A group of 20 migrant workers returning to Jharkhand from West Bengal's Birbhum district by walking along railway tracks had a narrow escape when an inspection van stopped in front of them on a river bridge, officials said on Saturday. The labourers had managed to reach the temple town of Tarapith from Purba Bardhaman district during the lockdown and started on foot from there towards neighbouring Jharkhand on Friday night. When they were on a bridge over the river Brambhani around 9.30 PM, an inspection van came from the opposite direction, from Pakur in Jharkhand, officials said. The driver of the inspection van applied emergency brake after he noticed the people, who included women and children, on the track. A number of entrepreneurs based in rural areas of the country have taken to manufacturing face masks amid dwindling demand for their regular produce in the wake of the coronavirus pandemic, an official said on Saturday. Around, 500 rural entrepreneurs have so far produced and sold 3.5 lakh such masks under the Start-up Village Entrepreneurship Programme (SVEP), he said. They produce around 2,500 masks per day for health professionals, policemen, media personnel and cleaning staff, the official said. In West Bengal, 38 entrepreneurs manufacture nearly 600 masks a day in blocks of Dinhata, Pathar Pratima and Manikchak in different districts of the state. They had started their journey on foot from Maharashtra hoping to reach Madhya Pradesh, but it was their bodies that reached their home districts of Shahdol and Umaria by special trains on Saturday afternoon. The bodies of sixteen migrant labourers who were mown down by a goods train in Maharashtra's Aurangabad district were brought to Jabalpur by two bogies attached to a special train. The Gujarat government on Saturday announced exemption from certain labour laws for 1,200 days to firms that want to set up new units in the state in order to "boost economic activities" post-lockdown. Earlier, governments of Uttar Pradesh and Madhya Pradesh had offered concessions from labour regulations in their states to attract investment. The government also announced relief amid coronavirus pandemic for industries which use natural gas supplied by Gujarat Gas, a subsidiary of state-owned Gujarat State Petroleum Corporation, by giving more time to pay gas bills. After hiking liquor price by 75 per cent early this week, the Andhra Pradesh government has decided to reduce the number of retail liquor outlets, by a further 13 per cent, to 2,934 by this month end to curtail alcohol consumption and help people "move towards a better life." According to Special Chief Secretary (Revenue) Rajat Bhargava,the government has also taken a number of steps to check illicit distillation of liquor and inter-state trade of non-duty paid liquor. ICICI Bank on Saturday reported a 6.91 per cent growth in March quarter net at Rs 1,251 crore on a consolidated basis, after setting aside over Rs 2,000 crore in provisions for potential impact of the COVID-19 pandemic. On a standalone basis, the second largest private sector bank's profit grew 26 per cent to Rs 1,221 crore as against Rs 969 crore in the year-ago period. For fiscal year 2019-20, it reported a 135 per cent jump in standalone profit to Rs 7,930.81 crore. From an asset quality perspective, the bank reported an improvement in gross non-performing assets (NPAs) ratio to 5.53 per cent as against 6.70 per cent in the year-ago period and 5.95 per cent as of December 2019, despite over Rs 5,300 crore in fresh slippages during the reporting quarter. A youth was arrested in connection with the rape of a 15-year-old girl in Muzaffarnagar's Kidwai Nagar on Saturday, police said. He was arrested after almost four months of the incident. Police have arrested a couple for allegedly snatching mobile phones from people in central Delhi, officials said on Saturday. Following reports about a couple on white scooter snatching mobile phones, Arjun (22) and Vaishali Kaushal (20) were arrested near Railway Colony, Kishanganj, they said. The woman riding pillion on the scooter used to snatch the mobile phones from people, a senior police officer said. Arjun had been involved in 31 cases. A 62-year-old man died due to coronavirus in Noida, becoming the second COVID-19 fatality in Uttar Pradesh's Gautam Buddh Nagar district, officials said on Saturday. The man, a resident of sector 66, died on Friday but the report of his COVID test came out as positive on Saturday, they said. "He expired yesterday (Friday) evening. The cause of the death was cardio-respiratory failure," District Surveillance Officer Sunil Dohare said in a statement. The Prem Singh Tamang government in Sikkim has decided to reduce the salaries of the chief minister and ministers by 35 per cent for the next one year to mitigate the adverse impact of the coronavirus pandemic on the state's economy. The Tamil Nadu government on Saturday moved the Supreme