCE Mission to Montenegro would like to clarify its role regarding the upcoming elections. While the Mission has contracted an international senior-level expert to advise the State Election Commission (SEC) on their technical preparations for the parliamentary elections anticipated for this autumn, the Mission does not observe elections.

This expert is currently working with the SEC in developing training materials to be used by election commissioners for the upcoming local government election in Tivat on 17 April.

Through its senior-level technical expert, the Mission will continue its efforts in providing technical assistance to the SEC up to and including the conclusion of parliamentary elections.

The relevant institution within the OSCE responsible for election observation is the Warsaw-based OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR). As per the OSCE/ODIHR's election observation methodology, during the deployment of an election related activity for parliamentary elections, a clear separation of mandates between the OSCE/ODIHR and the OSCE Mission to Montenegro will be maintained.

OSCE Mission and OSCE/ODIHR support Montenegro’s parliament in drafting an action plan on gender sensitivity

The first activities of an action plan to create a more gender-sensitive national parliament in Montenegro were drafted during a workshop in Podgorica on 18-19 April 2016 organized by the OSCE Mission to Montenegro in co-operation with the Parliamentary Committee for Gender Equality and the OSCE Office for Democratic Institutions and Human Rights (ODIHR).

The event gathered 18 participants, including members of parliament and representatives of the parliamentary service, institutions and civil society, who, led by experts, drafted the first activities of the action plan. The plan covers six key areas: leadership and commitment, gender-balanced representation, gender-sensitive legislation and policy, parliamentary services and infrastructure, gender awareness in parliamentary culture, and parliament as a promoter of gender equality. Participants set the end of the year as the goal for finalizing and putting the plan up for adoption for the new convocation of the Parliament for the first quarter of 2017.

“The on-going gender mainstreaming of the Montenegrin Parliament is a significant step forward in translating our written pledges into actual reality,” said Dan Redford, Deputy Head of the OSCE Mission to Montenegro. “In particular, I am delighted to hear that the development of a roadmap and subsequent drafting of their action plan have been initiated by the parliament. This has to be the clearest indicator that its implementation has great chances of success and becoming ‘mainstream’ in the truest sense of the word.”

Nada Drobnjak, Chair of the Parliamentary Committee for Gender Equality highlighted the fact that the drafting of this important document and its subsequent adoption will make the Montenegrin Parliament a leader and pioneer in the region, and beyond.

In 2015, the Mission and ODIHR, in co-operation with the Committee for Gender Equality developed a roadmap towards a gender-sensitive parliament which served as the basis for the development of the action plan. The development and the adoption of the action plan is one of the measures initiated and included in the action plan for strengthening the legislative and oversight role of Montenegrin Parliament.

Head of the OSCE Mission highlights the media’s crucial role in building democracy

PODGORICA, 3 May 2016 – On the occasion of World Press Freedom Day on May 3, Head of the OSCE Mission to Montenegro, Janina Hrebickova, stressed the media’s crucial role in building and sustaining democracy.

 “Free, independent, and professional media are an indispensable resource in any democratic society,” Hrebičkova said. “Members of the media must be able to perform their duties in a free and safe manner. The Mission expresses its support to all journalists in Montenegro, in their efforts to practice independent and professional journalism.”

This year's World Press Freedom Day is dedicated to the right of access to information.

“Access to information is a fundamental freedom and human right. It allows members of the media to seek and receive information on issues of importance to the public,” Hrebičkova said.

OSCE Mission to Montenegro marks World Press Freedom Day: Public Service Broadcaster hosts televised debate on media freedoms

A televised debate hosted by the Montenegrin Public Service Broadcaster and supported by the OSCE Mission on 2 May 2016, ahead of World Press Freedom Day, raised on awareness about the threats to media freedoms and specific problems facing journalism as a profession.

Taking part in the debate were Nikola Markovic, Editor-in-Chief of daily Dan; Tufik Sofitc, Acting Director of Radio Berane, journalist of daily Vijesti and weekly Monitor, and currently under police protection; Ranko Vujovic, Executive Secretary of the Media Council for Self-Regulation ; Marijana Bojanic, Executive Director of Vijesti Television; and Drasko Djuranovic, Editor-in-Chief of the daily Pobjeda.

Among the issues highlighted were problems related to the polarized media industry in Montenegro, different pressures on journalists, state-financing subsidies and the media market, the social standing of journalists, and the lack of solidarity.

Panellists agreed that the amended Code of Ethics for media professionals is a major step forward which has improved co-operation among the media but the focus now should be on its implementation.

 “In order to achieve and practice the freedom of expression, it is necessary to have a strong and independent media, and in order to have that, it is essential to ensure their sustainability,” said Bojanic.

OSCE Mission to Montenegro and Montenegrin parliament hosted meeting of Secretaries General of Western Balkans parliaments

Secretaries General and Deputy Secretaries General of Western Balkans parliaments, heads of human resources and information and communications technology departments, legal advisors and representatives of OSCE Missions in the region took part in a meeting on strategic and annual planning in parliaments in Podgorica, Montenegro on 1 and 2 June 2016.

The aim of the event, hosted by the OSCE Mission to Montenegro and the Montenegrin Parliament, was to discuss current developments and exchange best practices and lessons learned in regard to planning in parliaments.  

Dan Redford, Deputy Head of the OSCE Mission to Montenegro, stressed the importance of developing the institutional capacity of parliaments to make them strong and self-reliant.

Suljo Mustafic, Secretary General of the Parliament of Montenegro, thanked the OSCE Mission to Montenegro for its support and co-operation in publishing the Parliamentary Lexicon - a collection of terms used in parliamentary life - which was presented at the meeting. Mustafic underlined the importance of transparency in the decision-making process and the benefits of planned development of parliamentary institutions regardless of the constant changes that parliaments underlie.

OSCE Mission to Montenegro supports seminar on strengthening co-operation between prosecutors and police on forensic evidence

Application of modern forensic standards in the judiciary with a particular focus on treatment of evidence, forensic analytics and quality control, as well as DNA analysis and crime scene investigation were the focus of an OSCE-supported seminar on 3 June 2016 in Danilovgrad, Montenegro.

The OSCE Mission to Montenegro organized the event together with the Judicial Training Centre (JTC) and the Forensic Centre (FC) of the Interior Ministry’s Police Directorate. 

Three eminent national forensic experts held lectures for 20 representatives of prosecutor’s offices and the judiciary on how to increase the efficiency of prosecutor-led investigations through the well-prepared execution of warrants for evidence. Particular emphasis was placed on the enhancement of direct communication between the forensic services of the police and prosecutors at the very beginning of an investigation.

The Director of the FC, Zoran Tomčić, underlined the necessity of improving the system of search warrants prepared by prosecutors: “The number of warrants for forensic evidence has to be reduced and prepared more effectively. In May of this year alone, the FC received 200 warrants for DNA analysis, requesting results within a disproportionate time. In some cases, warrants are not sufficiently detailed, so that the results provided by forensic expertise do not stand up as evidence at the court.”

Maša Adžić, Head of the Training Unit in the JTC, said: “Good co-operation in a criminal investigation, communication between police, prosecutors and judges and their timely and professional performance are of crucial importance for a positive outcome.”

Participants emphasized the need for continued training in the field of forensic evidence as well as an expansion of the content of lectures on DNA expertise to cover such topics as sampling, types of biological evidence, writing orders for expert DNA analysis and interpretation of results. They also requested the organization of a seminar on forensic expertise regarding explosions and fire.

OSCE Mission to Montenegro-supported campaign on benefits of composting kicks-off in Pljevlja

A campaign highlighting the benefits of composting household waste, supported by the OSCE Mission to Montenegro, was launched on 1 July 2016 in Pljevlja, by the Montenegrin Sustainable Development and Tourism Ministry, the Municipality of Pljevlja and the Eco-Centre Dolphin NGO.

Some 40 participants - representatives of the Sustainable Development and Tourism Ministry; the municipal authorities of Berane, Bijelo Polje and Pljevlja; local public utility companies from Pljevlja and Kotor; and NGOs as well as citizens, attended the campaign launch.

“Composting household waste is just an element of broader waste management, one of the most current issues facing Montenegrin authorities in their efforts to bring the relevant policy, strategy and legislative frameworks in line with the international standards and requirements of the advancing integration processes,” said Programme Manager at the OSCE Mission Vladimir Ragozin.

President of the Municipality of Pljevlja Mirko Đačić said: “Our municipality is actively involved in enhancing the local environment, especially regarding air quality improvements.”

State Secretary at the Sustainable Development and Tourism Ministry Daliborka Pejović stated that the primary waste separation is unquestionable and the educational campaigns are crucial bearing in mind the State’s plan of 50-70% of waste to be primary separated d until 2020.

“The waste should be perceived as a resource that can be further used through development of recycling and composting industry,” said Director of Eco-Centre Dolphin NGO Ljilja Radunović. “It is recommended, under the EU Directive on Landfills, to consider the policy of the closure of landfills starting from 2020 because they proved to be unsustainable.”

Today we celebrate a significant milestone for Montenegro and its people. A decade ago, the country restored its independence. At the same time, Montenegro also joined the Organization for Security and Co-operation in Europe (OSCE), which with 57 participating States is the largest regional security organization worldwide.

By becoming a full-fledged OSCE participating State, and by inviting an OSCE field mission into the country, Montenegro entrusted the OSCE with important responsibilities to assist the country’s development. Hand in hand with Montenegro’s young state institutions and civil society, we embarked on responding to the country’s evolving needs with great enthusiasm.

Evolving democracy

I am proud that we have been able to make a substantial contribution towards further advancing the country’s democratic reform process. Through the hard work and energies of our Montenegrin partners, we can now see that these efforts have borne results and delivered tangible benefits for Montenegrin citizens.

The responsibility displayed in overcoming the recent political crisis is important above all for the people of this country but it is also a positive signal that resonates in the wider region. Political leaders managed to bridge their differences by reaching a compromise that will serve the public interest. It showed us that a crisis can turn into an opportunity.

With strong leadership to success

Leadership, a long-term vision and willingness to compromise will all be greatly needed in the coming months to ensure full implementation of all adopted laws and agreements, thereby creating a level playing field for the parliamentary elections scheduled for this autumn. The elections will be an important test for the country. At present, the Mission to Montenegro is providing technical assistance to the State Election Commission, who will play a key role in the administration of the coming elections.

Public trust requires commitment

Full implementation of necessary laws is vital, particularly in countering transnational threats, strengthening the rule of law and protecting media freedoms. That is where the OSCE can help. We will continue providing assistance in the implementation of many aspects of the reform process in accordance with our mandate. The OSCE, as a strategic partner, can continue to assist Montenegro in developing strong and independent institutions that enjoy wide public trust. Key changes need time, dedication and commitment by all stakeholders.

Diversity and pluralism a key objective

Looking at the broader international context, we see mounting challenges and a complex security environment. Armed conflict is once again a reality on European soil. Unprecedented waves of refugees and migrants continue to test the unity of the international community, and extremist movements continue to promote radical ideologies that threaten dialogue and peaceful coexistence. In these challenging circumstances, building and empowering diverse and pluralistic communities is fundamental, as is the promotion of dialogue and tolerance.  

These challenges show how volatile stability can be and how crises can escalate into violent conflict. Particularly in times of growing tensions, they also underscore the importance of the OSCE’s unique role as a platform for dialogue and as a driver for joint action.

Regional security – Montenegrin security

Only last year, the OSCE marked the 40th anniversary of the Helsinki Final Act, which is the foundation of our security order and the OSCE’s comprehensive approach to security. It is thanks to this heritage that the OSCE Mission to Montenegro has become engaged in many diverse activities, from destroying heavy weapons and unsafe and obsolete military ammunition to supporting the rule of law, democratic policing and good governance, or enhancing environmental awareness and security.

We are pleased with what the OSCE has accomplished not only in Montenegro, but across the Western Balkans. The Organization has played an important role in post-conflict rehabilitation, promoting human rights and building democratic institutions. We have not acted alone but in co-operation with our national and international partners. We believe that strong partnerships offer the best guarantee for broad participation, effectiveness and our joint success.

Legitimate aspirations of today – concrete realities of tomorrow

We commend Montenegro’s achievements, its commitment to further democratic progress, and its role as a recognized factor for stability in the region. Working closely with the Montenegrin authorities and citizens, the OSCE will further develop its role as a partner that is responsive to the country’s evolving strategic priorities. We stand ready to support Montenegro as it continues to progress along the path of reform, where the legitimate aspirations of today can become the concrete realities of tomorrow.

OSCE Secretary General Zannier encourages all parties in Montenegro to engage constructively on full implementation of April political agreement

PODGORICA, 12 July  2016 - OSCE Secretary General Lamberto Zannier concluded today a two-day visit to Montenegro, marking the 10th anniversary of the OSCE Mission to Montenegro. “After independence, this country entrusted the OSCE with an important responsibility: to help advance security, democracy, the rule of law and human rights for Montenegrin citizens,” Zannier said.  

During his visit, the Secretary General met with President Filip Vujanovic, Parliament Speaker Darko Pajovic, Prime Minister Milo Djukanovic, Deputy Prime Minister Dusko Markovic and Minister of Interior Goran Danilovic, as well as representatives of civil society.

Zannier commended the Montenegrin authorities for their commitment to undertaking reforms and encouraged further progress, offering OSCE’s continued support in line with national priorities. “The OSCE remains one of the country’s key partners in helping to further develop independent, open and transparent institutions that enjoy wide public trust,” he stated.

Discussing preparations for the parliamentary elections on 16 October, the Secretary General commended the sense of responsibility already demonstrated by political parties in overcoming the recent political crisis through a broad political agreement adopted last April, which was important, above all, for the Montenegrin people.

“Political leaders managed to successfully bridge their differences by reaching a compromise, one that aims to serve the public interest,” said Zannier. “Now we need to see this agreement implemented in full, and in good faith.”

During his meetings, the Secretary General stated that the parliamentary elections will be an important test for the country, adding that the Mission to Montenegro is providing technical assistance to the State Election Commission until the end of 2016. “All actors involved in the preparation of elections should work together as closely as possible in line with their responsibilities as set out in the law. This is vital for having a credible election,” Zannier concluded.

OSCE Presence helps Albanian police better respond to irregular migration

The OSCE Presence in Albania on 24 March 2016 launched a series of workshops for the Albanian border and migration police with the aim of raising their capacity to respond to the challenges of irregular migration, particularly in light of the increased migrant flows through the Western Balkans.

The first of the workshops, which are being organized in close partnership with the Directorate of the Albanian State Police and the General Directorate of Border and Migration, took place in Korça, where 20 border and migration police were trained on measures to be taken to cope with the situation.

The subjects were based on trends as identified by Frontex and EUROPOL, and included migrant routes, the pre-screening of migrants, profiling of possible terrorist fighters, and the detection of criminal offences. The workshop was conducted by experts from the Albanian Europol National Unit and the Albanian Border and Migration Police.

The OSCE Presence, together with its Albanian partners, will organize similar workshops in the coming days with the border and migration police in Gjirokastra and in Shkodra.

OSCE field operations in Tajikistan and Albania work together to support women’s participation in political life

A group of eight women politicians from all registered political parties in Tajikistan, including a member of parliament, paid a visit to Albania from 2 to 8 April 2016 to strengthen inter-regional co-operation and share experiences on empowering women in political life. The visit was jointly organized by the OSCE Office in Tajikistan and the OSCE Presence in Albania.

"One of the main goals of the OSCE Office in Tajikistan is to promote gender equality and to further support Tajik women leaders, as well as to create new opportunities for learning, exchange of experience and networking for women at all levels of political and public life,” said  Markus Mueller, Head of the OSCE Office in Tajikistan “This jointly organized high-level working visit will help women politicians and parliamentarians from both countries to learn from each other’s experiences, to grow stronger and reach their full potential."

The delegation met with the Speaker of Albania’s Assembly, representatives of the Alliance of Women Members of Parliament, three women members of the Albanian government, the Chair of the Central Election Commission, women mayors of Roskovec and Patos, and members of the National Platform of Women – an informal voluntary network of around 500 women from political parties and civil society established by the OSCE Presence.

On 6 April, they participated in the launch of the second edition of the “Empowering women in politics” brochure – a collection of interviews with successful women politicians in Albania published by the Presence.

Head of the OSCE Presence in Albania,  Florian Raunig, said: "In the OSCE we believe passionately in the importance of women's participation in political and public life, and we will continue to work at all levels - from national legislation to grass root activism - to promote it. I would encourage women politicians to co-operate and compromise across party lines."

This is the second time the OSCE field operations in Tajikistan and Albania co-operate on supporting women’s advancement in the political life in Tajikistan. In December 2015, the Office in co-ordination with the Presence organized a roundtable in Dushanbe aimed at empowering Tajik women politicians.

OSCE Presence in Albania launches sports-based youth development programme

TIRANA, 9 May 2016 - The OSCE Presence in Albania today launched a sports-based youth development programme in co-operation with Tirana Rugby Club, with the aim of promoting teamwork, sport ethics, camaraderie, and a sense of belonging among youth, helping them understand that there are always positive alternatives to anti-social behaviour and criminality.

The Presence’s youth development programme will build on the Tirana Rugby Club’s success, helping to increase participation of youth in rugby and promoting both the cross-community and cross-border aspects of sport, bringing together young people from across Albania and the region for training events and tournaments.

Currently there are very few opportunities for youth to take part in interactive activities such as sports outside schools. Tirana Rugby Club, on the other hand, has engaged with youth, including the most vulnerable such as unemployed and/or school dropouts in its activities. Despite funding challenges, the Club has supported events where teams from Albania and the region compete regularly.

“While the development of rugby as a sport in Albania is relatively new, the interest and commitment of so many in such a short period of time, is not,” said Head of the OSCE Presence Florian Raunig. “As a result, building one team has led to creating a second one. Therefore today we present both Tirana Rugby Club and the Ilirians Rugby Club, wearing their new club colours.”

The sports kits were provided by the OSCE Presence and will be on show over the next few months, as these two teams meet in Korça, Elbasan and Durrës to play a series of exhibition games, which will increase the visibility of and interest in the sport.

The Presence will support local authorities, including police, social services and the regional education directorate, to directly involve youth in the activities. The activities will be planned and co-ordinated to allow young women and girls to be equally involved.

Albanian Rugby Development Officer Adam Vernon said: “We thank the OSCE Presence for its support and are excited about the opportunity this initiative has afforded us. We have many positive examples of youth engagement outcomes in Albania and hope that we can further encourage the development of the sport in many local communities over the next few months. The future of the sport in Albania is bright. We will wear our new kit with pride, in support of the game we all love.”

OSCE Presence and Albanian National Anti-Trafficking Co-ordinator organize regional meeting

TIRANA, 13 May 2016 – Challenges, good practices and needs in the fight against trafficking in human beings were the focus of a regional meeting of National Anti-Trafficking Co-ordinators from South-Eastern Europe hosted on Thursday by the OSCE Presence in Albania and the Albanian National Anti-Trafficking Co-ordinator, together with the International Centre for Migration Policy Development.

National Anti-Trafficking Co-ordinators from across South-Eastern Europe as well as the UK Independent Anti-Slavery Commissioner, met in Tirana to exchange views and good practices on national efforts to fight human trafficking. They paid special attention to the problem of unaccompanied minors in this region, with a view to increasing regional co-operation on the identification, assistance and referral of child victims and potential victims of trafficking.

“We must further enhance international co-ordination in addressing human trafficking, especially child trafficking,” stated Florian Raunig, the Head of the OSCE Presence in Albania. “The migration flows that have affected most of the countries represented in this meeting today show the urgency of our efforts. The transnational nature of the trafficking phenomenon can only be effectively addressed in a co-ordinated manner, based on joint planning and joint action.”

Participants stressed the need for harmonizing definitions, procedures and protocols to ensure adequate identification and protection of unaccompanied minors, highlighting the importance of adapting these procedures to potential migration flows. Strengthening the role of legal guardians and improving an early warning system that allows front-line officers to identify complex forms of human trafficking and labour exploitation, were other suggestions made by the Co-ordinators.

The Presence continues to work closely with the Albanian authorities to strengthen the multi-agency approach to identify and protect victims of all forms of trafficking.

OSCE Presence supports dialogue on Albania’s totalitarian past

ELBASAN, Albania, 17 May 2016 – The OSCE Presence in Albania, with support from the German government, yesterday in Elbasan hosted a performance of a play reflecting on Albania’s totalitarian past.

The play, “They enter without knocking”, centres on a couple waiting for the police to come to their door to take them to prison - or worse - for reasons unknown. A packed audience of around 300 people watched the performance, which evoked the atmosphere of fear and constant surveillance that reigned under the former totalitarian regime.