Court challenging a Madras High Court order for closure of state-run liquor outlets on grounds of violations of COVID-19 guidelines, arguing that it would lead to "grave losses" in revenue and complete halt in commercial activities. The evaluation for class 10, 12 board exams will be done by teachers at their homes and 3,000 schools have been identified as exam centres to deliver the answer sheets to them, Union HRD Minister Ramesh Pokhriyal 'Nishank' said on Saturday. He said 1.5 crore answer sheets of already conducted class 10, 12 exams will be delivered to teachers. "From the 3,000 schools, these copies will go the evaluators and evaluation will begin tomorrow. Teachers will evaluate from home and we will be able to complete the process in 50 days," he added. The number of COVID-19 cases in Jammu and Kashmir climbed to 836 on Saturday as 13 more people, including two nurses, tested positive for the disease, officials said. While 12 of the fresh cases are from the Kashmir Valley, one is from Jammu, they said. "Thirteen new COVID-19 cases were detected in the union territory on Saturday," the officials said. Five special trains will start journey from three states on Saturday to bring back 5,000 stranded Odia people, a day after the Supreme Court allowed the return of migrants to Odisha, officials said here. The Supreme Court on Friday stayed an interim order of the Orissa High Court which had asked the state government to ensure that only those tested negative for COVID-19 were allowed to return to Odisha. Three trains will come from Gujarat and one each from Maharashtra and Tamil Nadu, the officials said, adding that about 5,000 people will return to Odisha by these five trains. A huge fire broke out in the Aadharwadi dumping ground in Kalyan in Thane district on Saturday afternoon, an official said, adding that no injuries had been reported so far. The fire broke out at 1:30pm and heavy smoke along with a pungent smell was emanating from the site, said Kalyan Dombivali Municipal Corporation Chief Fire Officer Dileep Gund. After being on the run for nearly a year, the National Investigation Agency on Saturday nabbed Ranjit Singh, a notorious narco-terrorist, from Sirsa as he was acting as a conduit of Pakistan-based terror groups in pushing drugs into India, the proceeds of which were used for terror activities. The National Investigation Agency (NIA), along with the Punjab and Haryana police arrested Singh alias Cheeta, a resident of Amritsar, in an intelligence-based operation from Sirsa in Haryana, the agency said in a statement. Over 1 lakh migrant workers from Uttar Pradesh stranded in different parts of the country following the coronavirus-induced lockdown will return to the state by Saturday night on 114 trains, a senior government official said. Another 98 trains will reach the state on Sunday and Monday, while talks are on to allow 15 to 20 more, he said on Saturday. "Till Saturday morning, 97 trains have reached the state and another 17 will reach by the evening. With this, more than 1.20 lakh migrant workers and labourers will be back in the state," Additional Chief Secretary, Home, Awanish Awasthi said. These trains arrived at 36 railway stations of the state, with Lucknow and Gorakhpur receiving 11 trains each, he said. The number of active cases of coronavirus in Uttar Pradesh went up to 1,800 on Saturday, while nearly 1,400 people have been discharged so far, a senior official said. Principal Secretary, Health, Amit Mohan Prasad said the national recovery percentage was 30 per cent but the figure was 43 per cent in Uttar Pradesh. "It is a matter of satisfaction that people are recovering and returning home," he said. The number of active infection cases is 1,800 as against 1,761 on Friday, while the number of people who have fully recovered has risen from 1,387 to 1,399, the official said. Prasad stressed that community surveillance will play an important role in coming days with the return of tens of thousands of migrants. A 62-year-old man died due to coronavirus in Noida, becoming the second COVID-19 fatality in Uttar Pradesh's Gautam Buddh Nagar district, officials said on Saturday. The resident of Sector 66 was among the two people who tested positive for coronavirus in the last 24 hours, the officials said. "He expired yesterday (Friday) evening. The cause of the death was cardio-respiratory failure, District Surveillance Officer Sunil Dohare said in a statement. The other person who tested positive for COVID-19 is a 52-year-old man residing in Sector 45's Khajoor Colony, the officer said. "Total 100 reports have been received in the last 24 hours of which two were positive and the rest negative for COVID-19. The cumulative positive cases of coronavirus in Gautam Buddh Nagar are now 216," Dohare said. A 60-year-old man from Sector 22 died on Friday due to respiratory failure, becoming the first COVID-19 casualty in Gautam Buddh Nagar, officials had said.