“Although it is never easy to talk about a painful past, society needs to engage in a conversation about the crimes of the past, and art is one way of stimulating such dialogue, because it speaks to us on so many levels,” said Ambassador Florian Raunig, Head of the OSCE Presence. “This should be entirely an Albanian process; we are only providing the framework for this dialogue to take place.”

The OSCE Presence and the German Embassy launched the project to foster a national dialogue on Albania’s totalitarian past a year ago. Under the “We start talking” motto, the Presence has so far facilitated discussions among high school students, a series of TV debates hosted by the public broadcaster and a nationwide survey about the public's knowledge, perceptions and expectations for dialogue regarding the totalitarian past in Albania.

“They enter without knocking” was previously staged in Shkodra, as part of the project, and will be performed another three times in different cities around Albania over the course of this year.

OSCE Presence launches nationwide ‘Justice without delays’ initiative in Albania

SHKODRA, Albania, 25 May 2016 – The OSCE Presence in Albania, USAID and the Austrian Development Co-operation launched a new phase of the ‘Justice without delays’ initiative today in Shkodra, Albania, with the aim of increasing the efficiency of court proceedings by reducing unnecessary hold ups.

Judges and support staff, with guidance from the Presence, USAID and local partners, will analyse the root causes for delays in their court and commit to improved planning and administration of cases by strengthening co-operation with trial participants, including state institutions. This will give the courts the benefit of active case management techniques and provide citizens with better access to justice.

“The courts have made remarkable progress in reducing the number of hearings and the overall length of trial proceedings, with no changes to legislation and no additional budgetary resources,” emphasized Florian Raunig, Head of the OSCE Presence in Albania. “This achievement not only benefited court users in those districts, but has become an important step toward improving the quality of justice throughout Albania. It shows the clear potential for all Albanians to have efficient justice in all first instance courts throughout the country.”

Ambassador Johann Sattler of Austria stated that, “the nationwide roll-out of the ‘Justice without delays’ project ultimately aims to increase citizen’s trust in the judiciary.”

The initiative is implemented by the OSCE Presence and USAID’s Project Justice for All, with funding from the Austrian Development Co-operation. It was developed by the Presence and USAID after a study conducted by the Presence showed that almost half of the sessions in Albanian courts were non-productive – no argument was put forward, no documents circulated, no evidence taken and no requests made.

‘Justice without delays’ first started as a pilot project in Kruja court in February 2014, and was quickly embraced by courts in Korça, Puka and Tropoja. Building on the programme’s success in these four initial courts, and with the strong support of the High Council of Justice and the Ministry of Justice, over the next three years the ‘Justice without delays’ initiative will be extended successively to all 18 district courts in Albania.

Students launch exhibition against domestic violence as part of OSCE Presence in Albania campaign

An exhibition of paintings, photographs, installations, poetry and writing by students of the Petro Nini Luarasi High School in Tirana on the theme of domestic violence, was unveiled by the students and the OSCE Presence in Albania on 24 May 2016 in the capital.

The exhibition, held under the slogan #MosHesht (Don’t be silent), builds on a campaign against domestic violence first launched by the OSCE Presence in Tirana four years ago, and extended to other cities such as Korça, Elbasan and Gjirokastra, to bring together the  police, civil society, citizens and youth, to discuss and react to this phenomenon.

A higher number of domestic violence cases has been reported to the police since the start of the campaign, indicating increased public awareness of the problem and trust in the authorities. According to statistics, on average 15 women die every year as a result of domestic violence; domestic violence accounts for about 60% of the reported crimes against persons in Albania.

“Civic engagement is more than just identifying issues of public concern. It is about citizens working to address them in a constructive manner. It is about action,” said Deputy Head of the OSCE Presence Robert Wilton at the launch of the exhibition. “You took on the slogan of the campaign #MosHesht. You reacted through your paintings, pictures and poetry and sent a strong message to your fellow students, to us and to the society. This is a brilliant example of the kind of citizen engagement needed for a democracy to thrive.”

General Director of the Albanian State Police, Haki Çako, commended the students saying that through the exhibition they help raise the awareness of the problems that domestic violence victims face. He said that trust in the police is an important part of the overall solution.

The event is as part of the OSCE Presence in Albania’s ongoing campaign on countering domestic violence. The Presence has also extensively worked in raising the capacities of the Albanian State Police on addressing this problem through various training programmes.

OSCE Chairperson-in-Office Steinmeier visits Albania, reiterates support for Albanian institutions and its citizens

OSCE Chairperson-in-Office and German Foreign Minister Frank-Walter Steinmeier visited Tirana on 14 June 2016, where he expressed the OSCE’s commitment to a long-term partnership and support for Albania’s institutions and its citizens.

“The Presence is doing good work and has our full support,” said Steinmeier. He also thanked the Presence for the good co-operation with the Albanian authorities.

Steinmeier met the Acting Head of the OSCE Presence in Albania, Robert Wilton.

Wilton thanked Steinmeier for the German OSCE Chairmanship’s leadership in regional co-operation, dialogue, youth and tackling transnational threats. “There is still essential OSCE work to be done together with our partners in Albania to achieve our common vision for collective security, fully-functioning democracy and the respect for fundamental human rights. The OSCE Presence and Albania are moving forwards together.”

During his visit Steinmeier met Prime Minister Edi Rama, Foreign Minister Ditmir Bushati, and opposition Democratic Party Chair Lulzim Basha. He also had a meeting with students of the Tirana University.

The OSCE Presence works very closely with partner institutions in Albania, to support activities in a variety of areas including border management, more efficient courtrooms, modern and internationally-compatible policing, and a stronger relationship between active citizens and their democratic institutions.

Young people in Albania say NO to corruption

The OSCE Presence in Albania held a ceremony on 22 June 2016 to award winners of a national essay competition for high school and university students called Young People Say NO to Corruption.

The three main winners, equally awarded, were Albion Bylykbashi from the Tirana Polytechnic University, as well as Arjeta Zenelaj and Keti Gjipali from Tirana University. Their essays have been chosen as the best among more than 100 entries and their prize is an opportunity to participate in Transparency International’s Summer School on Corruption in July 2016. Seven runners-up were also awarded and will take part in a study tour to visit institutions involved in the fight against corruption in Albania and experience first-hand their work and the way they co-operate with each other to fight corruption.

Attending the event were Acting Head of OSCE Presence in Albania, Robert Wilton, and National Anticorruption Co-ordinator, Minister for Local Government Issues Bledi Çuçi.

Wilton said that the Albanian authorities cannot win the fight against corruption on their own: “They need the energy and passion of young, dedicated people to make big changes in mentality and practice that are necessary to stamp out corruption.”

Çuçi said that in order to win the battle against corruption, the healthy parts of the society should find each other and heal the parts affected by corruption. He said, he was impressed by the level of discussions in a series of OSCE-organized awareness-raising lectures on anti-corruption in high schools and public universities across the country that preceded the essay competition.

The essay competition and anti-corruption lectures were part of a wider OSCE project supporting anti-corruption measures in Albania. This effort is funded by the Italian Development Cooperation, the European Bank for Reconstruction and Development and the Italian National School of Public Administration.

Albania justice reform adoption welcome, says OSCE Presence in Albania

TIRANA, 22 July 2016 – The OSCE Presence in Albania welcomes the Assembly’s adoption today of the set of constitutional amendments aimed at reforming the justice sector. We commend the Assembly for this fundamental achievement, which was supported tangibly by many international experts and diplomats.

It is an important milestone, paving the way for the implementation of a meaningful justice reform. The amendments adopted today must now be cascaded down through the primary and secondary legislation, the procedures and policies of the entire judicial system. Reform is not genuine until it is felt by Albanian citizens in their daily lives, across the country.

The manner in which the reform package is implemented is essential for the sustainability and the success of the reform process. Sustainability and success also depend on a change in attitudes: establishing a culture of responsibility and accountability, countering impunity and consolidating respect for the rule of law at all levels of society. 

The OSCE Presence has been a committed contributor and partner of the reform process so far and stands ready to continue its active support at all levels.

OSCE Office in Tajikistan holds workshop to improve local referral mechanisms for protection of domestic violence victims in Sughd region

KHUJAND, Tajikistan, 13 July 2016 – A two-day workshop for civil society and police officers on improving the local referral mechanisms for the protection of domestic violence victims concluded today in Khujand.

The workshop brought together some 23 representatives of crisis centres, the police, state services for social protection and the Committee of Women and Family Affairs from the Sughd region of Tajikistan.

Participants exchanged good practices on inter-agency co-operation to assist victims of violence in the region, discuss current challenges and ways to improve the current mechanism of the multi-disciplinary approach.

“This is an opportunity for the OSCE-supported Women’s Resource Centres from the regions to share the experiences and plans for further activities on strengthening women’s rights in the region,” said Viorelia Rusu, the OSCE Office’s Gender and Anti-Trafficking Officer.

Within separate sessions, participants from the crisis centres shared experiences related to the rehabilitation and protection of domestic violence victims, and police inspectors discussed the provisions of the updated Instructions on dealing with domestic violence cases. Police officers also received copies of the new Manual on Countering Domestic Violence, published by the OSCE Office in Tajikistan.

“We learned from similar meetings organized earlier in Khatlon region that such discussions, including on concrete cases, contribute to a better co-ordinated and victim-centered, multi-agency approach in protecting domestic victims at the local level, and it harmoniously compliments the Ministry’s plans on gender mainstreaming into police reform,” said Ali Bobonazarzoda, National Co-ordinator on Police Reform under the country’s Interior Ministry.

The event is part of the annual activities of the Office’s Gender and Anti-Trafficking Unit aimed at strengthening the current local protection mechanisms for victims of domestic violence and human trafficking.

OSCE Office in Tajikistan organizes workshop on verifying the authenticity of security documents

DUSHANBE, 15 July 2016 – Twenty-four mid-rank officers from the Tajik Border Troops, the State Committee on National Security and Tajikistan’s Ministry of Internal Affairs today completed a week-long OSCE workshop in Dushanbe on verifying the authenticity of security documents.

The workshop examined how documents are falsified, how passport booklets are constructed and produced, the processes behind producing paper for such documents, security features as well as the methods for verifying passports. Participants also improved their knowledge of technical devices and modern methods for verifying document authenticity, the types of light sources used during the verification, and in working with documents with plastic pages.

The workshop was delivered by two experts from Belarus. 

“The Office in Tajikistan continues supporting the capacity building of Tajik border and security agencies, including in the areas of contemporary approaches to identifying forged travel documents and in inter-agency co-ordination and co-operation in this area,” said Vyacheslav Abramets, Border Management Adviser at the OSCE Office. “The workshop was organized as part of this year’s activities by the OSCE Office and within the framework of the successful implementation of the Tajik National Border Management Strategy.”

The workshop follows the June 2016 handover by the OSCE Office in Tajikistan of a video-spectral comparator with informational-reference system, a spectral fluorescent microscope, compact devices for express authenticity verification, a spectral luminescent magnifier and a desktop computer set, to the Border Troops. The equipment was installed at the border checkpoint in the newly-constructed terminal of Dushanbe International Airport to enable the advanced authenticity verification of passports.

OSCE trains Tajikistan’s relevant agencies on combating the illicit cultural property trade and smuggling of historical artefacts

DUSHANBE, 15 July 2016 – Combating the illicit trade in cultural property and the smuggling of historical artifacts was the focus of a week-long workshop organized by the OSCE for representatives of Tajik Border Troops, Customs Service, State Committee of National Security, the Ministry of Culture and Ministry of Internal Affairs, in Dushanbe from 11 to 15 July 2016.  

The workshop, organized by the Border Security and Management Unit of the OSCE Transnational Threats Department and the OSCE Office in Tajikistan in co-operation with the OSCE Border Management Staff College, examined the trafficking of cultural property and smuggling of historical artefacts as an emerging trend for funding organized crime and terrorist organizations. The workshop also highlighted the roles of the responsible agencies in addressing the problem.

“Being the first workshop of its kind organized by the OSCE, we were shown that this is not only an issue of cultural protection but that it has become a serious transnational security issue as well,” said Ambassador Markus Mueller, Head of the OSCE Office in Tajikistan. “As such, and bearing in mind its complexity, this problem can be tackled efficiently only by increasing the knowledge of the officers from different government agencies as well as through promoting co-operation among them."

During the workshop, participants heard from experts at the OSCE, INTERPOL, the United States Department of Homeland Security, the United Nations Office on Drugs and Crime, the Greek National Police’s Department Against the Smuggling of Antiquities, the UNESCO Office in Afghanistan and the Afghan Customs Service. They shared their experiences on cross-border co-operation in identifying the trafficking of cultural property cases and financial investigations into the smuggling of historical artefacts.

OSCE Office in Tajikistan presents recommendations from the Customs Code Integrity Assessment

The need for a risk management system for Tajikistan’s Customs Service and simpler procedures for transparency and accountability are key recommendations of an integrity assessment of the Customs Code, presented to international donors, private and international companies and NGOs by the OSCE Office in Tajikistan on 18 July 2016.

The assessment, which was commissioned by the OSCE Office in consultation with government representatives and international development partners, is the third in a series of assessments to examine the administrative codes and legal acts relevant for international business and cross-border trade in Tajikistan. Previous assessments focused on the Tax Code and different administrative legal acts.

Ambassador Markus Müller, the Head of the OSCE Office in Tajikistan welcomed the positive reception of the current anti-corruption assessment not only by international organizations but also within government circles and confirmed the Office’s readiness to work with all the relevant stakeholders involved.

The presentation of the Customs Code assessment followed a series of practical workshops on anti-corruption assessments for experts from the government and NGOs. During these workshops, participants learned how to identify in legislation provisions that might lead to corruption and draft recommendations to eliminate potentially corruptive provisions in law.

The Customs Code assessment is part of a multi-year initiative by the OSCE Office with the objective of designing a training module on anti-corruption assessment to be included in the mandatory training curricula for civil servants.

OSCE Office in Tajikistan organizes first regional forum for promoting women’s political participation in Khujand

The OSCE Office in Tajikistan on 24 July 2016 organized the first regional forum for promoting women’s political participation in Khujand, with the aim of increasing community outreach, engaging women leaders in the region and supporting women’s empowerment in political and public life.

The forum brought together 40 experts from political parties, local authorities, international organizations and civil society members, and is designed as a platform for dialogue between women politicians and communities. They will work to motivate young girls who aspire to become leaders or hold decision-making positions in public life, and aim to gain support from communities and local authorities for the advancement of women in political life.

“Our project aims to build strong support for women leaders, to tackle gender stereotypes, to surface and articulate the aspirations, choices and skills of women and girls of Tajikistan, so that they can realize their full potential in public and political life,” said Vesna Ivanovikj-Castarede, Head of the Democratization Unit at the OSCE Office. 

Shanjeev Thiruchelvam, OSCE Field Officer in Khujand, said: “Both male and female community leaders, politicians and civil society representatives have expressed keen interest in the continued work of the Sughd Women's Forum, which recognizes, and aims to provide opportunities to develop female leadership in Sughd public life.”

OSCE Office in Tajikistan’s training series highlights role of parents in the fight against terrorism

DUSHANBE, 26 July 2016 – The Parents Against Terrorism training series, organized by the OSCE Office in Tajikistan, started yesterday in Kulyab in the country’s Khatlon region with the aim of enhancing the knowledge and understanding of the local population about Violent Extremism and Radicalization that lead to Terrorism (VERLT) in order to build the community’s resilience to this phenomenon.

The trainees came from different layers of society, representing local government bodies, law enforcement agencies, educational institutions, as well as the local population. The course was led by local trainers from civil society, the Ministry of Labour, Migration, and Employment, and the Committee on Religious Affairs.

“The government of Tajikistan is seriously concerned about the growing threat of global terrorism and violent extremism,” said Khurshed Kenjaev, a representative of the Security Council under the President, in his opening remarks. “It is taking solid preventative measures to tackle this phenomenon, since it cannot be the sole responsibility of law enforcement agencies to deal with the threat.” 

Ivan Ene, OSCE Field Officer in Kurgan Tyube, said: “Countering violent extremism and radicalization that may lead to terrorism requires a holistic approach. The intervention of law enforcement agencies to dissolute the problem of violent extremism and terrorism is effective to only a certain extent, therefore, if we want to apply more effective measures to fight this phenomenon, we need to engage and use the capacity of local communities and parents.”

The course focuses on the role of mothers as “positive agents of change” within Tajik culture. They are informed about the early signs of violent extremism and radicalization that may lead to terrorism. The training participants were also briefed on the violent extremist groups that are believed to be active in Tajikistan.

In the coming days, similar training sessions will be held in Kurgan-Tyube and Shaartuz. A similar activity was organized across Tajikistan in 2015 and recently held in Sughd region.

OSCE Office in Tajikistan support Garm’s local authorities in strengthening referral mechanisms for protecting domestic violence victims

GARM, Tajikistan, 28 July 2016 – Some 20 representatives of civil society and state agencies working to provide direct assistance to domestic violence victims learned about good practices on local referral mechanisms in other regions of Tajikistan at a workshop held today in Garm by the OSCE Office in Tajikistan.

The representatives of crisis centres, the local police department, state services for social protection and medical care, the local Ombudsman’s Office, and religious leaders enhanced their knowledge of the multi-agency Working Group and how inter-agency co-operation can further assist victims of violence. They also discussed the current challenges and ways to improve the local mechanism through the use of a victim-centered approach.

“It is encouraging to see multidisciplinary approaches being applied by governmental and non-governmental partners in other regions of the country,” said Viorelia Rusu, the OSCE Office’s Gender and Anti-Trafficking Officer. “OSCE-supported Women Resource Centres in the regions also play an important role, supplementing the efforts of local government in providing direct assistance services to domestic violence victims.”

The event was part of the OSCE support offered to the Interior Ministry in gender mainstreaming in police reform, and was aimed at institutionalizing informal mechanisms for the referral and assistance of domestic violence victims at the local level.

The OSCE Office supported similar initiatives on multi-agency working groups in the Kulyab and Djaihun regions at the end of last year and beginning of this year.

OSCE Office in Tajikistan donates audio-visual material to enhance interactive teaching at Police Academy

DUSHANBE, 29 July 2016 – The OSCE Office in Tajikistan today donated audio-visual equipment to the Police Academy of Tajikistan’s Ministry of Internal Affairs with the aim of supporting the Academy’s lecturers to use interactive teaching techniques on the investigation of crimes related to the trafficking of human beings.

The equipment includes a computer, a projector, a screen, speakers, a printer, and an Uninterruptible Power Supply device (UPS). An external hard disk drive was also donated to allow for the storing of an electronic library of thematic video films and other informational resources in this field.

“This equipment will improve the teaching of the Course on Combating Trafficking in Human Beings, and will therefore enable the police to more effectively address this serious social problem,” said Fabio Piana, Deputy Head of the OSCE Office in Tajikistan.

Karim Soliev, the first Deputy Director of the Police Academy, thanked the OSCE for its continued support in building the capacity of future law enforcement staff and Police Academy cadets in combating human trafficking and domestic violence in Tajikistan. “This equipment is of great help to lecturers who will now be able to apply more interactive teaching techniques,” he said.

In previous years, the OSCE has provided expert support to the Police Academy, including the development of the Lecturer’s Guidelines on teaching this specialized and compulsory 20-hour course. The OSCE has also trained the team of lecturers on modern interactive teaching techniques and has recently updated the Course on Combating Trafficking in Human Beings with regard to new legislation in this field.

OSCE Office in Tajikistan launches Mentoring Training Programme for women politicians

A mentoring training programme for women politicians was launched by the OSCE Office in Tajikistan on 1 August 2016 in Dushanbe and will see experienced women politicians cascading their knowledge, provide guidance, support and reassurance to younger women in politics.

The training programme is a part of the women's political participation project, which addresses the needs of women politicians active in seven official political parties in Tajikistan.

“Political mentoring is a very important tool to promote and increase the role of women in public and political life,” said Acting Head of OSCE Office in Tajikistan Fabio Piana. “Based on the expressed needs by the political parties, the Office stands ready to continue providing support in this area.”

At the end of this week’s five-day training course, teams of mentors and mentees will be created.  

Vesna Ivanovikj-Castarede, Head of the OSCE Democratization Unit and the project leader, said: “We have identified active, committed and devoted women politicians in Tajikistan who wish to further empower other women in the country and are ready to become mentors to the peers in their political parties.”

The trainer Dr. Alenka Verbole said women are the key actors in political life of their countries and yet they are often under-represented and their voices do not get heard enough. “Mentoring will certainly strengthen women's political identity and confidence.”