A robot has been inducted into service at the Chandrapur civil hospital, and it could be used for collecting swab samples for COVID-19 test with some modifications in near future, an official said. District collector Dr Kunal Khemnar handed over the "medi-rover robot", which can be used for handing food or medicines to patients, to the hospital on Saturday. It has been developed by Tata Technologies in association with the Government Engineering College, Chandrapur, Khemnar said in a statement. "The robot will help the medical staff in treating and nursing of patients at the hospital," he said. With some modifications, the battery-operated robot, which weighs about 30 kg, can even be used for collection of swab samples of suspected COVID-19 patients in the coming days, he added. So far, only one coronavirus positive case has been found in Chandrapur district.

Finance Minister Nirmala Sitharaman on Saturday said Rs 18,253 crore has been disbursed to 9.13 crore farmers under the PM-KISAN scheme during the ongoing nationwide lockdown. A bench of justices Vipin Sanghi and Rajnish Bhatnagar asked AIIMS to work out the modalities and file a compliance report before May 14, the next date of hearing. Joining the efforts of the government to combat coronavirus, a group of young women equipped with a latest hi-tech machine is conducting fogging in Jammu and Kashmir's Udhampur district. The five women, aged between 18 and 22, have already covered six villages in the district and are also distributing masks and educating people about COVID-19. Stopped by police from proceeding further, hundreds of migrant workers going home on foot created a ruckus at a Ganga bridge on the National Highway-24 in Uttar Pradesh's Amroha district, officials said on Saturday. According to them, the workers started arriving at the bridge from the Delhi side on Friday afternoon and wanted to go home at the earliest. Dhanoura Circle Officer Monica Yadav said they had assured them that buses would be arranged for their journey but they were adamant on going home on foot. Eleven more COVID-19 fatalities have been recorded in West Bengal, raising the death toll in the state to 99, Home Secretary Alapan Bandyopadhyay said on Saturday. At least 108 more people have tested positive for the virus in the state, taking the number of confirmed cases to 1,786, he said. The number of active cases stands at 1,243, the official said. Forty-nine patients have been discharged in the state since Friday following complete recovery from the disease, Bandyopadhyay said.

The Delhi High Court on Saturday extended the interim bail of 2,177 under-trial prisoners by 45 days to de-congest jails in the wake of the coronavirus pandemic. A bench of Justices Siddharth Mridul and Talwant Singh passed the order in view of a high-power committee's recommendation that it would be dangerous to put the prisoners back in jail as the risk still remains high. The committee, headed by Justice Hima Kohli, on May 5 opined that since there was a paucity of space in jail premises to create sufficient number of isolation wards for the prisoners returning after expiry of their interim bail, the relief should be extended by another 45 days. The West Bengal government on Saturday said it had brought back around 6,000 residents stranded outside the state and ensured safe return of people of other states stuck here due to the lockdown, virtually refuting the claims of non-cooperation made by Union Home Minister Amit Shah. The state government is doing its best to ensure that migrant labourers -- those stranded in Bengal and also the state's people stuck outside -- return home, West Bengal Home Secretary Alapan Bandopadhyay said. Bandopadhyay said so far around 6,000 people, including migrant labourers, pilgrims and students of Bengal, stranded in other states have come back. "We have also issued 18,000 passes to small trucks so that those stuck in West Bengal can return to their states," he said.