Other similar courses for the political parties with inclusion of men will follow towards the end of 2016.

Tajik Border Troops Officers complete OSCE patrol leadership course

DUSHANBE, 5 August 2016 – Twenty officers  of the Tajik Border Troops, ranked between warrant officer and major, mainly coming from border detachments  on the Afghan and Tajik border, successfully completed a four-week course today on patrolling and leadership at the Gissar Training Centre in Dushanbe.

The course, organized by the OSCE Office in Tajikistan, focused on enhancing participants’ knowledge of conducting observation missions using topographical maps, satellite imagery and other tools. They also learned about reporting and analysis, repelling methods, communications and tactical movement.

Uniforms and common tactical equipment were given to each participant. Separate medical lessons were delivered by trainers from the United States Embassy in Tajikistan. The sessions on gender mainstreaming and demining awareness were delivered by experts of the OSCE Office. Two officers of the Tajik Border Troops, who previously passed the course, also supported the OSCE in delivering the lessons.

OSCE Office in Tajikistan Counter-terrorism and Police issues Adviser Wolfgang Nikolaus, congratulated the officers on completing the course and said: “The OSCE continues supporting efforts to enhance the capacity of Tajik Border Troops Staff by providing such high-quality training courses."

The course is the eighth to be held under the third phase of the Patrol Programming and Leadership Project. The Project aims to increase the capacities of Tajik border staff in detection and interdiction of illegal cross-border movements.

Latest from OSCE Special Monitoring Mission (SMM) to Ukraine, based on information received as of 19:30, 2 August 2016

The SMM noted a decrease in the number of ceasefire violations recorded in Donetsk region compared to the day before. In Luhansk the SMM noted an increase in recorded ceasefire violations on the day before, with many concentrated around “LPR”-controlled Kadiivka (formerly Stakhanov). A peaceful protest was held outside the SMM’s base in Kadiivka. Later, at the same location, the SMM heard bursts of small-arms fire in the vicinity of their base and saw an individual running from the area. An armed man at a known Ukrainian Armed Forces position threatened the SMM at gunpoint in Lobacheve. The SMM analysed craters on both sides of the contact line. It observed weapons in violation of withdrawal lines. “LPR” members prevented the SMM from monitoring in border areas.

The SMM noted a decrease in the number of ceasefire violations recorded in Donetsk region compared to the day before[1].

On the evening of 1 August, while in government-controlled Mariupol, the SMM heard eight undetermined explosions at an unknown distance east and east-north-east of its position. On the same evening, the SMM camera in Shyrokyne (20km east of Mariupol) recorded fighting in the following sequence: five explosions (impacts) north-east, and fifty bursts of tracer fire from east in an unknown direction; four bursts of tracer fire from south-east to north-west; four undetermined explosions; 12 bursts of tracer fire from east to north and 34 air bursts from south-east to north-west.

While in “DPR”-controlled Donetsk city centre in the early morning hours of 2 August, the SMM heard 67 undetermined explosions 5-15km north and north-west of its position.

Positioned in “DPR”-controlled Yasynuvata (16km north-east of Donetsk city) the SMM heard 21 undetermined explosions 2-5km west and north-west of its position. Later, positioned at the Yasynuvata railway station the SMM heard six undetermined explosions 4-6km north-west.

Positioned in government-controlled Avdiivka (17km north of Donetsk city) the SMM heard

16 undetermined explosions and two explosions of automatic grenade launcher fire 3-4km ranging from south-east to south-west.

Positioned in government-controlled Mykolaivka (57km north of Donetsk) the SMM heard 22 mortar impacts (120mm), 30 mortar impacts (82mm) and 50 automatic grenade launcher impacts 5km south-east.

Positioned in government-controlled Marinka (23km south-west of Donetsk) on the evening of 2 August, the SMM heard 23 undetermined explosions, 14 airbursts from an anti-aircraft gun (ZU-23) and multiple bursts of small-arms and heavy machine gun-fire 1-2km north.

The SMM noted an increase in the number of ceasefire violations recorded in Luhansk region compared to the day before, with the majority taking place in “LPR”-controlled Kadiivka (formerly Stakhanov, 50km west of Luhansk). While in Kadiivka in the early morning of 2 August, the SMM heard 91 explosions, some of them assessed as impacts and some as outgoing rounds, 32 of which were in areas 5-10km north-north-west and 59 in areas 5-10km west and south-west. For an hour during this period of shelling, the electricity supply to the city was cut.

At 20:34 on 2 August, the SMM, positioned in one forward patrol base in Kadiivka, heard three bursts of small-arms fire 50-100m north of its location. At 20:45, while positioned at another patrol base, the SMM heard 4-5 bursts from an automatic rifle fired in the air 10-15m away, just beyond the perimeter fence. In the darkness the SMM observed a person running from the area. The SMM informed the Joint Centre for Control and Co-ordination (JCCC) and armed “LPR” members controlling the area.

In government-controlled parts of Zolote (60km west of Luhansk) while monitoring adherence to the ceasefire to enable repair works, the SMM heard a mortar impact (possibly 82mm) and saw smoke rising approximately 1.5km east of its position. A short time later the SMM heard a further two mortar impacts approximately 1km east. Approximately an hour later the SMM heard six undetermined explosions 3-4km north and north-east of its position.

The SMM followed up on recorded ceasefire violations and conducted crater analysis. In “LPR”-controlled Kadiivka, the SMM observed craters at two locations. In Oleha Koshevoho  Street in a residential area in the south of the town the SMM analysed a fresh crater and assessed that it was caused by artillery (calibre unknown) fired from a westerly direction. A woman told the SMM that children had taken remnants of a shell from the crater. The SMM observed damage to adjacent houses, including shattered windows and shrapnel-damaged walls. Two residents (a 60 year-old man and a 70 year-old woman) said that the shelling, which had begun at about 01:30, had critically wounded a 50 year-old man who was taken to hospital.

At a second impact area in a residential area in the north of Kadiivka the SMM observed shell damage and analysed craters. The SMM observed a crater in the yard of a house, which it assessed to have been caused by artillery or rocket fired from a north-westerly direction. The SMM observed damage to the exterior walls of the house, broken windows and saw that the interior ceiling was damaged by shelling. A second crater was analysed in this area, and was assessed to have been caused by artillery or rocket fired from a westerly direction. A tree had sustained a direct hit from a shell. According to Russian Federation officers at the JCCC who were present, armed men had visited these impact sites and removed pieces of shrapnel. Nevertheless, the SMM observed pieces of shrapnel at these sites that indicated the use of artillery or rockets. Residents told the SMM that two women (70 and 79 years-old) were injured in the shelling and that both were hospitalized in Kadiivka, with one of them subsequently moved to Luhansk for further treatment.

On 1 August, near the government-controlled Maiorsk checkpoint (45km north-east of Donetsk), the SMM saw damage to checkpoint barriers and nearby trees. The SMM analysed a fresh crater and assessed it to have been caused by multiple-launch rocket systems (122mm, Grad) fired from a south-south-westerly direction. A Ukrainian Armed Forces soldier at the checkpoint nearby told the SMM that heavy shelling had taken place on the night of 31 July.

An armed man at a known Ukrainian Armed Forces position stopped two SMM vehicles in government-controlled areas travelling east on the road from Lopaskyne (government-controlled, 24km north-west of Luhansk) to Lobacheve (government-controlled, 17km north-west of Luhansk). The armed man, wearing military-style clothing with no marking, threatened at gunpoint one of the SMM monitors and said in Russian, “Stop. You are not going anywhere”. Later, four armed men arrived, some in military-style clothing and appearing to be intoxicated, carrying assault rifles (AK-74).  After 15 minutes the SMM was allowed to leave the area and proceed to Lobacheve (See SMM Spot Report, 3 August 2016).

The SMM continued to monitor the withdrawal of weapons, in implementation of the Package of Measures and its Addendum, as well as the Minsk Memorandum.

In violation of the respective withdrawal lines the SMM observed 15 anti-tank guns (MT-12, Rapira 100mm) in “DPR”-controlled Zelene (28km east of Donetsk).

The SMM observed weapons that could not be verified as withdrawn, as their storage does not comply with the criteria set out in the 16 October 2015 notification. In a government-controlled area beyond the respective withdrawal lines, the SMM saw 18 towed howitzers (D-20, 152mm). In another government-controlled area the SMM saw 17 anti-tank guns (MT-12 Rapira, 100mm) but could not account for one. When the SMM asked a Ukrainian Armed Forces soldier why one anti-tank gun had black soot on its muzzle break he said it was because it had recently been used in training exercises. One government-controlled area continued to be abandoned, as it has been since 19 December 2015, with all 12 mortars (2S12 Sani, 120mm) missing. The SMM observed that one area continued to be abandoned, as it has been for since 12 July 2015, with all six self-propelled howitzers (2S3 Akatsiya, 152mm) missing.

The SMM revisited permanent storage sites, whose locations corresponded with the withdrawal lines. At one site in “DPR”-controlled areas the SMM observed that two tanks (T-64) were missing for the first time and other weapons had been added. Tank ammunition was seen stored next to tanks.

The SMM observed the presence of armoured combat vehicles (ACV) and anti-aircraft weapons in the security zone: two armoured personnel carriers (BTR-60) and two armoured reconnaissance vehicles (BRDM) near government-controlled Popasna (69km west of Luhansk). In “LPR”-controlled Kadiivka, the SMM observed an armoured tracked vehicle (MT-LB) travelling west in the direction of the contact line in a convoy of 20 military-type vehicles, one of which the SMM observed to be carrying approximately 125 anti-tank mines.

The SMM observed new mine hazard signs. Between Zolote (60km north-west of Luhansk) and “LPR”-controlled Pervomaisk (58km west of Luhansk) the SMM observed two new mine hazard signs on the sides of the road in the area of the proposed disengagement area.

The SMM requested that “DPR” members and officers at the JCCC follow-up the incident on 29 July when SMM monitors were threatened at gunpoint by aggressive armed “DPR” members near Lukove (72km south of Donetsk) (See SMM Spot Report, 30 July). In Lukove, the SMM met with “DPR” members, including from the “ministry of defence”. A “DPR” member who had threatened the SMM, apologised. “DPR” members told the SMM that an investigation is planned. The SMM await the response of “DPR” members to the violation.

During the afternoon of 2 August a group approximately 30 protestors (mainly young people) gathered in front of the SMM base in Kadiivka, some carrying signs with slogans such as, “OSCE is blind”. Local “police” was present. The protestors dispersed peacefully after an hour. At the same time in another part of Kadiivka, a stone was thrown at an SMM vehicle, causing no damage.

The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential infrastructure. Positioned on both sides of the contact line, the SMM monitored the cleaning of canals that provide water to the Shchastia power plant and repair works to the Mykhailivka-Lysychansk high power line near Zolote. Following explosions in the area of Zolote the SMM left the area due to security concerns.

The SMM attempted to monitor border areas not controlled by the Government but was prevented from doing so by armed “LPR” members who stopped the SMM near Diakove (70km south-west of Luhansk).*

*Restrictions to SMM’s freedom of movement or other impediments to the fulfilment of its mandate

The SMM’s monitoring is restrained by security hazards and threats, including risks posed by mines and unexploded ordnance, and by restrictions of its freedom of movement and other impediments – which vary from day to day. The SMM’s mandate provides for safe and secure access throughout Ukraine. All signatories of the Package of Measures have agreed on the need for this safe and secure access, that restriction of the SMM’s freedom of movement constitutes a violation, and on the need for rapid response to these violations.

Denial of access:

  • Armed “DPR” members prevented the SMM from travelling through a checkpoint towards the west of Debaltseve (58km north-east of Donetsk). The JCCC was informed.
  • A Russian Federation Armed Forces officer at the JCCC office in Yasynuvata denied the SMM access to the roof of the building to conduct ceasefire monitoring, citing security concerns. He refused to share his ceasefire violation log with the SMM.
  • On 1 August, water company officials refused to meet the SMM in “LPR”-controlled Sorokyne (formerly Krasnodon, 43km south-east of Luhansk), claiming that the SMM needed permission from the “municipality” to hold such a meeting.
  • On 1 August, in Sorokyne, the “director” of the cultural centre and the “deputy head” of the “culture department” in the town asked for the SMM’s patrol plan and to produce some sort of “registration” from “LPR” members in order to have a meeting. The SMM refused and left.
  • Two armed “LPR” members stopped the SMM near Diakove and asked for a signed and stamped patrol plan in the Russian language. The SMM informed the JCCC. After 40 minutes of waiting the SMM left, and were unable to travel to their planned destination, “LPR”-controlled Leonove (formerly Chervonyi Zhovten, 82km south of Luhansk). The JCCC was informed.

Conditional access:

  • Armed “DPR” members allowed the SMM to proceed through a checkpoint near “DPR”-controlled Debaltseve after checking the trunk of SMM vehicles.
  • An armed “LPR” member at a checkpoint immediately south of the bridge at Stanytsia Luhanska (16km north of Luhansk) allowed the SMM to proceed only after taking the names of SMM monitors.

Latest from OSCE Special Monitoring Mission (SMM) to Ukraine, based on information received as of 19:30, 3 August 2016

The SMM noted a similar number of ceasefire violations recorded in Donetsk region compared to the day before. In Luhansk region the SMM noted an increase in recorded ceasefire violations compared to the previous day, with many concentrated around government-controlled Stanytsia Luhanska and Trokhizbenka. The SMM analysed craters in Stanytsia Luhanska, Pobeda and Hnutove. It observed the presence of armoured combat vehicles and anti-tank missiles in the security zone. The SMM followed up on reports of civilian and military casualties. The SMM continued to observe queues at entry-exit checkpoints along the contact line. It monitored border areas not controlled by the Government and encountered one restriction. It faced another freedom-of-movement restriction, also in an area not controlled by the Government*.

The SMM noted a similar number of ceasefire violations recorded in Donetsk region compared to the previous reporting period.[1]

On the evening of 2 August, while in Donetsk city centre the SMM heard 22 undetermined explosions 7-10km north-west of its position.

Whilst in Svitlodarsk (government-controlled, 57km north-east of Donetsk), the SMM heard in the late evening of 2 August explosions assessed as 20 artillery impacts (122mm), eight mortar impacts (120mm) and  seven mortar impacts (82mm) 2km south- east its position; and 23 explosions assessed as outgoing artillery rounds (122mm) 3km south of its position.

Whilst in “DPR”-controlled Horlivka (39km north-east of Donetsk), the SMM heard seven explosions assessed as outgoing recoilless-gun fire (SPG-9, 73mm) 0.7-1.5km north of its position and ten explosions assessed as outgoing mortar fire (82mm), 1-10km north of its position.

On 3 August, positioned during the day in “DPR”-controlled Yasynuvata (16km north-east of Donetsk city) the SMM heard 56 undetermined explosions 3-5km west, north-west and west-south-west of its position.

Positioned during the day in government-controlled Avdiivka (17km north of Donetsk city) the SMM heard 49 undetermined explosions 4-5km south-east, south-south-east and south of its position.

Whilst in “DPR”-controlled Debaltseve (58km north-east of Donetsk) throughout the day, the SMM heard five single undetermined explosions 6-12km ranging from north-north-west to south-west of its position.

The SMM noted an increase in the number of ceasefire violations recorded in Luhansk region compared to the day before, with the majority taking place in government-controlled Stanytsia Luhanska (16km north-east of Luhansk) and government-controlled Trokhizbenka (33km north-west of Luhansk). While in Stanytsia Luhanska in the late evening of 2 August, the SMM heard during a two hour period 48 undetermined explosions 3-5km south and south-south-west of its position; 14 explosions assessed as outgoing 73mm recoilless-gun (SPG-9) fire and 14 impacts of 73mm SPG-9 rounds, 17 rounds of outgoing automatic-grenade-launcher fire (AGS-17) and 17 AGS-17 impacts, and intensive small-arms  and heavy machine gun-fire 3.5-4km south of its position.

On 3 August in the morning while positioned in Trokhizbenka, the SMM heard 81 undetermined explosions 5-6km south of its position. In Shchastia (government-controlled, 20km north of Luhansk) throughout the day, the SMM heard ten undetermined explosions within a  40 minute period in the morning, 5km south of its position.

The SMM conducted crater analysis and followed up on reports of civilian and military casualties. At the Stanytsia Luhanska bridge, approximately four metres south of the Ukrainian Armed Forces position closest to the bridge, the SMM observed a crater containing pieces of shrapnel which it assessed as caused by 82mm mortar rounds fired from an undetermined direction. Near the same location the SMM observed three fresh craters assessed as caused by grenade launcher (AGS-17) rounds fired from an undetermined direction. The SMM observed 25m south of the “LPR” forward position at the Stanytsia Luhanska bridge, grenade launcher shrapnel lying on the ground. At the “LPR” checkpoint south of the bridge the SMM saw grenade launcher shrapnel lying on the ground approximately 15-20 metres north of the checkpoint. No craters were observed in either location.

The SMM observed four fresh craters at a farm in government-controlled Pobeda (27km west of Donetsk). Due to security concerns the SMM could not conduct crater analysis. The SMM saw from a distance that the craters were in soft ground and contained fragments of 125mm shells. The SMM saw that one shell had hit a concrete fence facing a southerly direction, while another shell had hit a pigsty. The director of the farm told the SMM that shelling had occurred on 2 August.

In government-controlled Hnutove (20km north-east of Mariupol) the SMM observed damage to a fence surrounding a house and damage to the roof of the house. The SMM saw shattered windows and shrapnel damage on the house’s wall facing a southerly direction. The SMM did not observe any crater.

In Stanytsia Luhanska medical personnel of the emergency department at the hospital confirmed to the SMM that two wounded Ukrainian Armed Forces soldiers had been hospitalized on 2 August. Both soldiers had surgery at the hospital and one of them had been transferred on 3 August to a military hospital.  

At the hospital in “LPR”-controlled Kadiivka (formerly Stakhanov, 50km west of Luhansk), the SMM followed up on the condition of the two civilians (a woman and a man) injured during the shelling in the night of 1-2 August (see SMM Daily Report, 3 August 2016). The medical personnel told the SMM that both patients were in critical condition. According to medical personnel, the female patient was still in the recovery unit, while the other had been transferred to Luhansk hospital for further treatment.

The SMM continued to monitor the withdrawal of weapons, in implementation of the Package of Measures and its Addendum, as well as the Minsk Memorandum.

An SMM unmanned aerial vehicle (UAV) spotted three self-propelled howitzers (2S1) and one tank (T-72) in government-controlled Kirove (44km north-east of Donetsk), in violation of the respective withdrawal lines.

Beyond the respective withdrawal lines, but outside assigned areas, the SMM observed: 15 towed howitzers (2A36 Giatsint-B, 152mm) in government-controlled Khlibodarivka (65km south-west of Donetsk); and ten stationary tanks (T-64) at the training area near “LPR”-controlled Myrne (28km south-west of Luhansk). Aerial surveillance imagery available to the SMM revealed the presence on 31 July of the 26 towed artillery pieces and 35 tanks together with other hardware including 96 armoured vehicles, 80 military-style trucks and 14 trailers near “LPR”-controlled Buhaivka (37km south-west of Luhansk).

The SMM observed weapons that could not be verified as withdrawn, as their storage does not comply with the criteria set out in the 16 October 2015 notification. In a “DPR”-controlled area beyond the respective withdrawal lines the SMM saw 16 mortars (PM-38, 120mm), 15 towed howitzers (D30, 122mm), could not account for two towed howitzers (D30, 120mm) and noted five additional such heavy weapons .

The SMM revisited permanent storage sites, whose locations corresponded with the withdrawal lines. At a Ukrainian Armed Forces site, the SMM noted that 40 tanks (T-64), seven anti-tank guns (five D-44, 85mm and two D-48, 85mm) and nine mortars (2B9 Vasilek, 82mm) remained missing  (first eight observed missing on 19 April, the last on 29 June 2016).

At a “DPR”-controlled site whose location corresponded with the withdrawal lines, the SMM observed that all weapons previously verified as withdrawn to the site were present.

The SMM observed the presence of armoured combat vehicles (ACV) and anti-tank missiles in the security zone. In government-controlled areas the SMM saw: two infantry fighting vehicles (IFVs, BMP-1) and two armoured personnel carriers, one of which had six anti-tank missiles mounted on its roof near Avdiivka (17km north-west of Donetsk); and at the northern outskirts of Shchastia (20km north of Luhansk) the SMM saw an IFV (BMP-2), travelling north and one IFV (BMP-2) travelling towards the bridge.

In addition, an SMM UAV spotted one IFV (BMP) in government-controlled Kirove (44km north-east of Donetsk).

The SMM followed up on the incident on 2 August when SMM monitors were stopped at a known Ukrainian Armed Forces position on the road from Lopaskyne (government-controlled, 24km north-west of Luhansk) to Lobacheve (government-controlled, 17km north-west of Luhansk (see SMM Spot Report, 3 August 2016). At the Joint Centre for Control and Co-ordination (JCCC) in government-controlled Soledar (79km north of Donetsk), the Ukrainian Armed Forces chief-of-staff told the SMM that an investigation was currently on-going and that findings should be soon presented.

The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential infrastructure. Positioned on both sides of the contact line, the SMM monitored the cleaning of canals that provide water to the Shchastia power plant and repair works to the Mykhailivka-Lysychansk high power line near Zolote (government-controlled, 60km north-west of Luhansk).

The SMM continued to observe queues at entry-exit checkpoints along the contact line. At the Ukrainian Armed Forces checkpoint at the H15 highway near Marinka (government-controlled, 23km south-west of Donetsk), the SMM observed in the morning about 500 pedestrians and 145 civilian vehicles waiting to exit government-controlled areas. The SMM observed that the queue moved approximately 30 meters every 10-20 minutes. The SMM saw that three drivers alighted from their cars and walked towards the checkpoint. At this stage there were about 10—15 vehicles in front of them. They returned after 15 minutes and then drove their cars directly to the checkpoint surpassing the cars in front of them. The SMM spoke separately to several passengers and bus drivers who said that they have heard about bribery taking place at the checkpoints, but could not give concrete examples. At the first Ukrainian Armed Forces checkpoint north of the bridge at Stanytsia Luhanska (16km north-east of Luhansk), the SMM observed in the morning approximately 200 pedestrians (mostly elderly people) waiting to proceed towards areas not controlled by the Government. The SMM observed that the elderly people in the queue were suffering from the heat. In the afternoon within 40 minute period the SMM saw 104 pedestrians leaving government-controlled areas and 84 pedestrians entering government-controlled areas.

The SMM monitored two border areas not controlled by the Government and was prevented from doing so by armed “LPR” members in Makariv Yar (formerly Parkhomenko, 28km east of Luhansk).* At the Marynivka border crossing point (78km east of Donetsk), the SMM observed 45 civilian cars (the majority with Ukrainian license plates and one with a “Novorossiya” sticker partially covering the plate) and two covered commercial trucks (also Ukrainian license plates) lined-up in a queue waiting to exit Ukraine.

Tajik Border Troops Officers complete OSCE patrol leadership course

DUSHANBE, 5 August 2016 – Twenty officers  of the Tajik Border Troops, ranked between warrant officer and major, mainly coming from border detachments  on the Afghan and Tajik border, successfully completed a four-week course today on patrolling and leadership at the Gissar Training Centre in Dushanbe.

The course, organized by the OSCE Office in Tajikistan, focused on enhancing participants’ knowledge of conducting observation missions using topographical maps, satellite imagery and other tools. They also learned about reporting and analysis, repelling methods, communications and tactical movement.

Uniforms and common tactical equipment were given to each participant. Separate medical lessons were delivered by trainers from the United States Embassy in Tajikistan. The sessions on gender mainstreaming and demining awareness were delivered by experts of the OSCE Office. Two officers of the Tajik Border Troops, who previously passed the course, also supported the OSCE in delivering the lessons.

OSCE Office in Tajikistan Counter-terrorism and Police issues Adviser Wolfgang Nikolaus, congratulated the officers on completing the course and said: “The OSCE continues supporting efforts to enhance the capacity of Tajik Border Troops Staff by providing such high-quality training courses."

The course is the eighth to be held under the third phase of the Patrol Programming and Leadership Project. The Project aims to increase the capacities of Tajik border staff in detection and interdiction of illegal cross-border movements.

Representatives of Belarus, Kyrgyzstan and Tajikistan discuss implementing UNSCR 1540 at OSCE-supported meeting in Minsk

Representatives of relevant ministries and other state agencies of Belarus, Kyrgyzstan and Tajikistan responsible for implementing provisions of UN Security Council Resolution (UNSCR) 1540 on preventing the proliferation of weapons of mass destruction met at an OSCE-supported peer review meeting in Minsk from 2 and 5 August 2016, to discuss progress in their work.

Experts from the OSCE Conflict Prevention Centre, the UN Office for Disarmament Affairs and the UN Security Council’s 1540 Committee also attended the meeting, which was hosted by the Ministry of Foreign Affairs of Belarus, and is the second event of its kind to be held in the OSCE region and in the world, and the first to be held in trilateral format.

Opening the event, Deputy Foreign Minister of Belarus Valentin Rybakov said that the issues of non-proliferation are among his country’s priorities in the area of international security.

He noted that Belarus was the first state of the former Soviet Union to voluntarily refuse the opportunity to possess weapons of mass destruction, and that the withdrawal of such weapons from the country’s territory was completed in 1996. Rybakov added that his country also initiated the adoption of the UN General Assembly resolution on prohibiting the development and manufacture of new types of weapons of mass destruction and new systems of such weapons.

Adriana Volenikova of the  OSCE Conflict Prevention Centre said regional co-operation on UNSCR 1540-related issues has become one of the most efficient means in bolstering national implementation and enhancing an open dialogue between countries that face similar challenges and benefit from close interaction in related areas.

The three States will work on a joint report on implementation and later submit it to the UNSC 1540 Committee and the UN Security Council.

The SMM recorded more ceasefire violations in Donetsk region compared to the day before including more than 520 explosions. In Luhansk region the SMM noted a decrease in recorded ceasefire violations compared to the previous day. On the night of 4 August, the SMM heard single shots of small-arms fire in close proximity to  its base in Kadiivka (formerly Stakhanov). The SMM analysed craters in Zaitseve, Luhanske and Novozvanivka. It observed weapons in violation of the withdrawal lines on both sides of the contact line, and noted the absence of numerous weapons from permanent storage sites in government-controlled areas. The SMM followed up on reports of water and power supply cuts in areas of Avdiivka and Yasynuvata due to shelling. It faced four freedom-of-movement restrictions – two in government-controlled areas and two in areas not controlled by the Government.

The SMM noted a higher number of ceasefire violations[1] recorded in Donetsk region compared to the previous reporting period, including more than 520 explosions.

On the evening of 3 August, while in Donetsk city centre, the SMM heard 48 undetermined explosions 8-15km north-west of its position.

On the same night, whilst in “DPR”-controlled Horlivka (39km north-east of Donetsk), the SMM heard 104 undetermined explosions 7-10km north, and 12 explosions assessed as outgoing armoured personnel carrier (BMP-1, 73mm) cannon fire 5-8km north of its position.

The SMM camera in Shyrokyne (20km east of Mariupol) between 21:35 and 22:31 of 3 August, facing north-east, recorded 63 undetermined explosions and 30 bursts in the following sequence: five bursts of undetermined tracer fire and 25 bursts of direct tracer fire from east to west, north to south, south to north, north-west to northeast, north-east to north-west, east to north-west, north-east to west, south-east to north-west.

The following day, positioned at the “DPR”-controlled Donetsk central railway station (6km north-west of the city centre), the SMM heard 236 undetermined explosions all at locations 3-10km ranging from north-west to north-east of its position. The most intense violence was noted between 08:14 and 08:42, when the SMM recorded 100 undetermined explosions 4-6km north-north-east of its position. 

Positioned in “DPR”-controlled Yasynuvata (16km north-east of Donetsk), the SMM heard 25 undetermined explosions and 13 outgoing explosions assessed as caused by automatic-grenade-launcher fire 1-7km west-south-west, west, west-north-west, north, north-north-east and north-east of its position. Positioned in government-controlled Avdiivka (17km north of Donetsk), the SMM heard 14 undetermined explosions 3-5km east and south-east of its position.

In Luhansk region the SMM noted a decrease in recorded ceasefire violations compared to the previous day, with no ceasefire violations recorded during the night of 3 August. Whilst in government-controlled Trokhizbenka (33km north-west of Luhansk), the SMM heard 32 undetermined explosions 5-6km south of its position. While positioned 1.5km north-west of “LPR”-controlled Hannivka (58km west of Luhansk), the SMM heard, within a half-hour period, more than 100 bursts of small-arms fire 1.5km east-south-east of its position – the location of a known shooting range – and assessed them as live-fire exercise – within the security zone – in violation of the ceasefire and of the Trilateral Contact Group decision on the prohibition of live-fire exercises within the security zone. Subsequently, while in the vicinity of a shooting range, the SMM saw five armed “LPR” members wearing ski masks with sniper rifles.

At 21:45 on 4 August, the SMM while at its base in “LPR”-controlled Kadiivka (formerly Stakhanov, 50km west of Luhansk), heard 16 single shots of small-arms (pistol) fire at an undetermined location 100-150m away from the base. The SMM informed the Joint Centre for Control and Co-ordination (JCCC) and armed “LPR” members controlling area.

The SMM conducted crater analysis. In “DPR”-controlled parts of Zaitseve (50km north-east of Donetsk), the SMM saw a fresh crater in a field 60m away from a house and assessed it as caused by a mortar (82 or 120mm) round fired from a north-westerly direction. Residents told the SMM that shelling had occurred during the night of 2-3 August. Across the street, the SMM also saw a completely burnt and destroyed house and two neighbouring houses with minor damage. No casualties were reported.

In government-controlled Luhanske (59km north-east of Donetsk), the SMM saw four relatively fresh craters  with fragments of 120mm mortar rounds and 122mm artillery rounds in a garden of an inhabited house. The SMM was unable to determine the direction of fire due to contaminated craters after the recent heavy storms.

In government-controlled Novozvanivka (70km west of Luhansk), the SMM saw four craters near an inhabited house and assessed two of them as caused by 82mm mortar and the other two as caused by 122m artillery rounds, all fired from an easterly direction. Two residents told the SMM that shelling had taken place during the night time two days prior.

The SMM continued to monitor the withdrawal of weapons, in implementation of the Package of Measures and its Addendum, as well as the Minsk Memorandum.

In violation of the respective withdrawal line, the SMM observed in government-controlled areas: five self-propelled howitzers (2S1Gvozdika, 122mm) in Tarasivka (43km north-west of Donetsk); four self-propelled howitzers (2S3 Akatsiya, 152 mm) in a military compound in Donske (57km south of Donetsk); one radio-guided anti-tank system (9K114 Shturm, 134mm) mounted on a stationary armoured tracked vehicle (MT- LB) in Novozvanivka (70km west of Luhansk). Aerial surveillance imagery available to the SMM revealed the presence on 3 August of 12 tanks together with other hardware including 19 armoured vehicles and 44 military-type trucks in an industrial complex in “DPR”-controlled Budonivskyi district of Donetsk city.

The SMM observed weapons that could not be verified as withdrawn, as their storage does not comply with the criteria set out in the 16 October 2015 notification. In a government-controlled area beyond the respective withdrawal lines the SMM saw six towed howitzers (2A36 Giatsint-B, 152mm), while it noted as missing six towed howitzers (2A36 Giatsint-B, 152mm) as first observed on 8 July. The SMM also observed that two areas continued to be abandoned, as they have been since 3 July, with 12 towed howitzers (D-30, 12mm) and six Addendum-regulated mortars (2B11, 120mm) missing.

The SMM revisited permanent storage sites, whose locations corresponded with the withdrawal lines. At Ukrainian Armed Forces sites, the SMM noted that 22 tanks (T-64) and seven mortars (five 2B9M, 82mm; and two BM-38, 82mm) remained missing. In addition, the SMM also observed missing for the first time 36 tanks (T-64) and seven mortars (BM-37, 82mm). The SMM noted that one of those sites continues to be abandoned and another site has been newly abandoned.

The SMM observed the presence of armoured combat vehicles (ACV) and anti-aircraft weapons in the security zone. In government-controlled areas the SMM saw: one anti-aircraft gun (ZU-23) near Lomakyne (15km north-east of Mariupol); one light-armoured vehicle (Kraz Cougar) mounted with a heavy machine-gun heading north near Shchastia (20km north of Luhansk). In “LPR”-controlled areas, the SMM saw: one anti-aircraft gun (ZU-23) at an “LPR” checkpoint south-east of Shchastia across the contact line; one infantry fighting vehicle (BTR) heading north near Kalynove (60km west of Luhansk). Aerial surveillance imagery available to the SMM revealed the presence on 3 August of 33 armoured vehicles and 169 military-type trucks in “DPR”-controlled Donetsk city, in addition to aforementioned present in the same compound as the tanks (see above).

The SMM followed up on reports about cuts to water and power supply in areas of Avdiivka and Yasynuvata due to shelling. In Avdiivka, the Ukrainian Armed Forces officer at the Joint Centre for Control and Co-ordination (JCCC) told the SMM that at around 23:00 on 3 August, water and power supply to the town had been interrupted as shelling had caused damage to power transmission lines and to the Donetsk water filtration station located between Avdiivka and Yasynuvata. At Yasynuvata railway station, an employee (a woman in her thirties), stated that at approximately 04:00 of the day the water supply had been interrupted affecting large parts of the town. She added that most residents currently used water from private wells and bottled water.

The SMM continued to follow up on the incident of 2 August when SMM monitors were threatened at gunpoint at a known Ukrainian Armed Forces position on the road from government-controlled Lopaskyne to Lobacheve (24 and 17km north-west of Luhansk, respectively) (see: SMM Spot Report, 3 August 2016). At the JCCC in government-controlled Soledar (79km north of Donetsk), the Ukrainian Armed Forces chief-of-staff told the SMM that the perpetrators had been identified. The SMM also requested the meeting with a senior “DPR” member to follow up on the incident of 29 July when SMM monitors were threatened at gunpoint by aggressive armed “DPR” members near Lukove (72km south of Donetsk) (see: SMM Spot Report, 30 July 2016). He subsequently  refused  the request.*

The SMM observed the presence of explosive remnants of war (ERW) in “DPR”-controlled Debaltseve (58km north-east of Donetsk). The SMM for the first time saw a tailfin of a multiple-launch rocket system (BM-27 Uragan, 220mm) stuck in soil 30m away from an inhabited house and some 50 rusty shells of 82mm mortars (without fuses) scattered in a nearby field.

The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential infrastructure. Positioned on both sides of the contact line, the SMM monitored the cleaning and widening of canals that provide water to the Shchastia power plant, repair works to the Mykhailivka-Lysychansk high power line near Zolote (government-controlled, 60km north-west of Luhansk), repair works to gas pipelines in areas between “LPR”-controlled Slovianoserbsk and Pryshyb (28 and 34km north-west of Luhansk, respectively).

The SMM continued to observe queues at entry-exit checkpoints along the contact line. In the morning, at a checkpoint in “DPR”-controlled Olenivka (23km south-west of Donetsk), the SMM observed 132 cars waiting in a queue to cross into government-controlled areas and six cars in the opposite direction. A man in his forties told the SMM that he had been waiting for four hours since 06:00. A man in his early thirties with his wife and 8-year-old son stated that they were travelling to receive medical treatment for his son in government-controlled areas, expressing his concern as his son should not stay in the sun for a long time.  

*Restrictions to SMM’s freedom of movement or other impediments to the fulfilment of its mandate

The SMM’s monitoring is restrained by security hazards and threats, including risks posed by mines and unexploded ordnance, and by restrictions of its freedom of movement and other impediments – which vary from day to day. The SMM’s mandate provides for safe and secure access throughout Ukraine. All signatories of the Package of Measures have agreed on the need for this safe and secure access, that restriction of the SMM’s freedom of movement constitutes a violation, and on the need for rapid response to these violations.

Denial of access:

  • In government-controlled Hranitne (25km north of Mariupol), armed Ukrainian Armed Forces personnel did not allow the SMM to enter a military compound. The JCCC was informed.
  • Armed Ukrainian Armed Forces personnel denied the SMM access to a military compound in government-controlled Myrne (40km north-east of Mariupol), citing orders from their superior. The JCCC was informed. 
  • A senior “DPR” member refused to meet with SMM, when it attempted to follow up on the incident 29 July near Lukove.

Conditional access:

  • Armed “LPR” members at a checkpoint immediately south of the bridge at Stanytsia Luhanska (16km north of Luhansk) allowed the SMM to proceed only after taking the names and ID card numbers of SMM monitors.

Raising awareness of human trafficking in crisis situations is objective of OSCE Special Representative’s Ukraine visit

KYIV, 5 AUGUST 2016 –OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings, Madina Jarbussynova, on Friday concluded an official visit to Ukraine aimed at raising awareness of human trafficking and the risks encountered by the most vulnerable groups as a consequence of the current crisis.

During her five-day visit, she met with representatives of the Donetsk Oblast state administration and female Internally Displaced People (IDPs) in Kramatorsk. Ambassador Jarbussynova also travelled to Kharkiv to talk to relevant civil society representatives about the situation on the ground, how to prevent the expansion of the conflict-driven human trafficking phenomenon, and to evaluate existing mechanisms of identifying, referring and assisting victims of trafficking in human beings.

“More than one-and-a-half million citizens have been displaced – a vast number that demands a comprehensive response,” Jarbussynova said. “This vulnerable group can easily find itself in situations where human trafficking may occur.”

In Kyiv, the OSCE Special Representative met with Ukrainian authorities to discuss progress in anti-trafficking measures and review future plans.

“The Government of Ukraine has recently demonstrated a high level of commitment to addressing human trafficking, particularly in enhancing its victim identification efforts and in filing cases to relevant courts”, said Jarbussynova.

At the same time, she noted that there are still considerable gaps in the National Referral Mechanism for victims, and that long-term, sustainable measures should be sought.

The Special Representative travels regularly to Ukraine, engaging with high-level authorities and holding training sessions together with the Special Monitoring Mission and the OSCE Project Co-ordinator to strengthen the capacity of the Ukrainian institutions and OSCE monitors to spot human trafficking trends and to report on alleged cases.

OSCE/ODIHR Director Link criticizes call for reintroduction of death penalty by Tajikistan’s Prosecutor General

WARSAW, 6 August 2016 – Michael Georg Link, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR), today criticized the call by the Prosecutor General of Tajikistan for the reintroduction of the death penalty, and expressed concern over recent discussions related to removing the bans on capital punishment in some other OSCE participating States.

“Countries in the OSCE have committed themselves to consider the complete abolition of capital punishment, not to reconsider that abolition,” the ODIHR Director said. “Yesterday’s call by the Prosecutor General in Tajikistan for the reintroduction of capital punishment in that country is completely out of place in a region where most of the countries recognize the inherently cruel, inhuman and degrading nature of a punishment that fails to act as a deterrent and makes any miscarriage of justice irreversible.”

Tajikistan’s Prosecutor-General, Yusuf Rahmon, told a press conference yesterday that perpetrators of premeditated murder, terrorists and traitors must be punished by death. His words followed similar statements by other leaders, among them President Recep Tayyip Erdogan of Turkey and President Viktor Orban of Hungary, suggesting that the reinstitution of the death penalty should be opened for discussion.

Tajikistan suspended the application of the death penalty in 2004, while Turkey and Hungary completely abolished capital punishment, in 2004 and 1990, respectively.

“Rather than reversing its course, it is my hope that Tajikistan will take further steps toward the complete abolition of the death penalty,” he said. “It is also my hope that Turkey, remains with the vast majority of the OSCE participating States and will continue to  act as a strong advocate for the global abolition, as it has in recent years.”

Spot Report by OSCE Special Monitoring Mission to Ukraine: Explosion in Luhansk city

On 6 August at 07:51hrs the SMM heard an explosion approximately 3.9km east of its location in Luhansk city.

The SMM went to the site from where it had heard the explosion located at the intersection of Karpynsky and Vatutyn Street in Luhansk city, 500m north-east of SMM’s accommodation. The site was cordoned off, by so-called “LPR” “police” and the SMM could assess from a distance of approximately 15-30 meters, that an explosion had likely been caused by an improvised explosive device (assessed as approximately 1kg of high explosives) placed next to or in, a lamp post about two meters away from the vehicle, which was damaged and downed, at the side of the road. The SMM saw a black sport utility vehicle “Toyota Landcruiser Prado” severely damaged with windows shattered and front and side airbags deployed.

“LPR” “police” members at the site told the SMM that there were two casualties, without giving further details. Mr Vladislav Deynego, “LPR” member, told the SMM that Mr Plotnitsky was “in a bad condition and not able to receive visitors.”  At the time of writing, the SMM could not reach personnel at either of the two hospitals in Luhansk city for confirmation.

The SMM will continue following up to confirm the information, and observe further developments.
